Politics and Political Engagement

Morocco's elections are set to take place next week, Wednesday September 8th. And while hope and belief for effective governance change is lacking among citizens, Moroccan youth still aimed to increase their participation in the election cycle. Morocco's legislative and municipal elections play a determining factor in how committed politicians are to open governance. 24-year-old Farouk Mahdawi aims to shift the political dynamics by running for his local elections. Under the Federal Left Alliance, Farouk aims to encourage youth to participate in all capacities in the elections. Farouk highlighted that, because of the current political environment in Morocco, it has been very difficult to encourage youth participation. However, his campaigning efforts have unified local youth to work along with his campaign and help encourage citizens to participate. Another candidate, Maryam Benkhouia, previously also ran for elections but was pushed out due to the political environment. During this round of elections, Maryam continued to emphasize the importance of the role of youth in government. She stressed that youth do not only represent tomorrow, but are today, saying that "giving the youth the opportunity today will create a better tomorrow."

As the elections in Morocco approach, many politicians and members of civil society prepare and hope for new changes in government. Despite efforts conducted by the government and civil society members, youth in the country still lack hope and have continued to leave the country. On August 30, the dire state of the country in the eyes of the youth was reflected, as a boat that carried nearly 20 youth capsized. “The death of these young people in this tragic way is a cry in the face of these rusty and calcified faces, a death that exposes their false and misleading slogans and promises,” said Mohamed El-Glousi, President of the Moroccan Association for the Protection of Public Funds.

Election monitoring groups in Morocco have kept an eye on the level of youth involvement. Whether it is through volunteering or registering to vote, the role that Moroccan youth play in the upcoming elections plays a determining factor on the legitimacy of the elections. According to Al Youm 24, there has been significant activity, however the reasons lack promise. One participant, who was handing out leaflets, shared that he was only working because of the pay rather than truly believing in the politicians. It is becoming slowly evident that youth have lost confidence in the political scene in Morocco. Campaigning participants have highlighted that politicians have continued to make empty promises rather than create effective change.

On August 31, the mayor of Gaza met with members of the municipal council and local youth activists to discuss methods of improving youth engagement in the municipality's decision-making process. During the discussion session, youth participants discussed several issues, including municipal council elections, women's representation in the municipal council, establishment of youth centers and ways to support youth initiatives in the community. By promising an open-door policy, the municipal council aims to show youth engagement with government bodies. 

The Coordination’s Committee of Party’s Youth Leaders and Politicians (CPYP) in Egypt presented to parliament on August 30 a new proposal aimed at improving the role that youth play nationally. The paper reviewed several activities run by the CPYP, which included nearly 4,000 service requests across the country. 

Members of the Coordination’s Committee of Party’s Youth Leaders and Politicians (CPYP) also submitted a total of 52 proposals, including 16 pressing statements and 15 questions directed at the House of Representatives ministries. 

A number of youth in the city of Bani Walid in Libya gathered in front of the municipal council, protesting against what they described as rampant corruption in the state political and economic sectors and called for the dismissal of city officials. Protesters highlighted issues within the service and banking sectors, stating that there are no bodies of power that hold them accountable.

من المقرر أن تجري الانتخابات المغربية الأسبوع القادم الأربعاء 8 أيلول / سبتمبر. وفي حين يفتقر المواطنون إلى الأمل والإيمان بالتغيير الفعال للحكم، لا يزال الشباب المغربي يسعى إلى زيادة مشاركته في الدورة الانتخابية. وتلعب الانتخابات التشريعية والبلدية في المغرب عاملاً حاسماً في مدى التزام السياسيين بفتح الحوكمة. ويهدف فاروق مهداوي البالغ من العمر 24 عاما إلى تغيير الديناميكيات السياسية من خلال الترشح للانتخابات المحلية، ففي إطار تحالف اليسار الاتحادي، يهدف فاروق إلى تشجيع الشباب على المشاركة في جميع الوظائف في الانتخابات. وأشار السيد فاروق إلى صعوبة تشجيع الشباب على المشاركة بسبب البيئة السياسية الراهنة في المغرب. ومع ذلك، فقد وحدت جهوده في الحملة الشباب المحلي للعمل جنبا إلى جنب مع حملته والمساعدة في تشجيع المواطنين على المشاركة. مرشحة أخرى، مريم بن خوية، كانت قد ترشحت في السابق للانتخابات، ولكنها طُردت بسبب البيئة السياسية. خلال هذه الجولة من الانتخابات، واصلت مريم التأكيد على أهمية دور الشباب في الحكومة، كما وشددت على أن الشباب لا يمثلون الغد فحسب، بل يمثلون اليوم أيضا، قائلة إن "إعطاء الشباب الفرصة اليوم سيخلق غدا أفضل".

ومع اقتراب موعد الانتخابات في المغرب، يستعد العديد من السياسيين وأعضاء المجتمع المدني لإجراء تغييرات جديدة في الحكومة. وعلى الرغم من الجهود التي تبذلها الحكومة وأعضاء المجتمع المدني، لا يزال الشباب في البلد يفتقرون إلى الأمل ويواصلون مغادرة البلد. ففي الثلاثين من آب / أغسطس، انعكست الحالة الرهيبة للبلاد في أعين الشباب، حيث انقلب قارب كان يحمل ما يقرب من عشرين شاباً. "إن موت هؤلاء الشباب بهذه الطريقة المأساوية هو صرخة في وجه هذه الوجوه الصدئة والمتكلسة، وهو موت يفضح شعارهم ووعودهم الكاذبة والمضللة"، هكذا قال محمد الجلوسي، رئيس الجمعية المغربية لحماية الأموال العامة.

كما راقبت مجموعات مراقبة الانتخابات في المغرب مستوى مشاركة الشباب. وسواء كان ذلك من خلال التطوع أو التسجيل للتصويت، فإن الدور الذي يلعبه الشباب المغربي في الانتخابات المقبلة يلعب عاملا حاسما في شرعية الانتخابات. وفقاً لموقع اليوم 24، كان هناك نشاط كبير، لكن الأسباب غير واعدة. وقال أحد المشاركين، الذي كان يوزع منشورات، إنه يعمل فقط بسبب الأجر وليس بسبب الإيمان الحقيقي بالسياسيين. فقد أصبح من الواضح أن الشباب فقدوا الثقة في المشهد السياسي في المغرب. وقد سلط المشاركون في الحملة الضوء على أن الساسة استمروا في بذل وعود جوفاء بدلاً من خلق تغيير فعال.

وقدم أعضاء تنسيقية شباب الأحزاب أيضا ما مجموعه 52 اقتراحا، بما في ذلك 16 بيانا ملحا و15 سؤالا موجهات إلى وزارات مجلس النواب.

تجمع عدد من الشباب في مدينة بني وليد في ليبيا أمام المجلس البلدي احتجاجا على ما وصفوه بالفساد المستشري في القطاعين السياسي والاقتصادي للدولة وطالبوا بإقالة المسؤولين في المدينة. سلط المتظاهرون الضوء على القضايا داخل قطاعي الخدمات والبنوك، مشيرين إلى أنه لا توجد هيئات سلطة تحملهم المسؤولية.

Economics and Entrepreneurship

The UAE's Minister of Foreign Trade also emphasized the role of youth in the development of the country's economy. More than 120 youth attended the forum organized by the Federal Youth Authority and the Ministry of Culture and Youth and addressed the country's economic development through means outside of oil exports. The minister addressed that it is critical for the country to invest in the youth through social development programs and planning. By aiming to focus on the development of youth's access to educational and professional opportunities, the minister aims to increase youth's access to private sector activities. The ministry also aims to use such initiatives to build bridges between the government and youth.

الاقتصاد وريادة الأعمال

أكد وزير التجارة الخارجية الإماراتي على دور الشباب في تنمية اقتصاد البلاد. حضر أكثر من 120 شابا المنتدى الذي نظمته الهيئة الاتحادية للشباب ووزارة الثقافة والشباب وتناولوا التنمية الاقتصادية للبلاد من خلال وسائل خارج صادرات النفط. وخاطب الوزير أنه من الأهمية بمكان أن تستثمر البلاد في الشباب من خلال برامج التنمية الاجتماعية والتخطيط. وبهدف التركيز على تنمية إمكانية حصول الشباب على الفرص التعليمية والمهنية، يهدف الوزير إلى زيادة إمكانية حصول الشباب على أنشطة القطاع الخاص. كما تهدف الوزارة إلى استخدام مثل هذه المبادرات لبناء الجسور بين الحكومة والشباب.

Conflict

To address the continued rise of attacks against youth activists and journalists, the Tunisian Forum for Economic and Social Rights released a statement, which blamed the Ministry of Interior for its inability to protect its citizens. These comments came following the assassinations of Chkir Belaid and Mohammed Brahmi, who were one of many protesters that have been targeted and subjected to beatings and violence.

للتصدي للزيادة المستمرة في الاعتداءات على النشطاء الشباب والصحفيين، أصدر المنتدى التونسي للحقوق الاقتصادية والاجتماعية بياناً وجه فيه اللوم إلى وزارة الداخلية لعجزها عن حماية مواطنيها. جاءت هذه التصريحات عقب الاغتيالات الأخيرة لكل من شكير بلعيد ومحمد براهمي، اللذين كانا من بين العديد من المتظاهرين الذين تم استهدافهم وتعرضوا للضرب والعنف.

Development

The UAE’s Ministry of Interior met with the Possible Youth Forum on August 31 to discuss the continued development of youth opportunities in the country. The forum, which was organized by the Youth Council of the Ministry of Interior, was attended by various government officials to discuss the role of the Youth Council of the Ministry of Interior and its efforts to increase youth political engagement.

Meanwhile, youth in Egypt's Assiut governorate worked on fulfilling the Dignified Life initiative, which aims to develop projects in Egypt’s urban areas. The initiative, which falls under Egypt’s sustainable development 2030 vision, aims to rehabilitate, establish, and develop youth centers across the province to provide equal access for youth development. The meeting that took place on August 30 brought together the Governor of Assiut and other directors to discuss cooperation efforts and improve accessibility and urge participation of youth in their communities. The governor aims to continue holding meetings in different villages with youth to improve engagement between government bodies and their young constituencies. This initiative will continue in targeting seven youth centers during its first phase and will expand on their development efforts to other villages.  

In Egypt, the Ministry of Youth and Sports hosted on August 31 more than 100 youth across different governorates for the country's first ever Mediterranean Youth Academy program in Maadi. The program, directed by the Central Administration of Parliament and Civic Education in the Ministry, in partnership with the Mediterranean Youth Foundation for Development, addressed the importance of developing Egypt's youth population in the academic and social sphere. The program also provided a list of recommendations, titled the Mediterranean Youth Union, which aims to support youth in developing innovative solutions and contribute to the improvement of the youth's access to programs.

اجتمعت وزارة الداخلية الإماراتية مع منتدى شباب اللا مستحيل في 31 من آب / أغسطس لبحث التطور المستمر لفرص الشباب في البلاد. حضر المنتدى، الذي نظمه مجلس الشباب التابع لوزارة الداخلية، مختلف المسؤولين الحكوميين لمناقشة دور مجلس الشباب التابع لوزارة الداخلية وجهوده لزيادة المشاركة السياسية للشباب.

في الوقت نفسه، عمل الشباب في محافظة أسيوط على تحقيق مبادرة الحياة الكريمة، التي تهدف إلى تطوير مشاريع في المناطق الحضرية في مصر. تهدف المبادرة، التي تندرج ضمن رؤية مصر للتنمية المستدامة 2030، إلى إعادة تأهيل وإنشاء وتطوير مراكز للشباب في جميع أنحاء المحافظة لتوفير فرص متساوية لتنمية الشباب. جمع الاجتماع الذي عقد في 30 من آب / أغسطس حاكم أسيوط ومديرين آخرين لمناقشة جهود التعاون وتحسين إمكانية الوصول والحث على مشاركة الشباب في مجتمعاتهم. ويهدف الحاكم إلى مواصلة عقد اجتماعات في مختلف القرى مع الشباب لتحسين المشاركة بين الهيئات الحكومية ودوائرهم الانتخابية الشابة. وستستمر هذه المبادرة في استهداف سبعة مراكز شبابية في مرحلتها الأولى وستوسع نطاق جهودها الإنمائية لتشمل قرى أخرى.

في مصر، استضافت وزارة الشباب والرياضة في 31 من آب / أغسطس أكثر من 100 شاب من مختلف المحافظات في أول برنامج أكاديمية شباب متوسطي في البلاد في المعادي. تناول البرنامج، الذي تديره الإدارة المركزية للبرلمان والتربية المدنية بالوزارة، بالشراكة مع مؤسسة شباب البحر الأبيض المتوسط للتنمية، أهمية تنمية الشباب المصري في المجال الأكاديمي والاجتماعي. كما قدم البرنامج قائمة من التوصيات، بعنوان اتحاد شباب البحر الأبيض المتوسط، والتي تهدف إلى دعم الشباب في تطوير حلول مبتكرة والمساهمة في تحسين وصول الشباب إلى البرامج.

Education

The Ummah Youth Center in Ramallah, Palestine launched a new training program called Technical Security at the Nation Youth Center headquarter to help youth develop new technical security skills and secure users' safety and protection of their personal information. Youth that participated learned about different aspects of digital security, including ways to secure personal devices, methods of protecting political communication platforms, and ways to avoid programs that could infiltrate digital security. 

University students at the Beni Suef University in Egypt, in cooperation with the Waste Management Regulatory Agency of the Ministry of Environment, have begun preparing for a new campaign that aims to implement a safe disposal program for electronic waste. Organized by the Egypt Youth Association for Development and Environment, program participants aim to effectively train students across ten universities on the dangers of electronic waste and methods to effectively dispose of devices. University youth aim to increase awareness on the environmental issues that electronic waste creates, as it increases pollution rates.  

University students from the College of Technology in Al Jouf, Saudi Arabia, collaborated with the Sakaka Solar Energy Station to launch a project where employees teach and guide youth on the importance of the renewable energy sector. By providing them hands-on training, Saudi youth were able to develop their skills and eventually work on supporting their regions' projects.

The Genetic Engineering Research Institute (GERI) is conducting an educational training course at the national level for university students in efforts to prepare cadres of young Egyptian universities in the use of modern biotechnology applications to find non-traditional solutions to some of the problems facing Egyptian agriculture. The institute trained 479 students from the biotechnology programs of the Egyptian universities in the fields of plant tissue culture, molecular markers, genetic transfer of plants, bioinformatics, and microbial genetics. The courses held at the institute are specialized scientific courses in the field of biotechnology, which aim to contribute effectively to developing the skills of Egyptian university graduates and raise their efficiency and practical ability, which will help them in applying for jobs in the private sector.

أطلق مركز الأمة للشباب في رام الله، فلسطين، برنامجا تدريبيا جديدا يسمى الأمن التقني في مقر مركز الأمة للشباب لمساعدة الشباب على تطوير مهارات أمنية تقنية جديدة وتأمين سلامة المستخدمين وحماية معلوماتهم الشخصية. وقد تعلم الشباب المشاركون عن جوانب مختلفة للأمن الرقمي، بما في ذلك سبل تأمين الأجهزة الشخصية، وأساليب حماية منصات الاتصالات السياسية، وسبل تجنب البرامج التي يمكن أن تتسلل إلى الأمن الرقمي.

بدأ طلاب الجامعة في جامعة بني سويف في مصر بالتعاون مع وكالة تنظيم إدارة النفايات بوزارة البيئة التحضير لحملة جديدة تهدف إلى تنفيذ برنامج التخلص الآمن من النفايات الإلكترونية. بتنظيم من جمعية شباب مصر للتنمية والبيئة، يهدف المشاركون في البرنامج إلى تدريب الطلاب بشكل فعال في عشر جامعات على أخطار النفايات الإلكترونية وطرق التخلص من الأجهزة بشكل فعال. ويهدف شباب الجامعات إلى زيادة الوعي بالقضايا البيئية التي تخلقها النفايات الإلكترونية، لأنها تزيد من معدلات التلوث.

تعاون طلاب جامعيون من كلية التكنولوجيا في الجوف بالمملكة العربية السعودية مع محطة السكة للطاقة الشمسية لإطلاق مشروع يقوم فيه الموظفون بتعليم الشباب وإرشادهم بشأن أهمية قطاع الطاقة المتجددة. ومن خلال توفير التدريب العملي لهم، تمكن الشباب السعودي من تطوير مهاراتهم والعمل في نهاية المطاف على دعم مشاريع مناطقهم.

يجري معهد بحوث الهندسة الوراثية دورة تدريبية تعليمية على المستوى الوطني لطلاب الجامعات في إطار جهود إعداد كوادر الجامعات المصرية الشابة في مجال استخدام تطبيقات التكنولوجيا الحيوية الحديثة لإيجاد حلول غير تقليدية لبعض المشكلات التي تواجه الزراعة المصرية. درب المعهد 479 طالبا من برامج التكنولوجيا الحيوية بالجامعات المصرية في مجالات زراعة الأنسجة النباتية والعلامات الجزيئية والنقل الوراثي للنباتات والمعلوماتية الحيوية وعلم الوراثة الميكروبية. إن الدورات التي تعقد بالمعهد هي دورات علمية متخصصة في مجال التكنولوجيا الحيوية، تهدف إلى المساهمة الفعالة في تطوير مهارات خريجي الجامعات المصرية ورفع كفاءتهم وقدراتهم العملية، مما يساعدهم على التقدم لشغل وظائف في القطاع الخاص.

Environment

In Hurghada, Egypt, local youth gathered near the red sea and launched an initiative to clean their beaches from plastic that has washed up on shore. In collaboration with the General Administration of Environmental Affairs in the Red Sea as well as several NGOs, the youth from the governorate worked to raise awareness of the negative effects that plastic has on the oceans. Several youth centered organizations attended the clean-up, including the Drinking Water Company, Basmat Youth Associations, Hurghada Al-Khair, and Rotary. Such campaigns play a critical role in teaching youth to take initiatives to create change within their communities and increase youth involvement in community building efforts.

