* Food insecurity aggravated by the war in Ukraine and rising inflation is bringing about further instability in the Middle East and North Africa, leading to a need for systemic changes in the region, particularly amongst youth. The current situation, defined by the United Nations as even worse than before the Arab Spring in 2011 and fueled by the deterioration of living conditions and the affordability of basic needs, has seen protests in Libya and Iraq throughout the summer. This situation “in the Arab world can aggravate and prolong conflicts and make it harder to reach and sustain peace,” professor Amr Ezzat Salama, Secretary General of the Association of Arab Universities (AArU), told EURACTIV during a visit to Amman, Jordan. “In a region that warms 20% faster than the global average, with all the implications in terms of food security, environment, and energy, we need these universities to work together on climate change, food security, energy and health,” Giuseppe Provenzano, a research and innovation expert for the Union for the Mediterranean (UfM), told EURACTIV in Amman. In terms of investments in internationalization, EU institutions already finance those areas with the programmes like Tempus and Erasmus +. The former promotes cooperation between the EU and partner countries “focused on the reform and modernization of higher education systems,” Salama explained. But despite current investments in internationalization, Salama complained that “programmes are still limited and do not significantly affect high education in the Arab countries and develop it to the required level”. Additionally, the EU budget for CBHE initiatives for the Southern Neighborhood region has been severely downsized for the 2021-2027 period compared to the 2014-2020 one. “Europe’s long-term objectives have also been achieved thanks to the transformational power of higher education and research programmes such as Erasmus and Horizon Europe,” said Provenzano. “A Green transition in Europe implies a green transition in the Mediterranean, as we are too interconnected, so moving alone in a vacuum would not work.”

* في الأردن، عقد مؤتمر فرص تشغيل الشباب في قاعة بيت الشباب في جرش. ويهتم المؤتمر بتشغيل الشباب بالتعاون مع مؤسسات محلية في الأردن. وقال الامين العام لوزارة العمل خلال الاجتماع ان "الشباب المحتاج الى العمل يجب ان يقبل اي عمل مناسب لهم للحد من الفقر والبطالة بين الشباب".

* Saudi authorities announced the largest seizure of illicit drugs in the country’s history after nearly 47 million amphetamine pills were hidden in a flour shipment and seized at a warehouse in the capital Riyadh. The record seizure demonstrates what experts say is Saudi Arabia’s growing role as the drug capital of the Middle East, driving demand and becoming the primary destination for smugglers from Syria and Lebanon. Wednesday’s operation was the biggest single smuggling attempt in terms of narcotics seized, according to the General Directorate of Narcotics Control. Captagon was originally the brand name for a medicinal product containing the synthetic stimulant fenethylline. Though it is no longer produced legally, counterfeit drugs carrying the captagon name are regularly seized in the Middle East, according to the European Monitoring Centre for Drugs and Drug Addiction. One of the reasons captagon is spreading in use is “because there is a supply flood now coming mostly from Syria” where it is produced “on an industrial scale in the chemical factories inherited from the [Assad] regime” and supplied by warlords and affiliates of the regime. While hashish and khat are also common drugs in the kingdom, amphetamines are popular among Saudi youth. A 2021 study in the journal of Crime, Law and Social Change cited a user as saying, “captagon is small. My school mates and I like it more than hashish. Not like hashish, we can buy in tablet……Once we get 25 riyals from [our] parents, we can buy one tablet and enjoy it.” “In wealthier consumer markets, the drug has a different appeal, serving as a recreational activity amongst its growing youth population that, despite social reforms… have reportedly struggled with boredom amidst widespread youth unemployment and a lack of opportunities for leisurely activities,” said Rose. “Some consumers have justified captagon as less of a taboo substance, compared to ‘harder’ drugs like opiates and cocaine.” Over the past few years, a number of drug rehabilitation centers have popped up across the kingdom after the government began licensing private establishments. Despite the presence of rehabilitation centers, Rose says there is little public health messaging or campaigning to raise awareness about captagon.

* اختُتِمَت report of the Eastern Region Youth Council revealed a number of achievements during the past six months, in which the Council continues its mission and goals that it has announced since its inception. The most prominent of these achievements was the establishment of 15 development programs targeting more than 27,000 young men and women in 12 governorates, with the aim of empowering youth capabilities in line with the needs of the region. The Council also strengthened community participation in all governorates, as the number of participants reached more than 28 different communities, aimed at enhancing the role of youth in building pioneering models in all fields. The program also aims to raise skill efficiency and build young capabilities, and the program also meets the capabilities of young people who underwent training and demonstrated high efficiency in absorbing training materials in accordance with the Kingdom’s Vision 2030. * انطلقت فعاليات مخيم تأهيل الشباب للعمل والتدريب المهني (ذكور / ليلة) الذي تنظمه مديرية شباب محافظة الزرقاء في بيت شباب بمشاركة 30 شاباً من الفئة العمرية 15-17 سنة. يهدف المخيم إلى تمكين الشباب بالأدوات والمهارات اللازمة لدخول سوق العمل بكفاءة، وتحديد مسارات ومتطلبات سوق العمل، وتوجيه الشباب نحو التدريب المهني والفرص في هذا المجال.

* The UN office in Palestine has said that over 1.3 million Palestinian children in territories occupied by Israel are facing challenges as a result of the occupation as they head back to school for the new academic year, a press release said. * Members of the Volunteer Club and the Youth Parliament of the Ras Sidr Youth Center participated in the introductory symposium on the National Initiative for Green and Smart Projects, which was launched by the government in the governorates of the Republic, as part of its preparations for Egypt’s hosting of the Conference of the States Parties to the United Nations Framework Convention on Climate Change COP 27, which will be in Sharm El-Sheikh next November. The symposium, which comes within the efforts of South Sinai Governorate to introduce the initiative and raise awareness of its importance, dealt with some of the projects proposed by the participating parties in the national initiative for smart green projects, with the aim of mitigating the effects of climate change, preserving natural resources and reducing environmental pollution, the initiative's items and objectives, as well as the conditions for participation. * شارك أعضاء نادي المتطوعين وبرلمان الشباب بمركز شباب رأس سدر في الندوة التعريفية بالمبادرة الوطنية للمشروعات الخضراء والذكية التي أطلقتها الحكومة في محافظات الجمهورية في إطار استعدادات مصر لاستضافة مؤتمر الدول الأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغير المناخ، والذي سيعقد في شرم الشيخ في تشرين الثاني / نوفمبر المقبل. الندوة التي تأتي ضمن جهود محافظة جنوب سيناء للتعريف بالمبادرة والتوعية بأهميتها، تناولت بعض المشاريع التي اقترحتها الجهات المشاركة في المبادرة الوطنية للمشاريع الخضراء الذكية، بهدف التخفيف من آثارها. تغير المناخ والحفاظ على الموارد الطبيعية والحد من التلوث البيئي وبنود المبادرة وأهدافها وشروط المشاركة. الفئات المستهدفة من المبادرة. وأكد فاتح أن المبادرة تأتي ضمن جهود الدولة الهادفة إلى تحقيق التنمية المستدامة من أجل تنفيذ رؤية مصر 2030 من خلال الحفاظ على البيئة، وتحسين نوعية الحياة، مع مراعاة حقوق الأجيال القادمة، وتنفيذ الاستراتيجية الوطنية للتغير المناخي 2050.