في الغردقة، مصر، تجمع الشباب المحليين بالقرب من البحر الأحمر وأطلقوا مبادرة لتنظيف شواطئهم من البلاستيك الذي جرفته المياه إلى الشاطئ. وبالتعاون مع الإدارة العامة لشؤون البيئة في البحر الأحمر وعدد من الجمعيات الأهلية، عمل شباب المحافظة على التوعية بالآثار السلبية للبلاستيك على المحيطات. حضرت العديد من المنظمات الشبابية عملية التنظيف، بما في ذلك شركة مياه الشرب وجمعيات بسمات الشبابية والغربية الخير والروتاري. وتؤدي هذه الحملات دورا حاسما في تعليم الشباب اتخاذ مبادرات لإحداث تغيير داخل مجتمعاتهم المحلية وزيادة مشاركتهم في جهود بناء المجتمعات المحلية.

COVID-19

In continued efforts to contain and reduce COVID-19 infections, youth from the "Will of the People" initiative conducted field visits in the governorate of Ash Sharqia, Egypt to educate citizens on the importance of complying with precautions such as social distancing, constant sanitation, and wearing of face masks to limit the spread of COVID-19. These awareness campaigns were initially launched during Ramadan, where youth camped in a large parking lot and discussed with passersby the importance of wearing masks and taking precautionary measures to prevent the spread of the virus.

فايروس كورونا

في إطار الجهود المتواصلة لاحتواء حالات العدوى بفيروس كورونا والحد منها، أجرى شباب من مبادرة "إرادة الشعب" زيارات ميدانية في محافظة الشرقية بمصر لتوعية المواطنين بأهمية الامتثال للاحتياطات مثل المباعدة الاجتماعية، والصرف الصحي المستمر، وارتداء أقنعة وجه للحد من انتشار المرض. انطلقت هذه الحملات التوعوية في البداية خلال شهر رمضان، حيث خيم الشباب في موقف كبير للسيارات وناقشوا مع المارة أهمية ارتداء الكمامات واتخاذ الإجراءات الاحترازية لمنع انتشار الفيروس.

The State of Youth in the MENA Region

Executive Summary

Politics and Political Engagement 

This section delves into developments related to youth and politics, broken down into Elections, Political Initiatives, Protests, Repression and Exclusion, and Youth Apathy and Mistrust. Syria, Algeria, and Iran all held elections in the second quarter of 2021, which saw varying degrees of voter turnout and apathy among youth. 

Alongside elections, countries across the region saw a number of promising initiatives aimed at politically mobilizing youth, organized by governments, political parties, and civil society organizations. Meanwhile, youth-led protest movements continued in Lebanon, Iraq, Algeria, and Tunisia, continuing a two-year trend of increasing protests over political and socioeconomic concerns. 

Many young protesters were subject to repressive crackdowns, including Palestinians who faced both online and physical repression during the uprising in May and June. Despite the emergence of promising initiatives, the report highlights lingering apathy and mistrust towards politics among youth, a trend that continues ten years after the Arab Spring uprisings. 

The Politics and Political Engagement section features a spotlight on youth engagement and the state of legislative elections across the MENA region, a report previously published by MENAACTION. The section concludes with recommendations advising stakeholders in the region to strengthen initiatives aimed at youth inclusion in the political space; to prioritize and include youth in economic development strategies; to actively encourage youth and prepare them to participate in upcoming elections; and to encourage region-wide connections among youth facing similar challenges. 

Economics and Entrepreneurship 

This section is divided into several categories that analyze sources pertaining to youth and economic conditions and entrepreneurship. Looking at the main findings, in terms of economic policy, governments and educational organizations in the MENA region have been unable to address the changing job market and realigning the educational and technical sectors to the market. 

When it comes to financial inclusion, the sources observed underline that there is a low rate of inclusion in the region, which has affected people's ability to store, send and receive money. 

The third category examines the financial struggles in Lebanon, Syria, Turkey, Palestine, and North Africa which are manifested in increased poverty and unemployment rates. Various sources discussed demonstrated that youth are increasingly thinking about emigration for better opportunities. 

The fourth category explores unemployment in the MENA region and how it was exacerbated by COVID-19. Following that, the report delves into employment efforts, including government initiatives to tackle unemployment. The seventh category discusses entrepreneurship and how youth have turned to it in light of growing unemployment. The eighth category examines youth training and capacity building by different public and private sector entities that implemented different programs across the MENA region to help youth with unemployment. Finally, the ninth category explores the digital economy and how COVID-19 has emphasized the need for it, and the opportunities and challenges that it presents for the MENA region.

 

Conflict 

In terms of Conflict, the 2021 Semiannual Report examines five main trends across the region: drug use and trafficking; forced displacement, ethnic cleansing, and migration; rising armed conflict; wrongful imprisonment and human rights violations; and violent extremism. 

Drug availability and consumption among youth are rising in several countries, including Iraq, Yemen, Lebanon, and Syria, which are suffering from instability and insecurity. Instability is also driving forced displacement and migration in multiple countries, including Syria, Palestine, Yemen, Sudan, and Iraq, which have the highest number of conflict-induced displaced persons. Ethnic cleansing also leads to displacement in Palestine, alongside armed conflict, which escalated in Gaza in May, killing 66 children. 

Elsewhere, youth in the MENA region have been caught up in armed conflict in Yemen, Syria, and Iraq. The report also notes multiple human rights violations, including wrongful imprisonment, of youth across the region. Lastly, violent extremism and efforts to recruit youth remain a prominent threat. 

The conflict section also features a spotlight article from MENAACTION President Mohammed Abu Dalhoum calling for an integrated approach to combat the prevalence of drugs in the region. 

This section concludes with a series of recommendations advising stakeholders to address both the supply and demand of drugs to combat their prevalence among youth; to increase involvement from the international community to pressure governments causing displacement and support humanitarian work for those displaced; to create independent and transparent legal systems with more international oversight to address human rights violations; and to step up online monitoring of extremist content and adopt preventive programming to stop youth from being recruited.

 

Development

Due to COVID-19, the main development of initiatives in the region focused on addressing the ongoing health crisis. Countries across the Middle East continue to develop programs that address the most vulnerable segments of the healthcare system including, providing life-saving treatments, distribution of vaccines, and developing various societal sectors. The economy, especially, in the region has persistently declined, as key drivers of the country’s economy such as employment, tourism, and trade have continued to decline. According to a MENAACTION 2020 report, 35.7 percent of youth agree that unemployment and lack of job opportunities continue to be the main challenge that they face in the region. 

To address these issues several programs across the region have developed to ensure that engagement among youth continues. Agencies such as the World Bank have endorsed assistance strategies in the Palestinian Territories to ensure that the airy continue to have access to economic developments. Jordanian youth have also launched several initiatives to provide a networking platform for youth in the region. It is evident that the region’s main concern in regard to the youth is the lack of access to professional development opportunities. MENAACTION strongly recommends the continued development of access to job opportunities for youth in order to assist the overall economic development in the region. By providing a space for youth in the region to develop professionally and academically, MENA governments bodies, international organizations, NGOs, and research institutions will be able to help the region flourish economically and socially.

 

Education

In reviewing sources discussing education in the MENA region over the second quarter of 2021, the main themes observed were seminars and meetings, initiatives, and Financial Assistance. Looking at the main trends, the UAE hosted the seventh seminar on Education Interference to discuss the importance of programs. Moreover, there were several education-related initiatives, many of which focused on training youth on research skills. Another initiative, in Egypt, resulted in establishing centers at universities to enhance digital literacy. Similarly in Jordan, the Ministry of Digital Economy and Entrepreneurship partnered with the Ministry of Education to launch a curriculum for digital skills development. Moreover, there were two notable efforts in Qatar and in Jordan to provide underprivileged students with scholarships and financial aid. 

This section features a spotlight article, contributed by Farah Naber, in which she outlines important steps needed to steer education onto the right path in the region. Her recommendations include addressing financial access and the curricula, particularly to ensure that students are taught transferrable skills that are relevant to the ever-changing job market. The section concludes with a set of recommendations for governments and international organizations to address the challenges facing youth when it comes to education. These recommendations include investing in online learning – ensuring their inclusivity for young women and underprivileged students. Other recommendations emphasize what needs to be done to revitalize the relevance of education to the changing job market.

 

Environment

Environmental action is on the rise among youth in the MENA region, yet its coverage in news sources was minimal compared to other themes. These sources discussed climate change; youth stakeholdership; food security and agriculture; pollution and waste management; and sustainable environmental entrepreneurship. Perhaps the main takeaways from this section were (1) there is an increasing consensus that youth should be given a central role in addressing climate change and environmental challenges, (2) initiatives and efforts on the ground remain rather minimal, yet, (3) such efforts tend to be focused on the local level, which is key for raising awareness and changing behavior, and (4) droughts, wildfires, pollution, and food insecurity were some of the main challenges discussed in these sources, however, government and nongovernment action remains subpar. 

This section features a spotlight article by Saumaun Heiat, Director of Development, at MENAACTION, who explores the implications of environmental challenges on Hamun, Iran. MENAACTION illustrates several recommendations at the end of this section, with an outlook for immediate action. Of these recommendations, we highlight the importance of enhancing the use of renewable energy for both businesses and residences; implementing more recycling initiatives; widening the space and scope for youth when it comes to climate action – transcending meetings and conferences and focusing on support campaigns, lobbying efforts, and petitions; and extending transnational cooperative agreements to address water scarcity and food security. Ultimately, challenges associated with the environment were brought about collectively, and collective action is the only way to counter them. 

 

COVID-19

The ongoing struggle to contain and tackle the COVID-19 virus in the MENA region has deeply impacted the already fragile healthcare system in the region. Sources observed over the past few months, Government and social institutions have worked on addressing four main themes, including awareness and mitigation efforts, economic effects, implications on daily life, and vaccination. In the region, misinformation among society have led to a fear driven response to the vaccination efforts conducted by the government and international organizations. To address this issue, youth in the region have launched numerous campaigns where they demonstrated to the public the dire need for precautionary measures such as vaccination, personal hygiene, and social distancing. In Jordan, more than 500 youth volunteers worked closely with the Ministry of Youth in efforts to spread awareness messages on adhering to precautionary measures and the importance of vaccination. Similar initiatives in Egypt and Iraq were launched by youth-led programs to educate the public of the dangers of the virus. 

Economically, due to numerous lockdowns across the region, employment efforts were halted, causing a dramatic increase in unemployment rates among youth. The education sector was also dramatically hit, as schools shifted from in person to online education. And, due to financial instability among families, exacerbated by the pandemic, young kids - especially girls - were forced to drop out of school, as they were not able to participate in online education due to the lack of resources. Students who do participate in online education also face some challenges. A Report by Statemagazine asserts that more than 70% of youth aged 24-34 suffered from irregularities in their sleep such as insomnia in addition to loneliness and concerns over asking for psychological support. 

As the economic and educational infrastructures continue to collapse in parallel to the healthcare systems across the MENA region, it is critical now more than ever for international organizations to provide vaccination efforts to countries in the region. Despite numerous campaign efforts, launched by youth and governments in the region, vaccination rates are still at an all-time low in middle income countries such as Syria and Iraq. The pandemic has disrupted an already struggling MENA region, therefore it is critical now more than ever for governments and local organizations to unify their efforts in urging citizens to follow social distancing and personal sanitation measures to prevent the spread of the virus. Governments should also increase budget allocations to the education sector, as the pandemic has taken a major toll on the sector in the region.

Politics and Political Engagement

Switzerland hosted the Middle East-Mediterranean Youth Forum in the southern city of Lugano on August 24 to discuss the importance of supporting youth in the region. Thirty young men and women attended the summit in person and hundreds of others participated online. The Swiss foreign minister met with the Omani foreign minister before the summit.

The Palestinian Youth Movement and other organizations protested in front of the White House on August 26 against a visit by Israeli Prime Minister Naftali Bennett. The protesters called for sanctions against Israel and an end to US military and diplomatic support.

Palestinian youth in Gaza continued protests against the blockade this week, leading to dozens of injuries after occupation forces used live fire against the demonstrators. A 12-year-old Palestinian died from his wounds on August 28 from previous protests. Protesters are demanding Israel ease restrictions under the blockade imposed in 2007. Occupation forces have also carried out airstrikes against Gaza in the past week.

In an article on August 28, Al-Sharq Strategic Research claimed it discovered a Facebook campaign encouraging youth to support President Kais Saied in the two weeks before his “coup” on July 25. The report said a series of Facebook pages and accounts used disinformation and popular hashtags to boost the president and target his opponents from July 12-25.

A number of young men and women are preparing to run in Morocco’s upcoming parliamentary elections, according to the Moroccan Observatory for Political Participation, which described the development as positive, according to an article from Le Site Info on August 28. Morocco will hold legislative and municipal elections on September 8.

Economics and Entrepreneurship

In an article on August 28, Fintech Times discussed the role of the technology sector in empowering youth in the Middle East and North Africa. The article claims technology could help provide opportunities to combat youth unemployment and improve private sector development. Gulf countries are already prioritizing technology in their economic development strategies.

The Arab Bank launched its corporate accelerator program “AB Accelerator” in Egypt that is focused on supporting innovation and using emerging technologies within the finance sector to support entrepreneurs, especially youth. The bank previously launched the program in Jordan in 2018 and is now looking to support entrepreneurs and the “fintech” sector in Egypt. Part of the bank’s mission is to support youth capacity building, innovation, and employment.

A group of young Arabs in Istanbul launched the Istanbul Entrepreneurship Core on August 29 that aims to support entrepreneurship with the sponsorship of businessmen and international organizations. Core Istanbul will launch an incubation program targeting 40 Arab startups a year in Turkey with full advisory support and a free workspace, in addition to connecting them to a network of investors.

ناقشت صحيفة فينتيك تايمز في مقالة يوم 28 آب / أغسطس دور قطاع التكنولوجيا في تمكين الشباب في منطقة الشرق الأوسط وشمال إفريقيا. تزعم المقالة أن التكنولوجيا يمكن أن تساعد في توفير فرص لمكافحة بطالة الشباب وتحسين تنمية القطاع الخاص. وتعطي دول الخليج بالفعل الأولوية للتكنولوجيا في استراتيجيات التنمية الاقتصادية الخاصة بها.

أطلق البنك العربي برنامج تسريع الأعمال "AB Accelerator" في مصر الذي يركز على دعم الابتكار واستخدام التقنيات الناشئة في قطاع التمويل لدعم رواد الأعمال وخاصة الشباب. أطلق البنك البرنامج سابقاً في الأردن في عام 2018 ويتطلع الآن إلى دعم رواد الأعمال وقطاع "التكنولوجيا المالية" في مصر. جزء من مهمة البنك هو دعم بناء قدرات الشباب بالإضافة إلى الابتكار والتوظيف.

أطلقت مجموعة من الشباب العرب في اسطنبول مبادرة كور إسطنبول لريادة الاعمال في 29 آب / أغسطس التي تهدف إلى دعم ريادة الأعمال برعاية رجال الأعمال والمنظمات الدولية. وستطلق كور إسطنبول برنامج احتضان يستهدف 40 شركة عربية ناشئة سنوياً في تركيا بدعم استشاري كامل ومساحة عمل مجانية بالإضافة إلى ربطها بشبكة من المستثمرين.

Conflict

The executive director of UNICEF spoke about the conflict in Yemen during a UN Security Council meeting on August 23. She talked about how violence and destruction continue to impact the lives of children, with more than 1.6 million children displaced this year.

A report from French magazine GEO on August 24 describes the cultivation of cannabis and production of hashish in the Rif region of Morocco and how drug traffickers transport the product to Europe and other markets. The report notes that Moroccan hashish has become popular with young people in Europe and the Arab World.

The UN identified a total of 26,425 violations against children in conflict situations last year and over 266,000 violations in conflicts across Africa, Asia, the Middle East, and Latin America over the past 16 years, according to UN officials on August 26. The UN Special Representative for Children and Armed Conflict presented her annual report to the UN General Assembly on August 23 calling for the protection of children in conflict situations, including Syria and Yemen.

UNICEF published its monthly situation report on the conflict in Syria on August 26, noting an escalation in hostilities in Daraa and northwest Syria. Fighting in Daraa killed at least four children in July, while fighting in northwest Syria killed or injured at least 45 children. UNICEF is in need of $330.8 million this year to provide assistance to 9.1 million people across Syria, including 5.5 million children.

Development

The African Development Bank approved eight project proposals in June and July as part of its Jobs for Youth in Africa Strategy that will provide more than $7.3 million in funding and create an estimated 20,000 jobs across the continent. Projects to create jobs will include Egypt and Morocco, among other African countries.

Education

The Forum for Alternatives to Morocco and the Deutsche Welle Academy announced a new project in Casablanca on August 24 to improve the integration of youth and women in Morocco through the media. The organizations plan to train 200 young men and women across six regions in the kingdom to enable them to obtain job opportunities.

Students across Saudi Arabia returned to school for the first time in 18 months on August 29. The Ministry of Education and Ministry of Health are cooperating to ensure the safety of students, who must be vaccinated against COVID-19 to attend in person. Many parents welcomed the return to in-person learning, but still expressed concerns over the virus.

The Egyptian Ministry of Youth launched the first activities of the Mediterranean Youth Academy Program on August 26 in Maadi that will focus on developing the skills and capabilities of Egyptian youth. The Minister of Youth and Sports Ashraf Sobhi discussed the importance of empowering youth, including them in national development, and preparing them to become future leaders.

أعلن منتدى بدائل المغرب وأكاديمية دويتشه فيله عن مشروع جديد في الدار البيضاء في المغرب في 24 آب / اغسطس لتحسين اندماج الشباب والنساء في المغرب من خلال وسائل الإعلام. تخطط المنظمات لتدريب 200 شاب وشابة في ست مناطق بالمملكة لتمكينهم من الحصول على فرص عمل.

عاد الطلاب في جميع أنحاء المملكة العربية السعودية إلى المدرسة لأول مرة منذ 18 شهراً في 29 آب / أغسطس. تتعاون وزارة التعليم ووزارة الصحة لضمان سلامة الطلاب الذين يجب تطعيمهم ضد فايروس كورونا ليتمكنوا من الذهاب إلى المدارس بشكل وجاهي. رحب العديد من الآباء بالعودة إلى التعلم الشخصي لكنهم أعربوا عن مخاوفهم بشأن الفيروس.

Environment

A report from UNICEF on August 22 warned that nearly 90% of children in the Middle East and North Africa live in areas of high or extremely high-water stress which severely affects their health, nutrition, and development. The Middle East and North Africa is the most water scarce region in the world. Conflict plays a role in worsening water scarcity, in addition to migration, population growth, poor water management, infrastructure problems, and bad governance.

Algerian youth are helping to plant 1.5 million trees in areas affected by fires earlier this month as part of an initiative called “The Martyr’s Tree,” according to a Sky News article on August 23. Youth are working with local farmers in several provinces to plant fruit trees, pine trees, and other types to lift the spirit of the “lung of Algeria,” the forest regions affected by the fires.

COVID-19

Cases of depression and anxiety among youth have doubled since the COVID-19 pandemic began, according to a study from the University of Calgary. The university based their analysis on 29 separate studies from around the world, including the Middle East.

Politics and Political Engagement

Alaraby reported on August 18 that Ennahda members are divided between those who want drastic changes to its executive office and Shura Council and others who oppose any changes to Ennahda’s core. About 49 members of the Shura Council signed a petition to sack the speaker of the council. Youth members of Ennahda movement had earlier sent a letter to the head of the movement to correct the course and dissolve the executive office. A representative indicated that the Herak movement within Ennahda has existed for some time, but it has emerged on the scene more and has become public, noting that one of their most prominent demands is to conduct radical reviews and real reforms within the party, including changing the Executive Office and holding the leaders accountable.

Members of the Royal Commission to Modernize the Political System in Jordan met with political party leaders, civil society representatives, and academics to discuss the commission’s agenda, chief of which was reforming the electoral law and empowering youth and women. The commission stressed that there will be a clear political decision to politically engage youth in Jordan, hand in hand with economic empowerment, to enable youth to become stakeholders in decision affecting their future, adding that their empowerment begins in schools and curricula, then with universities, and finally with the political party law. 

The “Yes, We Can” initiative in Al-Nathour City, Morocco, managed to acquire over 1200 signatures in two days to be able to engage in the general elections in the city, as per a report by Hespress on August 20. This is an independent youth initiative that worked tirelessly during the government mandated lockdown to counter the spread of the Coronavirus. Its members worked on several campaigns and provided food aid to those in need. The initiative sought to stand for elections as the date is approaching, and they look to contribute to the development of their city and to respond to the needs of its residents. 

Alarab published an article by Mohammad Mamouni Al-Alwi on August 17 titled “Expired Faces Prevent Youth from Political Work.” In this article, Al-Alwi states that youth engagement in political parties in Morocco has become a luxury and an occasional meaningless discourse, only for media consumption, without activating it in a way that shows the true value of young people and their role in any political process and what young people can provide. The Socialist Union is one of the parties that designated the same people for elections, including their leader who is about to turn 90 years of age. The article adds that official statistics confirm small percentages of young people involved in political parties, which do not exceed 1%, while the percentage of young people who attend party activities does not exceed 4%.

أفاد موقع صحيفة العربي في 18 آب / أغسطس أن أعضاء النهضة منقسمون بين أولئك الذين يريدون تغييرات جذرية في مكتبها التنفيذي ومجلس الشورى وآخرين يعارضون أي تغييرات في جوهر حركة النهضة. ووقع نحو 49 عضوا بمجلس الشورى على عريضة لإقالة رئيس مجلس الشورى. وكان شباب حركة النهضة قد بعثوا في وقت سابق برسالة إلى رئيس الحركة لتصحيح المسار وحل المكتب التنفيذي. وأشارت نائبة إلى أن حركة الحراك داخل النهضة موجودة منذ فترة، لكنها ظهرت على الساحة أكثر وأصبحت علنية، مشيرة إلى أن من أبرز مطالبها إجراء مراجعات جذرية وإصلاحات حقيقية داخل الحزب، بما في ذلك تغييرات في المكتب التنفيذي ومحاسبة القادة. 

التقى أعضاء الهيئة الملكية لتحديث النظام السياسي في الأردن مع قادة من الأحزاب السياسية وممثلي المجتمع المدني والأكاديميين لمناقشة جدول أعمال الهيئة والتي كان على رأسها إصلاح قانون الانتخابات وتمكين الشباب والنساء. وشددت الهيئة على أنه سيكون هناك قرار سياسي واضح لإشراك الشباب سياسياً في الأردن، جنبًا إلى جنب مع التمكين الاقتصادي، لتمكين الشباب من أن يصبحوا أصحاب مصلحة في القرارات التي يؤثر على مستقبلهم، مضيفة أن تمكينهم يبدأ في المدارس والمناهج، ثم في الجامعات، وأخيرًا مع قانون الأحزاب السياسية.

تمكنت مبادرة "واه نزمّا (نعم نستطيع) في مدينة الناظور المغربية، في الحصول على أكثر من 1200 توقيع في غضون يومين للتمكن من المشاركة في الانتخابات العامة في المدينة، وفقًا لتقرير صادر عن صحيفة هيسبريس الالكترونية في 20 من آب / أغسطس. وهذه هي مبادرة شبابية مستقلة عملت بلا كلل خلال فترة الحظر المفروضة من الحكومة لمواجهة انتشار فيروس كورونا. حيث عمل أعضاؤها في عدة حملات وقدموا مساعدات غذائية للمحتاجين. وسعت المبادرة إلى الترشح للانتخابات مع اقتراب الموعد، وهم يتطلعون إلى المساهمة في تطوير مدينتهم والاستجابة لاحتياجات سكانها.

نشر موقع صحيفة العرب مقالاً لمحمد ماموني العلوي في 17 آب / أغسطس بعنوان " وجوه مستهلكة تحول دون شباب المغرب والعمل السياسي". يذكر العلوي في هذا المقال أن انخراط الشباب في الأحزاب السياسية في المغرب أصبح ترفًا وخطابًا عرضيًا لا معنى له، وهو للاستهلاك الإعلامي فقط، دون تفعيله بطريقة تُظهر القيمة الحقيقية للشباب ودورهم في أي عملية السياسية وما يمكن أن يقدمه الشباب. والاتحاد الاشتراكي هو أحد الأحزاب التي خصصت نفس الأشخاص للانتخابات، بما في ذلك زعيمهم الذي يوشك على بلوغ سن التسعين. ويضيف المقال أن الإحصائيات الرسمية تؤكد ضآلة نسب الشباب المنخرطين في الأحزاب السياسية، والتي لا تتجاوز 1٪، فيما لا تتجاوز نسبة الشباب الذين يحضرون الأنشطة الحزبية 4٪.

Economics and Entrepreneurship

Alarab reported on August 16 that there is a growing number of newly established small and medium enterprises in Oman. The report indicates that Oman has begun to gain a great ability to persuade young people to launch their small and medium projects, which is a strategic area that the government sees as important for localization as well as supporting the business climate to advance development in the weakest economies in the Arab Gulf region. The latest statistics confirmed that the Omani government has actually started reaping the fruits of the economic reform policies that it has been implementing for many months, after small and medium enterprises proved that they are growing rapidly since the beginning of this year. According to data issued by the National Center for Statistics, the total number of small and medium enterprises grew in the first half of 2021 by 23.1 percent. 

Aljazeera reported on August 16 that there are many workshops and courses to prepare Arab youth for the labor market in Turkey, organized by Al-Fateh Academy in Istanbul. Al-Fateh Academy is one of the institutions of the charitable Al-Fateh Endowment, established in Turkey to provide educational, health and other services to immigrants, including youth from Arab countries such as Egyptians and Syrians. 

Zawya reported on August 16 that Zain Bahrain (a telecommunication company) has empowered over 2000 young Bahrainis as part of its Zain Youth (ZY) Program, which is a development program that provides Bahraini youth with practical learning experiences. As part of the program, participants are exposed to real business world challenges that sharpen their skills and prepare them for the labor market following their graduation. Zain restated its commitment to empowering a future-ready workforce in Bahrain by investing in 2000 Bahraini youth through various initiatives, which contribute to Bahrain’s Vision 2030. 

Trade Arabia reported on August 16 that Injaz Al-Arab and HSBC bank launched a joint initiative “Saving for Good” to upskill 1,950 low-income workers in the GCC and Egypt through financial literacy efforts aimed at alleviating job market challenges. The initiative will focus on helping them open bank accounts, instill saving habits and learn how to manage those savings. The virtual panel “Building Better: The Importance of Financial Literacy for Low-Income Workers in The Arab World” launched the programme and revealed the nature of its implementation in the targeted countries: Bahrain, Kuwait, Qatar, Saudi Arabia, UAE, and Egypt.

Urdu Point reported on August 18 that the Arab Youth Centre announced the launch of the Young Arab Diplomatic Leaders Programme, organized in partnership with the Emirati Ministry of Foreign Affairs and International Cooperation, the Anwar Gargash Diplomatic academy, and several Arab and international diplomatic institutes. This programme aims to train Arab youth in the field of diplomatic relations. It will include participants from the UAE, Saudi Arabia, Bahrain, Jordan, Iraq, and Egypt.

Khaled Tarkawi wrote an article for Aljazeera on August 19 titled “the Economic Benefits of the Integration Policies of Syrian Refugees in Turkey.” In this article, Tarkawi states that of the 3.6 million Syrians living in Turkey, less than 50 thousand live in camps. Meaning, the majority of them can be described as migrants rather than refugees, as they depend on themselves to provide for themselves. Tarkawi highlights that Syrians in Turkey can reflect positively on the Turkish economic if they are provided with more space, particularly in the agriculture, service, industry, and trade sectors given their connections with merchants in Syria as well as their experience in the service sector. 

Anadolu Agency reported on August 19 that the United Nations Economic and Social Commission for Western Asia (ESCWA) and the Regional Office for Arab States of the International Labor Organization produced a report titled "Towards a Productive and Inclusive Path for All: Creating Job Opportunities in the Arab Region." The report finds that Arab youth ranked first in the world in the number of unemployed people, which reached 14.3 million, recording the highest level of unemployment in the world, especially among women and youth. It warned of “the risks of laying off or reducing wages and/or working hours for a large number of works.” It added that "the inability of the labor market in the region to provide fair and adequate job opportunities is due to demographic changes, political instability, and a decline in financial and monetary stability."

The Labor Force Directorate in Al-Dahlaqiyah Governorate, Egypt, announced on August 20 that it employed855 young Egyptians who hold high and middle degrees as well as those without university education in investment and private sector establishments, 5 of whom are persons with disabilities. These individuals were selected from 3320 total young Egyptians, registered with the Directorate. 

Aljazeera published a report highlighting recommendations for youth entrepreneurs on financial management. In a report published by Forbes magazine, Shamma Haider says that one of the keys to success in business projects is to employ an expert to manage the financial affairs to obtain the necessary advice and support in order to achieve financial stability. Haidar adds that many entrepreneurs from the millennial generation and generation "Z" do not give enough attention to the importance of financial advice, instead, they make critical financial decisions without taking the necessary steps to achieve the hoped financial success. 

The National News aired a podcast episode on August 20 to discuss solutions to youth unemployment in the Middle East. Tom Isherwood of McKinsey along with co-hosts Mustafa Alrawi and Kelsey Warner discussed how to give dignity and purpose to the younger generation. The episode highlighted that over the next 20 years, 127 million young people will enter the labor force in the MENA region, but face unemployment rate of 23%. Additionally, 29 million jobs are at risk of being displaced by 2030 due to automation. Isherwood highlighted the five strategies highlighted in the McKinsey report, which MENAACTION reported on last week. 

Bloomberg reported on August 20 that the recent political turmoil in Tunisia, particularly the president’s power grab, pushed the country’s fragile democracy to the brink, and now it is destabilizing the economy, which could send Tunisia “down Lebanon’s path.” The lack of progress to resolve the political issues risks delaying a long-awaited deal with the International Monetary Fund and plans to sell debt overseas in October, raising fears among some analysts of a tumultuous Lebanon-style default. The head of equity researcher Tellimer Research, Hasnain Malik, stated that “Lebanon, where political deadlock collapsed the economy, is a chilling example of how much worse conditions can become when there are evenly matched but irreconcilable forces at play, which sees Tunisia at high risk of default.”

ذكر موقع قناة الجزيرة في 16 / آب أغسطس أن هناك العديد من ورش العمل والدورات التدريبية لإعداد الشباب العربي لسوق العمل في تركيا، والتي تنظمها أكاديمية الفاتح في اسطنبول. أكاديمية الفتح هي إحدى مؤسسات وقف الفاتح الخيري، التي تأسست في تركيا لتقديم الخدمات التعليمية والصحية وغيرها للمهاجرين، بما في ذلك الشباب من الدول العربية مثل مصر وسوريا.

ذكرت صحيفة أوردو بوينت في 18 آب / أغسطس أن مركز الشباب العربي أعلن عن إطلاق برنامج القيادات الدبلوماسية العربية الشابة، الذي ينظم بالشراكة مع وزارة الخارجية والتعاون الدولي الإماراتية، وأكاديمية أنور قرقاش الدبلوماسية، والعديد من المعاهد الدبلوماسية العربية والدولية. ويهدف هذا البرنامج إلى تدريب الشباب العربي في مجال العلاقات الدبلوماسية. وسيضم مشاركين من الإمارات والسعودية والبحرين، والأردن، والعراق، ومصر.

أعلنت مديرية القوى العاملة بمحافظة الدهلقية في مصر، في 20 من آب / أغسطس الجاري، أنها وظفت 855 شابًا مصريًا من حملة الشهادات العليا والمتوسطة وكذلك من لم يحصلوا على تعليم جامعي في مؤسسات الاستثمار والقطاع الخاص، منهم 5 أشخاص من ذوي الاحتياجات الخاصة. وتم اختيار هؤلاء الأفراد من إجمالي 3320 شابًا مصريًا مسجلين بالمديرية.

Khaled Hadwi wrote an article for Alarab on August 16 discussing irregular migration in Tunisia. He states that there is an increase in illegal emigration operations from the Tunisian coast towards European countries. Human rights groups have warned of the danger of illegal immigration to Europe, noting the existence of international networks that are active in the field and take advantage of the deteriorating social conditions of young people. Hadwi adds that there are groups marketing for irregular emigration and that the organizers of operations and human smuggling networks are very active in this field. There are international networks between Tunisia, Libya and Italy that tempt young people to immigrate to Europe. Observers pointed to the existence of networks that seek to achieve financial profit through the continuation of this issue, taking advantage of feelings of despair among Tunisians, particularly youth. 

The president of the Democracy and Progress Party, Ali Babacan, stated that the pressures on youth in Turkey are increasing, calling on President Erdogan to change his approach. Babacan's comments come as a response to the new legal proposals submitted by the Justice and Development Party to Parliament in order to gain greater control over social media platforms. According to the new amendments, whoever publishes news on social media that the government classifies as “false” is punishable by imprisonment from one to five years. Babacan said that " Turkish youth cannot breathe and are looking for an opportunity to escape from Turkey," calling on Erdogan to "stop harming Turkey, and leave the youth alone." Babacan, who stated that more than 500 people were arrested last year because of tweets on social media, asked: “what is the fate of a country where there are hundreds of people who have been unjustly arrested because of tweets they wrote, news they published, and comments they liked?”

On August 19, Alghad newspaper in Jordan published a report highlighting that 30% of prisoners prefer to return to prisons for “food and free shelter and health treatment, as per a study conducted by the Ministry of Justice, in which it surveyed 700 prisoners in Jordan. 50.4% stated that the lack of job opportunities for them once they are released was behind committing more crimes to return to prison. According to sociologist Dr. Hussain Al-Khuzai, who was among the team of experts who prepared the study, this group is considered “the most dangerous group in the correction centers due to the close relationship that unites them, which is based on committing crime and considering it a source of livelihood for them.” The respondents added that “criminal precedents are a reason for their lack of a job opportunity, which constitutes 47.1%, and the society’s lack of acceptance of them constituted 46.3% of the respondents,” and that “the society’s negative view of the inmate after leaving the prison.”

Development

Ammon News reported on August 16 that volunteers in the Southern Jordan Valley area said that the launch of several volunteer initiatives over the past year contributed to enhancing youth capabilities and skills to serve the local community. The coordinator of the initiative said that this initiative came to empower young people and activate their role in decision-making, adding that it was launched with youth efforts that took upon themselves to help poor families and alleviate them, especially in light of the conditions of the COVID-19 pandemic. He indicated that this initiative seeks to institutionalize volunteer work in the area and organize it under one umbrella that brings together young entrepreneurs to serve their local community, in addition to providing opportunities for young people to engage within civil society institutions and organizing training courses to hone their personalities and skills.

Iraq has ranked extremely poorly in the Global Youth Development Report 2020. Iraq ranked 168th out of a total of 181 countries, scoring at the lowest level in youth development. Elsewhere in the MENA region, Kuwait ranked first and 27th globally, Qatar at 32nd globally, followed by Bahrain, Oman, UAE, Saudi Arabia, Jordan, and Tunisia. The new report ranks 181 different nations around the world according to significant developments in youth education, employment, health, equality and integration, peace and security, and political and civic participation. Primary indicators also included literacy and the right to vote, among 1.8 billion people around the world between the ages of 15 and 29.

أفادت عمون نيوز في 16 آب أن متطوعين في منطقة الأغوار الجنوبية في الأردن قالوا إن إطلاق العديد من المبادرات التطوعية خلال العام الماضي ساهم في تعزيز قدرات الشباب ومهاراتهم لخدمة المجتمع المحلي. وقال منسق المبادرة أن هذه المبادرة جاءت لتمكين الشباب وتفعيل دورهم في صنع القرار، مضيفا أنها انطلقت بجهود شبابية أخذوا على عاتقهم مساعدة الأسر الفقيرة والتخفيف منها، لا سيما في ظل جائحة فايروس كورونا وتبعاتها. وأشار إلى أن هذه المبادرة تسعى إلى مأسسة العمل التطوعي في المنطقة وتنظيمه تحت مظلة واحدة تجمع رواد الأعمال الشباب لخدمة مجتمعهم المحلي، بالإضافة إلى توفير فرص للشباب للانخراط في مؤسسات المجتمع المدني وتنظيم دورات تدريبية لصقلها. شخصياتهم ومهاراتهم.

احتل العراق مرتبة سيئة للغاية في تقرير تنمية الشباب العالمي 2020. احتل العراق المرتبة 168 من إجمالي 181 دولة، وسجل أدنى مستوى في تنمية الشباب. أما الدول الأخرى في منطقة الشرق الأوسط وشمال إفريقيا، فقد احتلت الكويت المرتبة الأولى في المنطقة والسابعة والعشرين عالمياً، وقطر في المرتبة 32 عالمياً، تليها البحرين، وعمان، والإمارات، والسعودية، والأردن، وتونس. يصنف التقرير الجديد 181 دولة مختلفة حول العالم وفقًا للتطورات المهمة في تعليم الشباب، والتوظيف، والصحة، والمساواة والتكامل، والسلام والأمن، والمشاركة السياسية والمدنية. وتضمنت المؤشرات الأولية أيضًا معرفة القراءة والكتابة والحق في التصويت لدى 1.8 مليار شخص حول العالم تتراوح أعمارهم بين 15 و29 عامًا.

Roya News reported on August 16 that Orange Jordan (telecommunication company) and the German Jordan University announced the conclusion of the training for the first cohort of the Orange Digital Center Club students (ODC), aiming at acquiring youth with the needed skills to enhance their employability opportunities and launch their businesses successfully.

BBC aired a report on August 20 questioning whether wildfires in Algeria, Tunisia, and Morocco will be the new reality of North Africa. Wildfires in Algeria resulted in the death of tens of individuals and forced others to leave their homes, let alone the losses in forests. Morocco and Tunisia have also seen similar events due to a heat wave that engulfed the area. Experts are warning that climate change could make wildfires more common. Sofi Dosmedt of the European Center for Development Policy Management (ECDPM) spoke to BBC that Algeria witnessed a wildfire incident in 2012, yet with climate change we can expect more extensive, more intensive, and more widespread wildfires due to longer droughts and rising temperatures. 

Reuters reported on August 20 that the impact of global warming in imminent. A report by UNICEF finds that almost all the world’s 2.2 billion children are exposed to at least one climate or environmental risk, from catastrophic floods to toxic air. Youth activists said the UNICEF index confirmed children would be the worst affected, and when world leaders meet in Glasgow in November for COP26 they needed to act rather than just talk.

Politics and Political Engagement

Political turmoil continues in Tunisia, and on August 10, Alarab reported that youth of Ennahda point the blame toward the party leadership and parliamentary representatives who failed to manage crises and meet the demands of Tunisians over their 10-year reign. About 200 young party members, including 5 MPs, launched a petition in which they said “this is due to the ineffectiveness of the Ennahda’s options (53 seats) and the way it manages alliances and political crises,” as they seek institutional reforms within the party through this petition. 

Sputnik News published a report on August 13 titled “Following the July 25 Events.. What do Youth of the Revolution Expects from the Tunisian President Kais Saied?” The report interviewed a number of young Tunisian men and women who stated that they wanted the parliament to be sacked, the corrupt to be held accountable, the judiciary to be completely free, and the governance system to be changed. While they agreed with the Tunisian President’s decrees, there is a sense that they may have not been enough, as many interviewees wanted the parliament to be dissolved, not frozen. Others highlighted that immediate economic reforms – to address the deteriorating conditions – are desperately needed. It is worth noting that more than 170,000 young Tunisians are currently unemployed and await their opportunities. 

The head of Alliance of Iraqi State Forces, Ammar Al-Hakim, warned of the collapse of the political system in Iraq, calling for the existence of two sides, one of the loyalists and the other of the opposition, stressing on the need for Al-Kazemi’s government for popular and political support to implement its reforms. Al-Hakim proposed seven points to respond to the challenges facing the Iraqi political system and to work on reforming it, and they are: (1) announcing the results of the elections within 24 hours of the end of the general voting process to enhance transparency and limit suspicions; (2) expedite the government forming process and forming an electoral alliance that takes upon itself the responsibility of implementing the government program within clear time periods; (3) ensuring the presence of two sides: the government’s side and its oppositions; (4) formalizing a social and political contract through constitutional reforms; (5) ending the polemic of accusing Iraqi security institutions; (6) implementing service priorities such as health, electricity, education, and employment; and (7) a new international policy in complete accordance with domestic policy to formulate foreign relations based on Iraqi priorities. 

Alghad reported on August 15 that the Politics and Society Institute, in collaboration with Friedrich Ebert, concluded two workshops titled “youth and elections, a roadmap following the royal commission for the modernization of the political system’s recommendations”. The workshop was attended by commission members along with experts and youth activists. The workshop discusses the role of youth in the Jordanian political sphere as well as the importance of youth empowerment and activating their role in political participation and policymaking. Youth participants also highlighted the importance of lowering the candidacy age for parliamentary elections and providing them with assurances for local administration. 

An Egyptian Parliamentarian and member of the Coordination’s Committee of Party’s Youth Leaders and Politicians (CPYP) stated that the current Egyptian Parliament includes the highest number of youth in its history. He added that this is the outcome of Sisi’s policies on youth engagement.

تواصل الاضطرابات السياسية في تونس، وفي 10 آب / أغسطس، أفاد موقع العرب أن شباب النهضة يوجهون اللوم إلى قيادات الحزب ونواب البرلمان الذين فشلوا في إدارة الأزمات وتلبية مطالب التونسيين على مدى 10 سنوات من حكمهم. وأطلق حوالي 200 من أعضاء الحزب الشباب، من بينهم 5 نواب، عريضة قالوا فيها إن "هذا يرجع إلى عدم فعالية خيارات حزب النهضة (53 مقعدًا) والطريقة التي يدير بها التحالفات والأزمات السياسية"، حيث يسعون إلى إصلاحات مؤسسية داخل الحزب. من خلال هذه العريضة.

 

نشر موقع سبوتنيك نيوز تقريرا يوم 13 آب / أغسطس بعنوان "بعد أحداث 25 يوليو.. ماذا يتوقع شباب الثورة من الرئيس التونسي قيس سعيد؟" أجرى التقرير مقابلات مع عدد من الشبان والشابات التونسيين الذين قالوا إنهم يريدون إقالة مجلس نواب الشعب، ومحاسبة الفاسدين، وتحرير القضاء تماما، وتغيير نظام الحكم السياسي. في حين أنهم وافقوا على قرارات الرئيس التونسي، إلا أن هناك شعور بأنها ربما لم تكن كافية، حيث أراد العديد من الذين تمت مقابلتهم حل مجلس نواب الشعب وليس تجميده. وسلط آخرون الضوء على أن هناك حاجة ماسة إلى إصلاحات اقتصادية فورية لمعالجة الأوضاع المتدهورة. والجدير بالذكر أن أكثر من 170 ألف شاب تونسي عاطلون عن العمل وينتظرون فرصهم.

 

حذر رئيس تحالف قوى الدولة العراقية عمار الحكيم من انهيار النظام السياسي في العراق، داعيا إلى وجود جانبين أحدهما من الموالين والآخر للمعارضة، مؤكدا حاجة حكومة الكاظمي الى إسناد ودعم شعبي وسياسي لإكمالها وتنفيذ اصلاحاتها. واقترح الحكيم سبع نقاط للرد على التحديات التي تواجه النظام السياسي العراقي والعمل على اصلاحه وهي: (1) اعلان نتائج الانتخابات خلال 24 ساعة من انتهاء عملية التصويت العام لتعزيز الشفافية والحد من الشبهات، (2) الإسراع في عملية تشكيل الحكومة وتشكيل تحالف انتخابي يأخذ على عاتقه مسؤولية تنفيذ برنامج الحكومة في فترات زمنية واضحة، وذلك لحل مشكلة عدم قدرة رئيس الوزراء من تشكيل حكومته،  (3) ضمان وجود جانبين: جانب الحكومة والمعارضين لها، (4) إضفاء الطابع الرسمي على عقد اجتماعي وسياسي من خلال الإصلاحات الدستورية، (5) إنهاء الجدل باتهام المؤسسات الأمنية العراقية، (6) تنفيذ أولويات الخدمة مثل الصحة والكهرباء والتعليم والتوظيف، و (7) سياسة دولية جديدة منسجمة تماما مع السياسة الداخلية لصياغة العلاقات الخارجية على أساس الأولويات العراقية.

 

أفادت صحيفة الغد في 15 آب / أغسطس أن معهد السياسة والمجتمع، بالتعاون مع مؤسسة فريدريش إيبرت، اختتم ورشتي عمل بعنوان "الشباب والانتخابات، خارطة طريق بعد توصيات الهيئة الملكية لتحديث النظام السياسي". وحضر الورشة أعضاء الهيئة وخبراء ونشطاء شباب. وتناقش الورشة دور الشباب في المجال السياسي الأردني وأهمية تمكين الشباب وتفعيل دورهم في المشاركة السياسية وصنع السياسات. كما سلط المشاركون الشباب الضوء على أهمية تخفيض سن الترشح للانتخابات النيابية وتزويدهم بالضمانات للإدارة المحلية.

 

صرح برلماني مصري وعضو تنسيقية شباب الأحزاب والسياسيين أن البرلمان المصري الحالي يضم أكبر عدد من الشباب في تاريخه. وأضاف أن هذه حصيلة سياسات الرئيس السيسي في إشراك الشباب.

Economics and Entrepreneurship

Arab News reported on August 14 that many vital state facilities in Lebanon are warning of a full suspension of operations within 48 hours as nationwide diesel fuel crisis is hitting a catastrophic level. The petroleum importing companies are unable to deliver gasoline and diesel to stations given confusion over prices, as the Central Bank stated it will adopt the black market exchange rate (20,000 Lebanese pounds to the dollar) while the Ministry of Energy is still adopting the rate of 3,900 Lebanese pounds to the dollar. Caretaker Minister of Communications denied rumors that the ministry plans to permanently cut off Internet service in the country between 12 a.m. and 7 a.m. The Central Bank announced it will not dip into the mandatory reserve to subsidize fuel unless parliament legislates the matter. The report concluded that Lebanon will benefit from $300 million from the World Bank and $860 million in September coming from the International Monetary Fund to finance the ration cards, expected to be issued by the Central Bank. But the report maintained that it all depends on forming a government. 

Arab Reform Initiative published a report of the main findings of a policy dialogue it held on Syria. The report is titled “Youth Employment and Livelihood in Syria: Assessing the Impact of Conflict and Preparing for Recovery,” and it discusses the main talking points from two panel discussions: the first one was “Youth Programming Across Syria: How are International Organizations and NGOs Responding?” and the second panel discussion was titled “What Alternatives Exist? Insights from Comparative Cases and Existing Projects.” 

McKinsey published a report discussing five steps that could resolve the issue of youth unemployment in the MENA region. These steps include: (1) the region must increase its share of home-grown global companies; (2) expanding education to prepare youth for the realities of the ever-changing job market; (3) providing an environment that enables research and entrepreneurship for youth and for government employees; (4) closing the gender gap in the economy; and (5) rebuilding conflict zones. 

The Ministry of Social Solidarity in Egypt launched a caravan for its opportunity program for economic empowerment under the slogan “Start and we are with you” in Assuit Governorate. The caravan looks to support women, youth, and families with limited income in engaging them in the job market and financial and economic independence through a set of support and training programs toward employment as well as supporting their productive entrepreneurial projects. 

The “Egypt is more beautiful with you” initiative continued in Almanoufia to provide job opportunities for persons with disabilities, according to a report by Sabah Alarabi. The report added that 320 young Egyptians signed up for the program with different disabilities. The program aims to empower them, train them, and provide them with adequate job opportunities. 

Market Screener published a report on August 12 discussing what the MENA region can learn from the United States in responding to rising poverty rates. The report asserts that “neither the fiscal space nor the safety nets were in place to soften the blow felt by the people in the region” when the pandemic hit. The report highlights rising poverty rates in the region, including in Tunisia (increased by 15% since 2015); in Palestine when stands at 35% in the West Bank and 59% in Gaza; in Iran (35%); and in Lebanon (an increase by 38% and 52% for vulnerable groups like refugees). It added that while the pandemic hit the United States as bad as it did in the rest of the world, it managed to reduce the number of people living in poverty by nearly 20 million people since 2018, thanks to its stimulus checks, increased food stamps, and expanded unemployment insurance.

الاقتصاد وريادة الأعمال

أفادت صحيفة عرب نيوز في 14 آب / أغسطس أن العديد من مرافق الدولة المهمة في لبنان تحذر من تعليق كامل للعمليات في غضون 48 ساعة حيث وصلت أزمة وقود الديزل على مستوى البلاد إلى مستوى كارثي. وتعد الشركات المستوردة للبترول غير قادرة على إيصال البنزين والديزل إلى المحطات بسبب الغموض في الأسعار، حيث أعلن البنك المركزي أنه سيتبنى سعر الصرف في السوق السوداء (20 ألف ليرة للدولار) فيما لا تزال وزارة الطاقة تتبنى سعر الصرف 3900 ليرة للدولار. ونفى وزير الاتصالات شائعات بأن الوزارة تخطط لقطع خدمة الإنترنت بشكل دائم في البلاد بين الساعة 12 في منتصف الليل والساعة 7 صباحًا. وأعلن البنك المركزي أنه لن يتراجع في استخدام الاحتياطي الإلزامي لدعم الوقود ما لم يشرع البرلمان في الأمر. وخلص التقرير إلى أن لبنان سيستفيد من 300 مليون دولار من البنك الدولي و860 مليون دولار في أيلول / سبتمبر القادم من صندوق النقد الدولي لتمويل البطاقات التموينية المتوقع إصدارها من البنك المركزي، لكن التقرير أكد أن الأمر كله يتوقف على تشكيل الحكومة.

 

نشر منظمة "مبادرة الإصلاح العربي" تقريراً عن النتائج الرئيسية لحوار سياسي أدارته حول سوريا. ويحمل التقرير عنوان "تشغيل الشباب وسبل عيشهم في سوريا: تقييم تأثير الصراع والاستعداد للتعافي،" ويناقش نقاط الحوار الرئيسية من حلقتي نقاش: الأولى كانت "برمجة الشباب في سوريا: كيف هي المنظمات الدولية والمنظمات غير الحكومية المستجيبة؟" وكانت حلقة النقاش الثانية بعنوان "ما هي البدائل الموجودة؟ رؤى من الحالات المقارنة والمشروعات القائمة ".

أطلقت وزارة التضامن الاجتماعي في مصر قافلة لبرنامجها للفرص للتمكين الاقتصادي تحت شعار "ابدأ واحنا معاك" في محافظة أسيوط. وتتطلع القافلة إلى دعم النساء والشباب والأسر ذات الدخل المحدود في إشراكهم في سوق العمل وتمكينهم من الاستقلال المالي والاقتصادي من خلال مجموعة من برامج الدعم والتدريب نحو التوظيف بالإضافة إلى دعم مشاريع ريادة الأعمال الإنتاجية.

 

تواصلت مبادرة "مصر أجمل بكم" بالمنوفية لتوفير فرص عمل للأشخاص ذوي الاحتياجات الخاصة، بحسب تقريرلموقع الصباح العربي. وأضاف التقرير أن 320 شابًا مصريًا اشتركوا في البرنامج من ذوي الاحتياجات الخاصة المختلفة. ويهدف البرنامج إلى تمكينهم وتدريبهم وتوفير فرص عمل مناسبة لهم.

Conflict

Middle East Eye published a report on August 11 discussing the conditions of residents of Daraa (south of Syria) who continue to live under a government siege for over 50 days now. This siege is leaving residents cut off from basic necessities, such as fuel and electricity. The report highlights the daily challenges residents of Daraa face including lack of food and resources, absence of services, unemployment and job losses, checkpoints and blocked exit points, with young people are forced to join the Syrian military or leave the country altogether (yet the government denies them official identification documentations) and families are unable to afford rent outside of Daraa. The report adds that residents are suffering from lack of water and bread as well as medical care. 

Alarab published a report on August 10 discussing the realities of Iraqi youth. It asserts that Iraqi youth continue to live in disarray and in fear of the future along with a sense of depression, inflected by years of armed conflicts and corruption and exacerbated by the ongoing global pandemic. The report interviewed a number of young Iraqis who complained from the absence of public spaces available for youth. They also highlighted the slow and weak vaccination process thus far, as 95% of Iraq is yet to receive vaccination while infection numbers continue to increase. 

The United Nations celebrated the International Youth Day on Thursday August 12, as it organized an innovation festival that celebrates innovative solutions provided by young people to achieve sustainable development goals and recover from the Coronavirus pandemic. For the International Youth Day, BBC published a report discussing whether Arab youth see their future in Iraq or in emigration. Many interviewees highlighted that conditions in Iraq have become unbearable, and that they do not see a future in their country. Others countered that Iraq needs its young generation, and they, as young people, comprehend that they have a major role to play in the development of their country. 

Dr. Ghada Wali, Executive Director of the United Nations Office on Drugs and Crime, said that youth in the MENA region are targeted by drugs, and that there are gangs and major companies working to increase drug production around the world, at a time when there is a decrease in the degree of awareness regarding the harms of cannabis. On human health, she continued, "there is wrong information among users that these drugs do not harm their health," noting that the prices of cannabis have gone down. She also confirmed that there is direct and indirect drug promotion and through the social media. 

The Emirates Human Rights Organization (EHRO) announced, on August 14, that it is collaborating with a number of international human rights organizations to sue the state security advisor, Sheikh Tahnoun bin Zayed, and a number of companies and managers affiliated with him, on charges of supporting and financing mercenary militias to fight in Libya. Sheikh Tahnoun runs the International Holding Company, which is supported by the Abu Dhabi governing family and has investments from Space X. The International Holding Company is reported, according to the statement by EHRO, to have contracted Black Shield company to recruit hundreds of mercenaries and militias to fight in Libya.

نشر موقع العرب تقريرا في 10 آب / أغسطس يناقش واقع الشباب العراقي. ويؤكد أن الشباب العراقي لا يزال يعيش في حالة من الفوضى والخوف من المستقبل إلى جانب الشعور بالاكتئاب، المتأثر بسنوات من النزاعات المسلحة والفساد وتفاقمه بسبب الوباء العالمي المستمر. وأجرى التقرير مقابلات مع عدد من الشبان العراقيين الذين اشتكوا من عدم توفر الأماكن العامة المتاحة للشباب. كما سلطوا الضوء على عملية التطعيم بطيئة وضعيفة حتى الآن، حيث أن 95٪ من سكان العراق لم يتلقوا جرعاتهم بعد، بينما تستمر أعداد العدوى في الازدياد.

 

احتفلت الأمم المتحدة باليوم العالمي للشباب، الخميس 12 آب / أغسطس، حيث نظمت مهرجانًا للابتكار يحتفي بالحلول المبتكرة التي يقدمها الشباب لتحقيق أهداف التنمية المستدامة والتعافي من جائحة فيروس كورونا. ففي يوم الشباب العالمي، نشرت بي بي سي تقريراً يناقش ما إذا كان الشباب العربي يرون مستقبلهم في العراق أو في الهجرة. أكد العديد من الذين تمت مقابلتهم أن الأوضاع في العراق أصبحت لا تطاق، وأنهم لا يرون مستقبلاً في بلدهم. ورد آخرون بأن العراق يحتاج إلى جيل الشباب، وهم، كشباب، يدركون أن لديهم دورًا رئيسيًا يلعبونه في تنمية بلدهم.

 

قالت الدكتورة غادة والي، المديرة التنفيذية لمكتب الأمم المتحدة المعني بالمخدرات والجريمة، إن الشباب في منطقة الشرق الأوسط وشمال إفريقيا مستهدفون بالمخدرات، وأن هناك عصابات وشركات كبرى تعمل على زيادة إنتاج المخدرات حول العالم، في الوقت الذي هناك انخفاض في درجة الوعي بأضرار المواد المخدرة. وبشأن صحة الإنسان، تابعت "هناك معلومات خاطئة بين المتعاطين بأن هذه المخدرات لا تضر بصحتهم"، مشيرة إلى انخفاض أسعار الحشيش. وأكدت أن هناك ترويجا مباشرا وغير مباشر للمخدرات ومن خلال وسائل التواصل الاجتماعي.

 

أعلنت منظمة الإمارات لحقوق الإنسان، في 14 آب / أغسطس، أنها تتعاون مع عدد من المنظمات الحقوقية الدولية لمقاضاة مستشار أمن الدولة الشيخ طحنون بن زايد، وعدد من الشركات والمديرين التابعين له، بتهمة دعم وتمويل مليشيات مرتزقة للقتال في ليبيا. ويدير الشيخ طحنون الشركة الدولية القابضة، التي تدعمها العائلة الحاكمة في أبو ظبي ولديها استثمارات من سبيس إكس المملوكة من قبل ايلون ماسك. وتفيد التقارير أن الشركة القابضة الدولية، وفقًا لبيان منظمة الامارات لحقوق الانسان، أنها تعاقدت مع شركة بلاك شيلد لتجنيد المئات من المرتزقة ومليشيات للقتال في ليبيا.

Development

Jafra News reported on August 10 that Directorate of Information and Community Policing and the Public Security Directorate in Jordan launched the second phase of the Conscious Youth Program in partnership with a local CSO supported by the Dutch government. This program aims to build youth capacities and raise their security and social awareness to respond to societal issues. The most prominent priorities of the initiative are to create security-conscious youth through training on security concepts, community police, community peace, drug control, cybercrime, and others. 

Alwatan Voice reported on August 10 that the Ummah Youth Center in Palestine launched its specialized summer camp “Leaders of Jerusalem” The camp aims to provide the participants with new and qualitative skills and experiences in various fields and works on refining the personality of the participants and enhancing their national values regarding the issue of Jerusalem. The camp started on August 9 with a lecture on youth initiatives in terms of their importance, objectives, how to write and market them, and choose the appropriate place and time for their implementation.

Raya aired a report on August 11 discussing the conditions of Palestinian youth. The report covered a conference titled “the State of Palestinian Youth and their Demands” organized by the Palestinian Youth Coalition. The report added that there are 1.16 million Palestinian youth (aged 18-29), constituting 22% of the Palestinian population. Youth interviewees in the report highlighted the importance of activating the role of youth and employing their capacities and energies in public life and ensuring their political participation. One interviewee, notably, stated that the conference did not delve deeply into the challenges facing youth. 

Zayed Higher Organization for People of Determination in the UAE organized with the Abu Dhabi Youth Council an event titled Youth Determination in celebration of the International Youth Day. The event highlighted the skills of young people and promoted awareness of the importance of investing in youth development skills, to empower them in society, highlight their abilities, focus on the most important challenges facing them, and discuss important issues and future opportunities. A youth seminar was also held, under the title “Between Reality and Ambition, Employment Laws for People of Determination.”

A number of young Iraqis from Wasset governorate in iraq launched an initiative to establish housing complexes for the poor who do not have homes to accommodate them, by collecting donations, as reported by the Iraqi News Agency (INA). The young Iraqis spoke to INA that this initiative is a translation of Iraqi values who stand next to each other to support one another in difficult times. 

The Yemen Youth Assembly held a wide meeting in Ma’rib in celebration of the International Youth Day. The event was organized under the theme of “the role of youth in change”, and it looked to listen to youth and support their aspirations.

أفاد موقع جفرا نيوز في 10 آب / أغسطس أن مديرية الإعلام والشرطة المجتمعية ومديرية الأمن العام في الأردن أطلقتا المرحلة الثانية من برنامج الشباب الواعي بالشراكة مع إحدى منظمات المجتمع المدني المحلية بدعم من الحكومة الهولندية. ويهدف هذا البرنامج إلى بناء قدرات الشباب ورفع وعيهم الأمني والاجتماعي للاستجابة لقضايا المجتمع. تتمثل أبرز أولويات المبادرة في تكوين شباب واعٍ للأمن من خلال التدريب على المفاهيم الأمنية، والشرطة المجتمعية، والسلام المجتمعي، ومكافحة المخدرات، والجرائم الإلكترونية، وغيرها.

 

أفاد موقع دنيا الوطن في 10 آب / أغسطس أن مركز شباب الأمة في فلسطين أطلق مخيمه الصيفي التخصصي "قادة نحو القدس" ويهدف المخيم إلى تزويد المشاركين بمهارات وخبرات نوعية جديدة في مختلف المجالات ويعمل على صقل شخصية المشاركين وتعزيز قيمهم الوطنية فيما يتعلق بقضية القدس. بدأ المخيم في 9 أغسطس بمحاضرة عن المبادرات الشبابية من حيث أهميتها وأهدافها وكيفية كتابتها وتسويقها واختيار المكان والزمان المناسبين لتنفيذها.

 

بثت قناة راية الفلسطينية في 11 آب / أغسطس تقريرا ناقشت فيه أوضاع الشباب الفلسطيني. وتناول التقرير مؤتمرا بعنوان "حالة الشباب الفلسطيني ومطالبهم" نظمه تحالف الشباب الفلسطيني. تحدث التقرير أن هناك 1.16 مليون شاب فلسطيني (18-29) يشكلون 22٪ من التعداد السكاني الفلسطيني. أبرز الشباب الذين تمت مقابلتهم في التقرير أهمية تفعيل دور الشباب وتوظيف طاقاتهم وطاقاتهم في الحياة العامة وضمان مشاركتهم السياسية. ذكر أحد الذين تمت مقابلتهم، على وجه الخصوص، أن المؤتمر لم يتعمق في التحديات التي تواجه الشباب.

أطلق عدد من شباب محافظة الواسط في العراق مبادرة لإنشاء مجمعات سكنية للفقراء الذين ليس لديهم منازل لإيوائهم، من خلال جمع التبرعات، وفق ما أوردته وكالة الأنباء العراقية (واع). وتحدث الشباب العراقي لوكالة الانباء العراقية ان هذه المبادرة هي ترجمة للقيم العراقية التي تقف بجانب بعضها البعض لدعم بعضها البعض في الأوقات الصعبة.

 

عقد ملتقى شباب اليمن اجتماعا واسعا في مأرب احتفالا بيوم الشباب العالمي. تم تنظيم الحدث تحت عنوان "دور الشباب في التغيير"، وكان يهدف إلى الاستماع إلى الشباب ودعم تطلعاتهم.

Jafra News reported on August 15 that the youth committee at the Royal Commission for the Modernization of the Political System held a discussion meeting at the Middle East University in Jordan. Members of the committee indicated that Jordanian universities are an appropriate incubator to provide youth empowerment through a scientific and qualifying curriculum in the various fields of life, including political life, which allows them to participate in decision-making related to their future, and the future of Jordan. Participants also added that it is important to reform educational curricula in both schools and universities to cope with the requirements of sustainable development while ensuring the presence of components that institutionalize political awareness and urge youth to participate politically.

أفاد موقع جفرا نيوز في 15 آب / أغسطس أن لجنة الشباب في الهيئة الملكية لتحديث النظام السياسي عقدت اجتماعا حواريًا في جامعة الشرق الأوسط في الأردن. وأشار أعضاء اللجنة إلى أن الجامعات الأردنية هي حاضنة مناسبة لتوفير التمكين للشباب من خلال منهج علمي وتأهيلي في مختلف مجالات الحياة بما في ذلك الحياة السياسية مما يتيح لهم المشاركة في صنع القرار المتعلق بمستقبلهم ومستقبلهم. الأردن. كما أضاف المشاركون أنه من المهم إصلاح المناهج التعليمية في كل من المدارس والجامعات لتواكب متطلبات التنمية المستدامة مع ضمان وجود مكونات مأسسة للوعي السياسي وحث الشباب على المشاركة السياسية.

The Arab Youth Center launched the Arab Youth Council for Climate Change, as reported by Sky News on August 12. The Council is expected to be a regional platform that enhances the interaction of Arab youth with environmental issues, and supports Arab strategies related to the environment and climate change. The initiative seeks to find young opinion leaders and innovators in the field of climate action to accompany the UAE’s bid to host the COP28 climate summit in 2023. The launch of the Arab Youth Council on Climate Change coincides with the rise in Arab and global interest in climate action efforts. The council sets several strategic goals, the most important of which are empowering Arab youth with the skills required to face climate challenges, representing their voice in Arab and international forums in the field of environment, supporting Arab countries in enhancing their efforts for climate action, and making strategic recommendations to decision-makers in the Arab world. The goals include proposing effective solutions in partnership with the public and private sectors and encouraging investment in start-ups and small projects in the field of environmental protection, facing climate change, and achieving sustainability.

Alitehad published a report on August 12 illustrating achievements of Emirati youth in the field of environmentally friendly energy. The report indicates that with climate change and environment challenges the world is facing nowadays, there is an urgent need to educate young people and provide them with the necessary skills to enable them to contribute effectively to facing the phenomenon of climate change. 

The National News published a report on August 12 titled “Are Arab youth ready to take up the mantle of regional food security?” This year’s International Youth Day is concerned with food security, and the United Nations asserts that over the next 30 years, the global population will increase by 2 billion, which will exacerbate challenges related to climate change and food scarcity. The report highlights that countries in the region must begin planning for these shifts and channel their resources towards practical solutions that will yield positive results and safeguard our future. It concludes that the engagement of youth in development is the cornerstone for the region to cope with these challenges. 

The Initiatives Center of the Dubai Electricity and Water Authority (DEWA) launched the “Youth of Clean Energy” Program to attract talents and young energy leaders from various fields and to expand their knowledge and technical and practical experience in the field of clean and renewable energy, and entrepreneurship skills. The program includes a variety of training workshops, specialized educational sessions, and field visits, with the participation of a group of academics, experts, and specialists. The program attracted more than 100 participation requests from various universities in the UAE, and its training courses began on Thursday August 12.

نشرت صحيفة "ناشيونال نيوز" تقريراً في 12 آب / أغسطس بعنوان "هل الشباب العربي مستعد لتولي زمام الأمن الغذائي الإقليمي؟" حيث يهتم يوم الشباب العالمي لهذا العام بالأمن الغذائي، وتؤكد الأمم المتحدة أنه على مدار الثلاثين عامًا القادمة، سيزداد عدد سكان العالم بمقدار 2 مليار نسمة، مما سيؤدي إلى تفاقم التحديات المتعلقة بتغير المناخ وندرة الغذاء. ويسلط التقرير الضوء على أن دول المنطقة يجب أن تبدأ التخطيط لهذه التحولات وتوجيه مواردها نحو الحلول العملية التي من شأنها أن تسفر عن نتائج إيجابية وتحمي مستقبلنا. ويخلص إلى أن إشراك الشباب في التنمية هو حجر الزاوية للمنطقة لمواجهة هذه التحديات.

 

أطلق مركز مبادرات هيئة كهرباء ومياه دبي (ديوا) برنامج "شباب الطاقة النظيفة" لاستقطاب المواهب وقادة الطاقة الشباب من مختلف المجالات وتوسيع معارفهم وخبراتهم الفنية والعملية في مجال الطاقة النظيفة والمتجددة، ومهارات ريادة الأعمال. ويتضمن البرنامج ورش عمل تدريبية متنوعة وجلسات تربوية متخصصة وزيارات ميدانية بمشاركة نخبة من الأكاديميين والخبراء والمتخصصين. واستقطب البرنامج أكثر من 100 طلب مشاركة من مختلف الجامعات في الدولة، وبدأت دوراته التدريبية يوم الخميس 12 آب / أغسطس.

COVID-19

With the increasing numbers of COVID-19 infections in Souss-Massa in Morocco, a group of Moroccan youth launched a humanitarian initiative to secure oxygen for those infected with the Coronavirus. The group secured 7 artificial respiration devices, equipped with oxygen masks, and placed at the disposal of those infected with Coronavirus, who suffer from shortness of breath. The initiative team clarified that patients who cannot afford it will be provided with the devices for free.

مع تزايد أعداد الإصابات بفيروس كورونا في جهة سوس ماسة بالمغرب، أطلقت مجموعة من الشباب المغربي مبادرة إنسانية لتأمين الأكسجين للمصابين بفيروس كورونا. قامت المجموعة بتأمين 7 أجهزة تنفس صناعي، مزودة بأقنعة أكسجين، ووضعها تحت تصرف المصابين بفيروس كورونا، الذين يعانون من ضيق التنفس. وأوضح فريق المبادرة أن المرضى الذين لا يستطيعون تحمل تكاليفها سيتم تزويدهم بالأجهزة مجانًا.

Politics and Political Engagement

Alsharq Alawsat reported on August 3 that the National Youth Council in Tunisia held a meeting with 120 personnel who oversee the youth sector of Ennahda to assess the ongoing political and security rift and provide a number of recommendations to the authorities, party leadership, and civil society. Among these recommendations, the meeting urged Ennahda to form a national rescue command, including youth groups, to be “the beginning of the path of renewal in the executive leadership within the movement, with the aim of saving the political path in the country.” 

The Tunisian President Kais Saied claimed on August 2 that “agents opposed to democracy were paying young Tunisians to leave the country to embark on dangerous migrations.” He clarified that youth are being paid to leave the country irregularly to move to Europe, and he added that this is essentially to create a repeat of the mass migration movement that occurred after the Tunisian revolution ten years ago. 

Middle East Monitor reported, on August 5, that the Ennahda Council is urging for a speedy return to constitutional order in Tunisia, calling the President’s actions a “coup against the constitution and a paralysis of state institutions.” The council also affirmed its understanding of the growing popular anger, particularly among Tunisian youth, as a result of economic and social shortcomings a decade after the revolution. The Council’s statement added that it would launch “a national dialogue in order to implement the political and economic reforms needed in our country.”

The Carter Center released a report titled “Sudan’s Youth and the Transition: Priorities, Perception, and Attitudes” which presents the experiences, expectations, and aspirations of Sudanese youth in terms of the country’s transition from Albashir’s regime to democracy. The report finds that Sudanese youth are optimistic about the future and are eager to support their nation’s transition. Yet, they maintain that there are shortcomings when it comes to meeting their expectations in relation to the government’s progress and the available opportunities for youth involvement. This is especially problematic given that the Sudanese revolution was led by youth, and they ought to be given their fair share in the outcome of the transition. It is also worth noting that only 4% of the surveyed youth stated that the goals of the revolution had been achieved “to a great extent” and 40% felt they had little influence on the course of the transition. 

Alnilin indicated on August 7 that the democratic transition in Sudan has to begin with the building of political parties and enhancing their ability to establish and sustain democracy. Sudanese youth feel that political parties are not able to present a solid program to contribute to the transition, a young Sudanese spoke “I do not see any party befitting the status of the revolution and the strength of the revolution.” 

The Jerusalem Post published an article by Daoud Kuttab on August 6 titled “Jordan to become a full democracy within a decade.” Kuttab indicates that the 92-person Royal Commission to Modernize the Political System is preparing a 10-year road map for democratization. The Commission stated that it is working on creating a parliament that is “friendly to women, parties, and youth – as university students will be able to participate politically in efforts to increase their voter turnout. 

Alarab published a report on August 7 in which it asserted that the presence of Moroccan youth in political participation is locked in official speeches, yielding a prevalent feeling of mistrust among Moroccan youth in political parties. Political parties have been marginalizing youth for years, and they do not communicate with them except for to acquire their votes during electoral campaigns. The report highlights that Moroccan political parties are racing to urge youth to register to vote while young people feel they were pushed out of political parties and that translates into their apathy toward political participation. Youth also believe that calls from political parties to engage youth in elections are empty and will disappear following the elections to go back to marginalizing youth.

أفادت صحيفة الشرق الأوسط في 3 آب / أغسطس أن المجلس الوطني للشباب في تونس عقد اجتماعا مع 120 من المشرفين على الجناح الشبابي في حركة النهضة، وذلك لتقييم الانقسام السياسي والأمني المستمر وتقديم عدد من التوصيات للسلطات وقيادات الحزب والمجتمع المدني. ومن بين هذه التوصيات، حث الاجتماع حزب النهضة على تشكيل قيادة إنقاذ وطنية، تضم مجموعات شبابية، لتكون "بداية طريق التجديد في القيادة التنفيذية داخل الحركة، بهدف إنقاذ المسار السياسي في البلاد".

ادعى الرئيس التونسي قيس سعيد في 2 آب / أغسطس أن "العملاء المعارضين للديمقراطية يدفعون نقودا للشباب التونسي لمغادرة البلاد للشروع في هجرات خطيرة". وأوضح أن الشباب يتقاضون أموالا لمغادرة البلاد بشكل غير نظامي للانتقال إلى أوروبا، وأضاف أن هذا بالأساس هو تكرار حركة الهجرة الجماعية التي حدثت بعد الثورة التونسية قبل عشر سنوات.

أفاد موقع ميدل إيست مونيتور في 5 آب / أغسطس أن مجلس النهضة يحث على العودة السريعة للنظام الدستوري في تونس، واصفاً تصرفات الرئيس بأنها "انقلاب على الدستور وشلل مؤسسات الدولة". كما أكد المجلس تفهمه لتنامي الغضب الشعبي، خاصة بين الشباب التونسي، نتيجة مشكلات اقتصادية واجتماعية بعد مرور عقد على الثورة التونسية. وأضاف بيان المجلس أنه سيطلق "حوارا وطنيا من أجل تنفيذ الإصلاحات السياسية والاقتصادية المطلوبة في بلادنا".

أصدر مركز كارتر تقريرًا بعنوان "شباب السودان والانتقال: الأولويات والتصورات والمواقف" يعرض تجارب وتوقعات وتطلعات الشباب السوداني فيما يتعلق بانتقال البلاد من نظام البشير إلى الديمقراطية. وخلص التقرير إلى أن الشباب السوداني متفائل بالمستقبل وحريص على دعم انتقال بلادهم. ومع ذلك، فهم يؤكدون أن هناك أوجه قصور عندما يتعلق الأمر بتلبية توقعاتهم فيما يتعلق بعمل وتقدم الحكومة والفرص المتاحة لمشاركة الشباب. وهذا يمثل إشكالية خاصة بالنظر إلى أن الثورة السودانية كان يقودها الشباب، ويجب منحهم نصيبهم العادل في عملية الانتقال. وتجدر الإشارة أيضًا إلى أن 4٪ فقط من الشباب السوداني الذين شملهم الاستطلاع ذكروا أن أهداف الثورة قد تحققت "إلى حد كبير" كما شعر 40٪ أن تأثيرهم كان ضئيلا على مسار الانتقال.

أشار موقع النيلين في 7 آب / أغسطس إلى أن الانتقال الديمقراطي في السودان يجب أن يبدأ ببناء الأحزاب السياسية وتعزيز قدرتها على إرساء الديمقراطية واستدامتها. ويشعر الشباب السوداني أن الأحزاب السياسية غير قادرة على تقديم برنامج قوي للمساهمة في الانتقال، كما تحدث شاب سوداني بأنه "لا أرى أي حزب يليق بمكانة الثورة وقوة الثورة".

نشرت صحيفة جيروزاليم بوست مقالاً بقلم داود كتاب في 6 من آب / أغسطس بعنوان "الأردن سيصبح ديمقراطية كاملة خلال عقد من الزمن". ويشير كتاب إلى أن الهيئة الملكية لتحديث النظام السياسي المكونة من 92 شخصًا تعد خارطة طريق مدتها 10 سنوات لإرساء الديمقراطية. وذكرت اللجنة أنها تعمل على إنشاء مجلس نواب "صديق للمرأة والأحزاب والشباب – حيث سيتمكن طلاب الجامعات من المشاركة السياسية، في جهود رامية إلى زيادة إقبال الناخبين من الطلاب الجامعيين.

نشر موقع العرب تقريرا في 7 آب / أغسطس أكدت فيه أن حضور الشباب المغربي في المشاركة السياسية مقيد في الخطب الرسمي، مما أدى إلى شعور سائد بعدم الثقة بين الشباب المغربي في الأحزاب السياسية. وتقوم الأحزاب السياسية منذ سنوات بتهميش الشباب، ولا تتواصل معهم إلا للحصول على أصواتهم في الحملات الانتخابية. ويسلط التقرير الضوء على أن الأحزاب السياسية المغربية تتسابق لحث الشباب على التسجيل للتصويت بينما يشعر الشباب بأنهم طردوا من الأحزاب السياسية وهذا يترجم إلى عدم اكتراثهم بالمشاركة السياسية. كما يعتقد الشباب أن دعوات الأحزاب السياسية لإشراك الشباب في الانتخابات هي فارغة وستختفي بعد الانتخابات لتعود إلى تهميش الشباب.

Economics and Entrepreneurship

BBC broadcasted a report on August 3 discussing how youth of Lebanon see the general state of affairs in their country one year after the Beirut Port explosions. In this report, youth interviewees were asked a number of questions about the current conditions of Lebanon. Many young Lebanese indicated that the current conditions are unbearable and that leaving the country altogether is the only choice while others believed that the country has been through much worse situations and that there may be some positive signs. They were also divided on the notion of whether international financial support can take Lebanon out of its current struggles. Those who agreed indicated that the state is failing and requires foreign support, but they maintained that there has to be a clear and transparent plan. Those who disagreed highlighted that foreign intervention is one of the drivers that led the country to its current issues.  

Sarah Page wrote an article for the Atlantic Council titled “It’s been a year since the Beirut blast. Now the unemployed are turning to tech.” In this article, Page cites a reported from Codi, a free programing school for underprivileged youth, which indicates 85% of their developer graduates are employed within 3 months of graduation and earn an average of $1,050 per month. The report adds that there are ten times as many roles for developers as there are qualified people to fill those roles, which is even higher in the MENA region. 

Alquds reported on August 8 that a number of university graduates in southern Lebanon launched digital platforms to refuel cars with the aim of reducing the suffering of citizens standing in queues for hours in front of gas station. One of the founders indicated that the idea was driven by the long hours Lebanese citizens have to wait for long hours to refuel their cars at gas stations. The platforms coordinate with the municipalities and gas stations to facilitate the process for citizens and reduce the congestion and chaos at gas stations. It is worth noting that much of this issue is attributed to the Lebanese Central Bank’s inability to provide suppliers with US dollars due to the scarcity of foreign exchange and the depletion of dollar reserves at the Central Bank, who had been supporting the import of basic materials such as wheat, medicine, and fuel since the middle of the last century, but it has reduced this support now, as it provides 85% of the dollars of the total value of the import cost, while importers provide the remaining 15%. 

The Mauritanian News Agency indicated that the Diplomatic Academy in Nouakchott held a meeting on the youth employment project, which looks to provide 60 thousand unemployed young Mauritanians with skills to enable them to enter the job market. 

Youth of Souss-Massa in Morocco that the recent discovery of “Europa Oil and Gas” company of a huge oil reserve in the shores of Inzkan city can be the beginning for the advancement and development they hope for. Youth are also concerned that the discovery of the natural gas and oil can follow the same fate of phosphate and gold which do not have any direct impact on citizens.

Sarkawt Shams Al-Dine, a Kurdish MP, spoke on August 7 that the Patriotic Union of Kurdistan and the Kurdistan Democratic Party control the money and resources of the region, propelling hundreds of youth Kurds to risk their lives and emigrate to Europe. The MP added that the conditions in Kurdistan are economically horrendous, manifested in the lack of job opportunities, the absence of government appointments, and the absence of projects to address the needs of youth. He also highlighted that “the KRG likes to publicize that it provides youth with a good environment to live in, but the reality is far from that, as the economic conditions are terrible, public freedoms are nonexistent, hundreds of people have been harassed, threatened, and arrested for merely voicing their opinions on social media.”

Sama News reported on August 7 that the undersecretary of the Palestinian Ministry of Labor indicated that unemployment is connected with the ability of the economy to create job opportunities. He added that the Palestinian economy has a limited ability to create jobs, which stands at about 15,000 jobs annually. He concluded that there is a need for entrepreneurial youth to provide job opportunities and revitalize the Palestinian economy along with an enhance collaboration with CSOs and the private sector. 

Akhbar Alaan indicated on August 8 that the recent developments in Tunisia are contributing to youth’s growing disappointments. The economic challenges are pushing Tunisian youth to think about emigration, especially among university graduates. In fact, it is estimated that over 4,000 Tunisians with PhD degrees are currently unemployed and live in poverty.

أكد شباب سوس ماسة في المغرب أن الاكتشاف الأخير لشركة "يوروبا أويل آند غاز" لاحتياطي نفطي ضخم في شواطئ مدينة إنزكان يمكن أن يكون بداية للتقدم والتنمية التي يأملونها. كما يشعر الشباب بالقلق من أن اكتشاف الغاز الطبيعي والنفط يمكن أن يتبع نفس مصير الفوسفات والذهب الذي ليس له أي تأثير مباشر على المواطنين.

تحدث النائب الكردي سركوت شمس الدين في 7 آب / أغسطس أن الاتحاد الوطني الكردستاني والحزب الديمقراطي الكردستاني يسيطران على أموال وموارد المنطقة، مما يدفع مئات الشباب الأكراد للمخاطرة بحياتهم والهجرة إلى أوروبا. واضاف النائب ان الاوضاع في كردستان مزرية اقتصاديا تتجلى في قلة فرص العمل وغياب التعيينات الحكومية وغياب المشاريع التي تلبي احتياجات الشباب. كما شدد على أن "حكومة إقليم كردستان تحب أن تعلن أنها توفر للشباب بيئة جيدة للعيش فيها، لكن الواقع بعيد كل البعد عن ذلك، حيث أن الظروف الاقتصادية سيئة، والحريات العامة غير موجودة، كما تعرض مئات الأشخاص للمضايقة والتهديد، والاعتقال لمجرد التعبير عن آرائهم على وسائل التواصل الاجتماعي".

أفاد موقع سما نيوز في 7 آب / أغسطس أن وكيل وزارة العمل الفلسطينية أشار إلى أن البطالة مرتبطة بقدرة الاقتصاد على خلق فرص عمل. وأضاف أن الاقتصاد الفلسطيني لديه قدرة محدودة على خلق فرص عمل، والتي تبلغ حوالي 15 ألف فرصة عمل سنويًا. وخلص إلى أن هناك حاجة لرواد أعمال شباب لتوفير فرص عمل وتنشيط الاقتصاد الفلسطيني إلى جانب تعزيز التعاون مع منظمات المجتمع المدني والقطاع الخاص.

أشار موقع أخبار الآن في 8 آب / أغسطس إلى أن التطورات الأخيرة في تونس تساهم في تزايد خيبات الأمل لدى الشباب، حيث تدفع التحديات الاقتصادية الشباب التونسي إلى التفكير في الهجرة، خاصة خريجي الجامعات. وفي الواقع، تشير التقديرات إلى أن أكثر من 4000 تونسي حاصلين على درجة الدكتوراه هم عاطلون عن العمل ويعيشون في دوامات الفقر.

Conflict

Belen Fernandez wrote an article for Aljazeera titled “Who’s Afraid of Hamas Summer Camps?” In this article, Fernandez essentially demonstrates that many US and international researchers, experts, and writers were raising awareness about Hamas’ summer camps for training young Palestinians to fight and indoctrinate them against Israel. She outlines that such their criticisms arise from their belief in the importance of children’s rights. Fernandez raises an important question of “why, if the rights of the child are so sacred, do they spontaneously disappear whenever the Israeli military undertakes to slaughter children? In the same vein, if Israel is so opposed to the concept of child soldiers, why does it treat kids as military targets?” 

Arab 48 reported on August 5 that the Public Prosecution Office submitted to the Haifa District Court an indictment against six young Arabs, all aged under 25, along with an arrest request until the judicial procedures against them are completed. In the indictment, the prosecution attributed to the youth “violence, robbery and arson” against the background of the recent protests against the aggression against Gaza, the storming of Al-Aqsa Mosque, attempts to displace residents of the Sheikh Jarrah neighborhood in occupied Jerusalem, and the settlers’ attacks on Arab citizens in the country in May.

The European Palestinian Youth Union held, on August 5, a virtual conference titled “Anti-Semitism and the BDS Movement.” The session stressed on the importance and role of the Union in highlighting Palestinians’ struggles and to raise awareness about the concept of anti-Semitism, which resurfaced following the recent efforts. The session also indicated the importance of the BDS Movement, which has had a tremendous role in raising awareness about the atrocities committed by the Israelis against Palestine and the Palestinians. 

Alhurra reported on August 8 that a young Iraqi activist was targeted by a group of armed individuals in Waset governorate, suffering serious injuries in an assassination attempt. The report adds that this attempt comes one month after Iraqis around the world held demonstrations to demand that those responsible for killing journalists and activists be held accountable. More than 600 Iraqis were killed during the 2019 demonstrations, according to Amnesty International. Further, according to the United Nations Assistance Mission for Iraq (UNAMI), there has been 48 assassination attempts of demonstrators between November 2019 and May 2021, as 20 demonstrators were kidnapped by militias and are still missing. 

Khaleej Times indicated that UAE authorities have warned about extremists targeting youth to recruit them to join terrorist activities through social media platforms, including Facebook and WhatsApp. The report adds that the Sawab Center, UAE’s online engagement initiative in support of the global coalition against extremism, has been warning youth on Twitter to pay attention to the rhetoric they read online, especially misleading content that aims to exploit youth, particularly those with mental health challenges.

عقد اتحاد الشباب الأوروبي الفلسطيني، في 5 آب / أغسطس، مؤتمرا افتراضيا بعنوان "معاداة السامية وحركة المقاطعة". شددت الجلسة على أهمية ودور الاتحاد في إبراز نضالات الفلسطينيين ورفع مستوى الوعي بمفهوم معاداة السامية الذي عاد للظهور بعد الجهود الأخيرة للمناصرين لفلسطين والفلسطينيين. كما أشارت الجلسة إلى أهمية حركة المقاطعة، التي كان لها دور كبير في رفع مستوى الوعي حول الفظائع التي ارتكبها الإسرائيليون ضد فلسطين والفلسطينيين.

أفاد موقع قناة الحرة في 8 آب / أغسطس أن ناشطا عراقيا شابا استهدف من قبل مجموعة مسلحة في محافظة واسط، مما أدى إلى إصابته بجروح خطيرة في محاولة اغتيال. ويضيف التقرير أن هذه المحاولة تأتي بعد شهر من قيام العراقيين في أنحاء العالم بمظاهرات للمطالبة بمحاسبة المسؤولين عن قتل الصحفيين والنشطاء. وقالت منظمة العفو الدولية إن أكثر من 600 عراقي قتلوا خلال مظاهرات 2019. علاوة على ذلك، وبحسب بعثة الأمم المتحدة لمساعدة العراق (يونامي)، فقد وقعت 48 محاولة اغتيال لمتظاهرين بين تشرين الثاني 2019 وأيار 2021، كما اختطفت الميليشيات 20 متظاهراً وما زالوا في عداد المفقودين.

Ammon News reported on August 2 that numerous youth centers all around Jordan are implementing various activities under the Hussein Camps for Work and Building. 80 young men and women participated in various centers in the capital for a training on voluntary work and its importance for sustainable development. Elsewhere, tens of young Jordanians participated in various trainings, including on societal security, social distancing and avoiding contracting the Coronavirus, and on first aid and emergency response, among others. 

The Salt Female Youth Center in Jordan concluded the “employment camp and qualifying young people to enter the labor market.” The camp, which was attended by 16 young Jordanians, aimed to empower youth with the necessary skills and tools to enable them to enter the job market, learn about the market’s requirements, and to guide youth toward vocational training and raising their awareness of the opportunities available within this sector. 

Hespress indicated on August 3 that a number of young Moroccans published a guide to “Gender and Feminist Issues in Morocco”, in Moroccan colloquial, the aim of which is to “simplify the concepts related to gender”. The project coordinator spoke that the guide looks to present the most important legal gains achieved by the struggles of the feminist movement in Morocco and to identify the shortcomings and deficiencies that prevent the achievement of full equality between the sexes. It also aims to identify all forms of violence against women or gender-based violence (GBV) and to empower victimized women with the mechanisms and steps to be taken under the law.

أفاد موقع عمون نيوز في 2 آب / أغسطس أن العديد من مراكز الشباب في جميع محافظات الأردن تنفذ أنشطة مختلفة في إطار معسكرات الحسين للعمل والبناء، حيث شارك 80 شابا وفتاة في مراكز مختلفة بالعاصمة عمان للتدريب على العمل التطوعي وأهميته للتنمية المستدامة. من جهة أخرى، شارك عشرات الشباب الأردنيين في تدريبات مختلفة، منها الأمن المجتمعي، والتباعد الاجتماعي، وتجنب الإصابة بفيروس كورونا، والإسعافات الأولية، والاستجابة الطارئة، وغيرها.

اختتم مركز شابات السلط في الأردن "معسكر التوظيف وتأهيل الشباب لدخول سوق العمل". ويهدف المعسكر، الذي حضره 16 شابًا أردنيًا، إلى تمكين الشباب بالمهارات والأدوات اللازمة لتمكينهم من دخول سوق العمل، والتعرف على متطلبات السوق، وتوجيه الشباب نحو التدريب المهني وزيادة وعيهم بالفرص المتاحة هذا القطاع.

أشارت صحيفة هسبرس الالكترونية في 3 آب / أغسطس إلى أن عددا من المغاربة الشباب نشروا دليلا بعنوان "قضايا الجندر والنسوية في المغرب" بالعامية المغربية بهدف "تبسيط المفاهيم المتعلقة بالنوع الاجتماعي". وتحدث منسق المشروع أن الدليل يتطلع إلى عرض أهم المكاسب القانونية التي حققتها نضالات الحركة النسوية في المغرب والتعرف على أوجه القصور والتحديات التي تحول دون تحقيق المساواة الكاملة بين الجنسين. كما يهدف إلى تحديد جميع أشكال العنف ضد المرأة أو العنف القائم على النوع الاجتماعي، بالإضافة إلى تمكين النساء الضحايا بالآليات والخطوات التي يجب اتخاذها بموجب القانون.

The Egyptian Ministry of State for Emigration and Egyptian Expatriate Affairs is preparing to launch a summitfor Egyptian students studying abroad on August 10. Environment

A number of young Algerians participated in an emergency initiative in the East to put out the wildfires in Al-Wahsh Mountain forests, causing tremendous losses in tens of hectares of trees and many animals. It is worth noting that many young Algerians went from different areas to offer their support, having participated in putting out various wildfires in the past. 

The Innovation Center at the Dubai Electricity and Water Authority held a virtual workshop on August 8, attended by 3488 young Emiratis. The workshop discussed the best practices to preserve the environment and natural resources. It also delved into the importance of youth empowerment into this sector and to engage them in various programs and initiatives in that regard.

COVID-19

VDL News reported on August 3 that the Delta variant of the Coronavirus is spreading alarmingly in Lebanon and that hospitals are completely overfilled. One doctor spoke to VDL News that the numbers are likely to increase as the country enhanced its testing efforts, clarified that the Coronavirus sections at the hospitals do not have any vacant beds. The doctor added that youth, in specific, constitute the vast majority of the patients. He indicated that those who received the Sinopharm vaccine are especially susceptible to the Delta variant’s symptoms. 

Dr. Kamel Janouhat, the director of the Central Laboratories and the National Society of Immunology, indicated that 30% of COVID-19 patients in Algerian hospitals and 25% of deaths are youth under 45 years old, as reported by Ennahar Online on August 5. Janouhat added that there is a weakness in early diagnosis due to the varying symptoms accompanying the Delta variant along with misinformation which causes people to refrain from going to the hospitals, thus worsening their health conditions.  

A group of young Algerians in Bab Alwadi in the capital city launched an initiative to purchase oxygen generators and concentrators to the hospitals in the city. The initiative aims to rescue as many COVID-19 patients as possible, who are suffering from the severe deficiency of oxygen in the hospitals of the city. It is worth noting that the initiative managed to collect enough donations to buy an oxygen generator (at $280,000) for the University Hospital while the rest of the money will be used to buy oxygen concentrators ($900 a piece).

أفاد موقع صوت لبنان في 3 آب / أغسطس أن متحور دلتا من فيروس كورونا ينتشر بشكل مقلق في لبنان وأن المستشفيات ممتلئة بالكامل. تحدث أحد الأطباء للموقع أن الأرقام من المرجح أن تزداد مع تعزيز الدولة لجهودها في فحص المواطنين، وأوضح أن أقسام فيروس كورونا في المستشفيات لا تحتوي على أي أسرة شاغرة. وأضاف الطبيب أن الشباب، على وجه التحديد، يشكلون الغالبية العظمى من المرضى. وأشار إلى أن أولئك الذين تلقوا لقاح سينوفارم معرضون بشكل خاص لأعراض متحور دلتا.

أشار الدكتور كامل جنوحات، رئيس المخابر المركزية والجمعية الوطنية لعلم المناعة، إلى أن 30٪ من مرضى فايروس كورونا في المستشفيات الجزائرية بالإضافة إلى 25٪ من الوفيات هم من الشباب دون سن 45 عامًا، حسبما أفاد موقع النهار أون لاين في 5 آب / أغسطس. وأضاف جنوحات أن هناك ضعفًا في التشخيص المبكر بسبب اختلاف الأعراض المصاحبة لمتحور دلتا إلى جانب المعلومات الخاطئة التي تجعل الناس يمتنعون عن الذهاب إلى المستشفيات، مما يؤدي إلى تفاقم ظروفهم الصحية.

أطلقت مجموعة من الشباب الجزائري في باب الوادي بالعاصمة مبادرة لشراء مولدات أكسجين ومكثفات لمستشفيات المدينة. وتهدف هذه المبادرة إلى إنقاذ أكبر عدد ممكن من مرضى فايروس كورونا الذين يعانون من نقص حاد في الأكسجين في مستشفيات المدينة. وتجدر الإشارة إلى أن المبادرة نجحت في جمع تبرعات كافية لشراء مولد أكسجين (الذي يقدر ثمنه بـ 280 ألف دولار) لمستشفى الجامعة، بينما سيُستخدم المبلغ المتبقي في شراء مكثّفات الأكسجين (900 دولار لكل مكثف).

Politics and Political Engagement

Russia Today reported on July 30 that youth members in Ennahda political party issued a statement urging their party leadership to dissolve the executive office for their failure to meet the demands of Tunisians. The statement asserted that this current difficult situation is integral for the future of Tunisia, and that “it is well-known that our party has been a major player in it, which propels us to take difficult decisions, whether from the point of view of taking responsibility, to avoid making the same mistakes, and to respond to the public pressures.” The statement made five key points: (1) maintaining the values of the Tunisian Revolution, utilizing dialogue as the only option to overcome the crisis by returning to the elected constitutional institutions and resuming their work as soon as possible; (2) urging the Ennahda leadership to take responsibility in failing to meet the demands of the Tunisian people and to understand the public anger; (3) calling on the National Consultative Council to assume its responsibility and to immediately dissolve the party’s executive office and assign a crisis committee capable of dealing with the acute situation in Tunisia to ensure a speedy return to the activity of constitutional institutions; (4) calling on the Speaker of the Parliament to give priority to the national interest and take the necessary measures to ensure that the Parliament returns to its normal functions; and (5) demanding that the party interacts positively with any political initiative that will bring the country out of its stifling crisis, under the umbrella of the law and constitutional institutions.

The Tunisian President Kais Saied spoke on July 31 that an official in one of the political parties distributedmoney, in an oblique manner, to a number of young people to carry out looting, theft, and assault on private and public properties.

The Palestinian Youth Movement (PYM) issued a statement urging PayPal to scrap working with the Anti-Defamation league (ADL) for its anti-Palestinian and Islamophobic track record. The statement added that the ADL has “a long and uninterrupted track record of working to censor and punish Palestinians, Arabs and Muslims for speaking out or organizing for Palestinian liberation.” PayPal had recently announced a partnership with ADL to investigate how extremist and hate movements use its financial platforms. However, PYM believes that such investigations are likely to result in the targeting of pro-Palestinian spaces, given ADL’s track record of doing exactly that. 

Almayadeen reported on July 29 that 11 youth organizations from Palestine, Turkey, Iran, Lebanon, Syria, and Yemen held a virtual conference titled “Occupied Palestine” organized by the World Anti-Imperialist Youth Union (WAYU). During the conference, participants affirmed their stance in support of the Palestinian cause, adding that the Palestinian cause is a collective cause for everyone around the world who advocates against exploitation and imperialism. 

The Opinions without Borders for Sustainable Development Center began its training program titled “Democracy, Civic Participation, and Needs Identification Tools” in Jarash, Jordan for three days, starting on July 31. The training includes various components, including introduction to civic participation, identification and analysis of stakeholders, democracy and citizenship, needs assessment, and a discussion session on the quarterly plans of youth centers.

The Qurayyat Youth Gathering, in As-Suwayda governorate in Syria, issued a statement that it is working for community peace and refuses any escalations with armed oppositions in Daraa. The statement added “we cannot accept any Iranian project in the region, nor any project of any of the Iranian arms. Our compass is Syria.” 

A youth group in Hadramout Valley, Yemen, announced that they intend to escalate popularly, in refusal to hold the sessions of the outgoing Yemeni parliament in Seiyun. The youth group also protested the current livelihood and economic conditions along with the lack of public services.

أفاد موقع قناة روسيا اليوم في 30 تموز / يوليو أن أعضاء شباب في حزب النهضة السياسي في تونس أصدروا بياناًحث فيه قيادة الحزب على حل المكتب التنفيذي لفشلهم في تلبية مطالب التونسيين. وأكد البيان أن هذا الوضع الصعب الحالي جزء لا يتجزأ من مستقبل تونس، وأنه "من المعروف أن حزبنا كان عنصرا رئيسيا فيه، وهو ما يدفعنا لاتخاذ قرارات صعبة، سواء من حيث تحمل المسؤولية وتجنب ارتكاب نفس الأخطاء والاستجابة لضغوط المواطنين". وأشار البيان إلى خمس نقاط رئيسية: (1) الحفاظ على قيم الثورة التونسية، واستخدام الحوار كخيار وحيد لتجاوز الأزمة من خلال العودة إلى المؤسسات الدستورية المنتخبة واستئناف عملها في أسرع وقت ممكن؛ (2) حث قيادة النهضة على تحمل المسؤولية في عدم تلبية مطالب الشعب التونسي وفهم الغضب الشعبي؛ (3) دعوة المجلس الاستشاري الوطني لتحمل مسؤولياته وحل المكتب التنفيذي للحزب فوراً وتكليف لجنة أزمات قادرة على التعامل مع الوضع المتأزم في تونس لضمان العودة السريعة لنشاط المؤسسات الدستورية؛ (4) دعوة رئيس مجلس النواب لإعطاء الأولوية للمصلحة الوطنية واتخاذ الإجراءات اللازمة لضمان عودة البرلمان إلى وظائفه العادية؛ و (5) مطالبة الحزب بالتفاعل الإيجابي مع أي مبادرة سياسية تخرج البلاد من أزمتها الخانقة تحت مظلة القانون والمؤسسات الدستورية.

تحدث الرئيس التونسي، قيس سعيد، في 31 تموز / يوليو عن قيام مسؤول في أحد الأحزاب السياسية بتوزيعالأموال بشكل مخفي على عدد من الشباب للقيام بأعمال نهب وسرقة واعتداء على الممتلكات الخاصة والعامة.

أصدرت حركة الشباب الفلسطيني بيانًا حثت فيه شركة بيبال (PayPal) على إلغاء العمل مع رابطة مكافحة التشهير (ADL) لسجلها المناهض للفلسطينيين والمسلمين. وأضاف البيان أن للرابطة "سجل حافل ومتواصل من العمل على الرقابة ومعاقبة الفلسطينيين والعرب والمسلمين بسبب التحدث علنا أو تنظيمهم من أجل التحرير الفلسطيني". وأعلنت بيبال مؤخرًا عن شراكة مع الرابطة للتحقيق في كيفية استخدام الحركات المتطرفة والكراهية لمنصاتها المالية. ومع ذلك، تعتقد حركة الشباب الفلسطيني أن مثل هذه التحقيقات من المرجح أن تؤدي إلى استهداف المساحات المؤيدة للفلسطينيين، بالنظر إلى سجل الرابطة في القيام بذلك.

بدأ مركز آراء بلا حدود للتنمية المستدامة برنامجه التدريبي بعنوان "الديمقراطية، والمشاركة المدنية، وأدوات تحديد الاحتياجات" في جرش في الأردن لمدة ثلاثة أيام، ابتداءً من 31 تموز. يشمل التدريب على مكونات مختلفة، بما في ذلك مقدمة عن المشاركة المدنية، وتحديد وتحليل أصحاب المصلحة، والديمقراطية والمواطنة، وتقييم الاحتياجات، وجلسة مناقشة حول الخطط الفصلية لمراكز الشباب.

أصدر تجمع شباب القريات بمحافظة السويداء بيانا مفاده أنه يعمل من أجل السلام المجتمعي ويرفض أي تصعيد مع المعارضة المسلحة في درعا. وأضاف البيان "لا يمكننا قبول أي مشروع إيراني في المنطقة ولا أي مشروع لأي سلاح إيراني. وبوصلتنا هي سوريا".

أعلنت مجموعة شبابية في وادي حضرموت باليمن عن عزمها التصعيد شعبيا، رافضة عقد جلسات البرلمان اليمني المنتهية ولايته في سيئون. كما احتج الشباب على الظروف المعيشية والاقتصادية الحالية إلى جانب نقص الخدمات العامة.

Economics and Entrepreneurship

Zaman reported on July 25 that Turkish youth with university degrees are drowning in unemployment, regardless of their high qualifications. Citing a report from Oxygen newspaper from Turkey, many young Turks cannot find jobs to establish a stable life, and those who do find jobs, they have to be content with minimum wage or very low salaries. Many of the interviewed Turkish youth explained that their friend who emigrated to other countries, such as Germany, earn as much as four times as they do while working in the same jobs. 

Aljazeera published an article by Patricia Sabga, on July 26, titled “An Economic Recipe for Unrest Ignites in Tunisia.” Sabga states that there are some economic factors in Tunisia that could ignite the ongoing political unrest, including lack of opportunities for youth, debt, a broken social contract, and the pressures accompanying the COVID-19 pandemic. The Tunisian economy shrank 8.6% in 2020 along with another 3% in the first 3 months of 2021, hitting tourism and manufacturing sectors terribly. Unemployment increased to reach 17.8% while youth unemployment is estimated at 36% as of the end of 2020. With government debt at 88% of its GDP, Tunisia could have benefited from an IMF bailout; however, the negotiations stalled. 

Alroeya published a report on July 28 in which it discussed Ennahda’s marginalization of Tunisia youth. Interviewed youth for the report indicated that unemployment rates increased, corruption became more prevalent, and health and education deteriorated. The Tunisian National Institute for Statistics stated that there are currently around 742,000 unemployed Tunisian youth. Many of the interviewed youth added that they tried to start entrepreneurial projects, but they were faced with lengthy, corrupt, and vague processes, stating that Ennahda had a major say public sector appointments. 

Khaleej Times reported on July 28 that a 28-year old Arab man set up a $1.5 billion business in Dubai, which was hailed by the Dubai authorities. The new company, Swvl, is the first Middle East $1.5 start-up to be listed on Nasqad US. 

The National Council for Women’s branch in the Red Sea Governorate, in Egypt, implemented an awareness meeting titled “Financial Inclusion and Introducing Bank Services”. The meeting discussed financial inclusion and services provided by the banking sector, especially for women, in terms of opening accounts, credit cards, electronic wallets, lending, financing, and money transfer services, with the aim of empowering and supporting women economically and financially through financial education and direct communication with women and knowledge of various banking services.

The Governor of Al-Dahlaqiyah, Egypt, announced that the governorate will distribute the 152nd installment from the interest-free loan account of the Youth Graduate Employment System, for the June 2021 installment, for a total of 791 thousand Egyptian Pounds distributed over 14 local units in the governorate’s centers and cities. The Governor added that 44 young men and women benefited from the installment to implement their projects.

الاقتصاد وريادة الأعمال

ذكر موقع صحيفة زمان في 25 تموز / يوليو أن الشباب الأتراك الحاصلين على شهادات جامعية يغرقون في البطالة، بغض النظر عن مؤهلاتهم العالية. نقلاً عن تقرير من صحيفة الاكسجين التركية، حيث ما زال العديد من الشباب الأتراك يعجزون على الحصول على وظائف لتأسيس حياة مستقرة، وأولئك الذين يجدون وظائف، فإنه يحب عليهم الاكتفاء بالحد الأدنى للأجور أو رواتب منخفضة للغاية. وأوضح العديد من الشباب الأتراك الذين تمت مقابلتهم أن أصدقاءهم الذين هاجروا إلى بلدان أخرى، مثل ألمانيا، يكسبون ما يصل إلى أربعة أضعاف ما يكسبونه أثناء العمل في نفس الوظائف.

نشر موقع قناة الجزيرة مقالاً بقلم باتريشيا سابجا، في 26 تموز / يوليو، بعنوان "وصفة اقتصادية للاضطرابات تشتعل في تونس". تقول سابجا إن هناك بعض العوامل الاقتصادية في تونس التي يمكن أن تشعل الاضطرابات السياسية المستمرة، بما في ذلك قلة الفرص للشباب، والديون، وانهيار العقد الاجتماعي، والضغوط المصاحبة لجائحة فايروس كورونا. وكان الاقتصاد التونسي قد انكمش بنسبة 8.6٪ في عام 2020 إلى جانب 3٪ أخرى في الأشهر الثلاثة الأولى من عام 2021، مما أضر بقطاعي السياحة والصناعة بشكل رهيب. وارتفعت نسبة البطالة لتصل إلى 17.8٪ بينما قُدرت بطالة الشباب بنسبة 36٪ بنهاية عام 2020. ومع بلوغ الدين الحكومي 88٪ من ناتجها المحلي الإجمالي، كان من الممكن أن تستفيد تونس من خطة إنقاذ من صندوق النقد الدولي؛ ومع ذلك، فإن المفاوضات مع الصندوق كانت قد توقفت.

ذكرت صحيفة خليج تايمز في 28 تموز / يوليو أن شابا عربيًا يبلغ من العمر 28 عامًا أسس شركة بقيمة 1.5 مليار دولار في دبي، وهو ما أشادت به سلطات دبي. الشركة الجديدة، Swvl، هي أول شركة ناشئة في الشرق الأوسط يتم إدراجها في ناسكاد الولايات المتحدة بقيمة 1.5 دولار أمريكي.

نفذ فرع المجلس القومي للمرأة بمحافظة البحر الأحمر بمصر لقاء توعوي بعنوان "الشمول المالي والتعريف بالخدمات المصرفية". ناقش الاجتماع الشمول المالي والخدمات التي يقدمها القطاع المصرفي، وخاصة للنساء، من حيث فتح الحسابات، والبطاقات الائتمانية، والمحافظ الإلكترونية، والإقراض، والتمويل، وخدمات تحويل الأموال، بهدف تمكين المرأة ودعمها اقتصاديًا وماليًا من خلال التثقيف المالي والتواصل المباشر مع النساء والتعريف بالخدمات المصرفية المختلفة.

أعلن محافظ الدهلقية في مصر أن المحافظة ستوزع الدفعة 152 من حساب القرض بدون فوائد الخاص بنظام توظيف الشباب الخريجين، دفعة شهر حزيران / يونيو 2021، بمبلغ إجمالي قدره 791 ألف جنيه موزعة على 14 وحدات محلية في مراكز ومدن المحافظة. وأضاف المحافظ أن 44 شابا وشابة استفادوا من الأقساط لتنفيذ مشاريعهم.

Conflict

The Middle East Monitor indicated that the Israeli forces injured a young Palestinian and arrested two others in the occupied West Bank, as reported by Anadolu Agency. The report highlights that the Israeli forces set a trap for the three Palestinians and opened fire on them. The report concludes that about 4,850 Palestinians are held in Israeli prisons, including 41 women, 225 children, and 540 administrative detainees.  

On July 30, Alquds News reported that the Israeli forces have been arresting Palestinian youth and harassing them in order to discourage them from participating in any movement or private political activity in the 48 territories, while deliberately preventing them from meeting their lawyers after arrest, without any compliance with international and humanitarian norms. A defense lawyer spoke that there is “no documentation to what happens to the detainee during the investigation. They are denied their basic rights; they cannot meet with their lawyers; and they can be denied food, water, light, and even sleep for weeks.” 

Middle East Eye indicated on July 30 that Israeli forces shot and killed a Palestinian youth in Beit Ummar town in the West bank, less than 24 hours after soldiers killed a 12-year-old boy in the same town. The young man was killed by Israeli forces who attacked during the funeral procession of the boy who was killed the day before. The 12-year-old boy was in fact shot dead when Israeli soldiers shot at his family’s car, as they were returning home from grocery shopping. 

The Middle East Monitor reported on July 31 that at least 270 Palestinians were wounded in a violent Israeli crackdown on protests in the occupied West Bank. The report adds that 7 Palestinians were injured with live bullets and 50 others with rubber-coated metal bullets while the rest were suffocated by tear gas or fell while being chased by Israeli soldiers and suffering broken limbs. 

Human Rights Watch reported on July 27 that a Saudi court sentenced a Sudanese journalist to four years in prison last month for “insulting the state’s institutions and symbols” and “negatively speaking about the kingdom’s policies” among other vague charges. This could be related to the journalist’s tweets and media interviews in which he supported the 2018-2019 Sudanese revolution and criticized Saudi’s actions in Sudan and in Yemen. The Middle East director at Human Rights Watch indicated that jailing the journalist on such charges reflect more negatively on Saudi Arabia than “anything the journalist ever posted.” The report added that the journalist was arrested in the airport in Jeddah on April 19, detailed in a police station for 20 days, and transferred to a detention center in Mecca, during which he was denied access to a lawyer or any legal representation at his trial. He was also denied the chance to defend himself during his trial. 

Chatham House published a report on July 30 titled “Middle East: A Drug Addict in The Family”. The report highlights that Iran has about 5 million drug users, according to the Fars News Agency, one of the highest rates of opiate addiction in the world. In 2019, 5.4% of Iranian adults were addicts, but experts believe that the real figure is higher. The report adds that with the cancelation of the nuclear deal in 2018 along with the ongoing pandemic, poverty increased in Iran and youth unemployment stands at 17%, and many young Iranians seek escape in drugs. Iran imposes harsh sentences on drug users, which can vary between service life sentences and even facing the death penalty.

أشار موقع ميدل إيست مونيتور إلى أن القوات الإسرائيلية أصابت شاباً فلسطينياً واعتقلت اثنين آخرين في الضفة الغربية المحتلة، وفق ما أوردته وكالة الأناضول. وأوضح التقرير أن القوات الإسرائيلية نصبت فخا للفلسطينيين الثلاثة وأطلقت النار عليهم. ويخلص التقرير إلى أن نحو 4850 فلسطينيًا محتجزون في السجون الإسرائيلية، بينهم 41 سيدة، و225 طفلاً، و540 معتقلاً إدارياً.

أفاد موقع صحيفة القدس نيوز، في 30 تموز / يوليو، بأن القوات الإسرائيلية تعتقل الشباب الفلسطينيين وتتحرش بهم من أجل ثنيهم عن المشاركة في أي حركة أو نشاط سياسي خاص في المناطق الـ 48، مع تعمد منعهم من الحديث مع محاميهم بعد الاعتقال، دون أي التزام بالمعايير الدولية والإنسانية. وقال محامي الدفاع إنه "لا يوجد توثيق لما يحدث للمعتقل أثناء التحقيق. إنهم محرومون من حقوقهم الأساسية؛ لا يمكنهم مقابلة محاميهم؛ ويمكن حرمانهم من الطعام والماء والضوء وحتى النوم لأسابيع ".

أشار موقع ميدل إيست آي في 30 تموز / يوليو إلى أن القوات الإسرائيلية أطلقت النار وقتلت شابًا فلسطينيًا في بلدة بيت عمر بالضفة الغربية، وذلك بعد أقل من 24 ساعة من قتل الجنود لطفل يبلغ من العمر 12 عامًا في نفس البلدة. واستشهد الشاب بنيران قوات الاحتلال الإسرائيلي التي هاجمت أثناء تشييع جنازة الطفل الذي استشهد في اليوم السابق. وفي الحقيقة، قُتل الطفل البالغ من العمر 12 عامًا عندما أطلق الجنود الإسرائيليون النار على سيارة عائلته أثناء عودتهم إلى المنزل من شراء حاجيات المنزل.

أفاد موقع "ميدل إيست مونيتور" في 31 تموز / يوليو أن ما لا يقل عن 270 فلسطينياً أصيبوا في هجمة إسرائيلية عنيفة على المحتجين في الضفة الغربية المحتلة. وأضاف التقرير أن 7 فلسطينيين أصيبوا بالرصاص الحي و50 آخرين بالرصاص المعدني المغلف بالمطاط، فيما أصيب الباقون بالاختناق بالغاز المسيل للدموع أو سقطوا أثناء مطاردتهم من قبل جنود الاحتلال وأصيبوا بكسور مختلفة. 

ذكرت منظمة هيومان رايتس ووتش في 27 تموز / يوليو أن محكمة سعودية حكمت على صحفي سوداني بالسجن أربع سنوات في الشهر الماضي بتهمة "إهانة مؤسسات الدولة ورموزها" و "التحدث بشكل سلبي عن سياسات المملكة" من بين تهم غامضة أخرى. وقد يكون هذا مرتبطًا بتغريدات الصحفي والمقابلات الإعلامية التي أيد فيها الثورة السودانية 2018-2019 وانتقد سياسات السعودية في السودان واليمن. وأشار مدير منطقة الشرق الأوسط لهيومن رايتس ووتش إلى أن سجن الصحفي بهذه التهم ينعكس سلباً على السعودية أكثر من "أي شيء نشره الصحفي على الإطلاق". وأضاف التقرير أن الصحفي اعتقل في مطار جدة في 19 نيسان / أبريل وتم حجزه في مركز للشرطة لمدة 20 يومًا، ونُقل بعد ذلك إلى مركز احتجاز بمكة المكرمة، حيث مُنع من الاتصال بمحام أو تم حرمانه من أي تمثيل قانوني في جلسة المحاكمة، كما حُرم من فرصة الدفاع عن نفسه أثناء محاكمته أيضا.

نشر تشاذام هاوس تقريرا في 30 تموز / يوليو بعنوان "الشرق الأوسط: مدمن مخدرات في الأسرة". يسلط التقرير الضوء على أن إيران لديها حوالي 5 ملايين متعاطي للمخدرات، وفقًا لوكالة أنباء فارس، وهي واحدة من أعلى معدلات إدمان المواد الأفيونية في العالم. ففي عام 2019، كان 5.4٪ من البالغين الإيرانيين مدمنين، لكن الخبراء يعتقدون أن الرقم الحقيقي أعلى من ذلك. ويضيف التقرير أنه مع إلغاء الاتفاق النووي في 2018 إلى جانب تفشي جائحة كورونا، فقد ازداد الفقر في إيران وبلغت بطالة الشباب 17٪، ويسعى الكثير من الشباب الإيراني للهروب من المخدرات. وتفرض إيران عقوبات قاسية على متعاطي المخدرات، والتي يمكن أن تتراوح بين عقوبة السجن المؤبد وحتى عقوبة الإعدام.

Development

The Arab Youth Center is currently implementing its “Podcast Training Program for Arab Youth” to train young men and women with the latest professional skills they need to produce audio digital content and to benefit from the continuous rise of podcasts in the Arab region and the world. The first phase, which was launched on August 1, includes all 100 participants distributed into 20 groups to be trained on 3 main components: the characteristics of a successful podcast producer, the establishment of a recording studio at home, and the arts of voiceover, to end with about 100 podcast episodes produced by the participants in the program, which will be evaluated to determine who will pass to the next phase. 

Alanbat reported on July 26 that the Jarash Youth Directorate in Jordan launched the activities of the Hussein Camps for Work and Building in its youth centers, starting with the activities of the scouts, counsellors, and voluntary works camps, with the participation of 47 young men and women. These activities aim to instate the values of voluntary work and enhance their skills and knowledge. 

The Balqa Youth Center in Jordan concluded on July 29 a rescue training camp for 16 young men aged 15-17. The camp looked to enhance youth’s skills in public safety, first aid, and response to emergencies. The training was provided by the Civil Defense Directorate. 

On July 27, Alwafd reported that the Ministry of Youth and Sports’ directorate in Al-Sharqiyah, Egypt, implemented a training program to raise the awareness of youth on the dangers of fire and how to respond quickly. The training focused on the different incidents that could cause fire, how to respond, and how to aid others in need for help. 

The Egyptian National Institute for Communication, in collaboration with the Ministry of Communication and Information Technology, announced the Egyptian Youth Digital Grant. The grant aims to prepare graduates for the job market, especially in the digital sector. The Institute announced the opening for registration, provided that the candidate is Egyptian, graduated from a university after 2012, does not have other commitments, and passes all examinations. 

The Youth and Sports Directorate in Alexandria, Egypt, in collaboration with GIZ, began implementing a TOT and capacity building exercises under the project “Youth against Harassment”. The project is training 30 young men and women until August 1, and it aims to prepare a youth cohort to raise awareness about harassment cases and GBV. 

The General Secretary of the Eradet Jeel Political Party in Egypt announced the start of training sessions to prepare youth for the job market, the first of which was launched on July 31 at the party headquarters in Cairo. It included training on personal interviews, CV writing, the job market, how to start a project, strategic planning, advocacy, negotiation, dialogue and persuasion, problem solving, and research.

يقوم مركز الشباب العربي حاليًا بتنفيذ "برنامج تدريب البودكاست للشباب العربي" لتدريب الشباب والشابات على أحدث المهارات المهنية التي يحتاجونها لإنتاج محتوى صوتي رقمي والاستفادة من الاهتمام المتزايد والمستمر للبودكاست في المنطقة العربية والعالم.  وشملت المرحلة الأولى، التي تم إطلاقها في الأول من آب / أغسطس، على جميع المشاركين المائة الذين تم توزيعهم على 20 مجموعة ليتم تدريبهم على 3 مكونات رئيسية: خصائص منتج البودكاست الناجح، وإنشاء استوديو تسجيل في المنزل، وفنون التعليق الصوتي، لتنتهي بحوالي 100 حلقة بودكاست ينتجها المشاركون في البرنامج، والتي سيتم تقييمها لتحديد من سينتقل إلى المرحلة التالية.

أفاد موقع صحيفة الأنباط في 26 تموز / يوليو أن مديرية شباب جرش في الأردن أطلقت فعاليات معسكرات الحسين للعمل والبناء في مراكزها الشبابية، بدءاً بأنشطة الكشافة والمرشدين ومخيمات العمل التطوعي بمشاركة 47 شاباً وامرأة. وتهدف هذه الأنشطة إلى ترسيخ قيم العمل التطوعي وتعزيز مهاراتهم ومعارفهم.

اختتم مركز شباب البلقاء في الأردن في 29 تموز / يوليو معسكر تدريب على الإنقاذ لـ 16 شاباً تتراوح أعمارهم بين 15 و17 عاماً. سعى المعسكر إلى تعزيز مهارات الشباب في مجال السلامة العامة والإسعافات الأولية والاستجابة لحالات الطوارئ. وتم تقديم التدريب من قبل مديرية الدفاع المدني.

أفاد موقع الوفد في 27 تموز / يوليو أن مديرية الشباب والرياضة بمحافظة الشرقية بمصر نفذت برنامجا تدريبيا لتوعية الشباب بأخطار الحريق وكيفية الاستجابة السريعة. وركز التدريب على الحوادث المختلفة التي يمكن أن تتسبب في نشوب حريق، وكيفية الرد، وكيفية مساعدة الآخرين المحتاجين للمساعدة.

أعلن المعهد القومي المصري للاتصالات، بالتعاون مع وزارة الاتصالات وتكنولوجيا المعلومات، عن المنحة الرقمية للشباب المصري. تهدف المنحة إلى إعداد الخريجين لسوق العمل وخاصة في القطاع الرقمي. أعلن المعهد عن فتح باب التسجيل، بشرط أن يكون المرشح مصريًا، وتخرج من إحدى الجامعات بعد عام 2012، ولديه الامكانية بالتفرغ التام، واجتياز جميع الامتحانات الأولية.

بدأت مديرية الشباب والرياضة في الإسكندرية في مصر، بالتعاون مع الوكالة الألمانية للتعاون الدولي، في تنفيذ تمارين تدريب المدربين وبناء القدرات في إطار مشروع "الشباب ضد التحرش". ويقوم المشروع بتدريب 30 شاب وشابة حتى الأول من آب / أغسطس، ويهدف إلى إعداد مجموعة من الشاب القادر على التوعية بقضايا التحرش والعنف القائم على النوع الاجتماعي.

أعلن الأمين العام لحزب إرادة جيل السياسي في مصر عن بدء الدورات التدريبية لإعداد الشباب لسوق العمل، والتي انطلقت أولها يوم 31 من تموز / يوليو في مقر الحزب بالقاهرة. وشمل التدريب على المقابلات الشخصية، وكتابة السيرة الذاتية، وسوق العمل، وكيفية بدء المشاريع، والتخطيط الاستراتيجي، والدعوة والمناصرة، والتفاوض، والحوار والإقناع، وحل المشكلات، والبحث السريع.

Education

Hezha Barzani wrote an article for the Atlantic Council titled “An “Illiterate Generation”—One of Iraq’s Untold Pandemic Stories.” In this article, Barzani highlights major implications of the COVID-19 crisis in Iraq, but he shifts the discussion to focus on youth education as one of several untold stories. Barzani indicates that school closures have had a direct negative impact on approximately 7 million Iraqi children, and when taking in consideration the years of violent conflicts students had to endure, the issue requires immediate attention – especially given the potential for “an entire illiterate generation.” Barzani concludes that there are several necessary measures to be taken, including increasing spending in the education sector.

كتب هزا بارزاني مقالاً للمجلس الأطلسي بعنوان "جيل أمي" - إحدى قصص الوباء التي لا تنقل في العراق. في هذا المقال، يسلط بارزاني الضوء على الآثار الرئيسية لأزمة فايروس كورونا في العراق، وينقل النقاش إلى التركيز على تعليم الشباب كواحدة من عدة قصص غير مروية. ويشير بارزاني إلى أن إغلاق المدارس كان له تأثير سلبي مباشر على ما يقرب من 7 ملايين طفل عراقي، وعند الأخذ في الاعتبار سنوات الصراعات العنيفة التي كان على الطلاب تحملها، فإن هذه القضية تتطلب اهتمامًا فوريًا - لا سيما بالنظر إلى إمكانية وجود "جيل أمي بأكمله." ويخلص بارزاني إلى أن هناك العديد من الإجراءات الضرورية التي يجب اتخاذها، بما في ذلك زيادة الإنفاق في قطاع التعليم.

Environment

The World Bank announced that its support to MENA region has exceeded US$4.75 billion in fiscal year 2021 as part of its global response to the COVID-19 pandemic. As part of its operations, the World Bank as dedicated $200 million in Egypt for initiatives to reduce air pollution in Greater Cairo; a $500 million operation in Jordan to spur climate-smart public and private investment and help accelerate recovery, create more jobs, and strengthen green growth opportunities; a $250 million in Morocco to support the economic inclusion of youth in rural areas and improve the marketing efficiency and environmental sustainability of agri-food value chains; and $300 million for cash transfers for vulnerable households and children in Tunisia. 

Addustour reported on July 27 that many volunteers from the All Jordan Youth Commission in Jarash participated in a national campaign to preserve the forests, under the title of “With our Efforts, we Can Protect our Environment.” Many civil society organizations, along with private and public sector institutions participated in the campaign as well. 

Albilad Daily indicated on July 27 that the general manager of the Ministry of Environment, Water, and Agriculture’s branch in Mecca asserted that agricultural tourism is a major project that will contribute to Saudi’s Vision 2030 and that it will provide job opportunities for youth and local families.

أعلن البنك الدولي أن دعمه لمنطقة الشرق الأوسط وشمال إفريقيا قد تجاوز 4.75 مليار دولار أمريكي في السنة المالية 2021 كجزء من استجابته العالمية لجائحة فايروس كورونا. وكجزء من عملياته، خصص البنك الدولي 200 مليون دولار في مصر لمبادرات للحد من تلوث الهواء في القاهرة الكبرى؛ ومشروع بقيمة 500 مليون دولار في الأردن لتحفيز الاستثمارات العامة والخاصة الذكية مناخياً والمساعدة في تسريع الانتعاش، وخلق المزيد من فرص العمل، وتعزيز فرص النمو الأخضر؛ و250 مليون دولار في المغرب لدعم الإدماج الاقتصادي للشباب في المناطق الريفية وتحسين كفاءة التسويق والاستدامة البيئية لسلاسل القيمة الغذائية الزراعية؛ و300 مليون دولار للتحويلات النقدية للأسر والأطفال المستضعفين في تونس.

ذكرت صحيفة الدستور في 27 تموز / يوليو أن العديد من المتطوعين من هيئة شباب كلنا الأردن في جرش شاركوا في حملة وطنية للحفاظ على الثروة الحرجية، تحت عنوان "بهمتنا نحمي بيئتنا". كما شارك في الحملة العديد من منظمات المجتمع المدني إلى جانب مؤسسات القطاعين العام والخاص.

أشار موقع البلاد ديلي في 27 تموز / يوليو، إلى أن مدير عام وزارة البيئة والمياه والزراعة فرع مكة المكرمة أكد أن السياحة الزراعية مشروع كبير سيساهم في رؤية السعودية 2030 وسيوفر فرص عمل للشباب والأسر المحلية.

COVID-19

On July 31, the Iraqi Ministry of Health warned of an “epidemic disaster” in the event that Iraqis continue to fail to abide by the preventive measures to avoid contracting the Coronavirus and refrain from receiving the vaccines. A member of the support team for the Ministry of Health said, in a statement, that "the continuing high rates of infections and deaths, represent a rapid and unprecedented increase resulting from the rapid spread of the third wave." He added that Iraqi hospitals are filled with critical cases, many of whom are youth. 

Many Moroccan youth have been actively encouraging their peers to get vaccinated against the Coronavirus following the government’s announcement to begin the vaccination process for those under the age of 30. Moroccan youth are posting pictures of themselves receiving their shots with the hashtag (#nimshyo_nilqaho “let’s get vaccinated”).

فايروس كورونا

حذرت وزارة الصحة العراقية في 31 تموز / يوليو من "كارثة وبائية" في حال استمر العراقيون في عدم الالتزام بالإجراءات الوقائية لتجنب الإصابة بفيروس كورونا والامتناع عن تلقي اللقاحات. وقال عضو فريق الدعم لوزارة الصحة، في بيان، إن "استمرار ارتفاع معدلات الإصابات والوفيات يمثل زيادة سريعة وغير مسبوقة ناتجة عن الانتشار السريع للموجة الثالثة". وأضاف أن المستشفيات العراقية مليئة بالحالات الحرجة والكثير منهم من الشباب.

دأب العديد من الشباب المغربي على تشجيع أقرانهم على التطعيم ضد فيروس كورونا بعد إعلان الحكومة بدء عملية التطعيم لمن هم دون سن الثلاثين. وينشر الشباب المغربي صورهم وهم يتلقون جرعاتهم باستخدام الهاشتاغ (#نمشيو نلقحو).

Politics and Political Engagement

Egypt has recently established the “New Republic Youth Federation”, with politicians and researchers praising the move, according to a report by Dostor on July 18. Experts believe that the Federation will contribute to developing youth capacities at the national level and engage youth in national work, across various sectors. The report adds that the Federation is the future of Egypt and is another example of Egypt working toward youth engagement within the framework of its 2030 Vision. 

Almasry Alyoum reported on July 18 that the General Secretariat of the Humat Alwatan Party, Ahmad Al-Atifi, stated that youth empowerment is a top priority for their party. Al-Atifi added that the local councils’ elections are yet to be clarified because an electoral law is not finalized. Despite that, the party has been working on training youth to be prepared to run for elections as part of their capacity building to stand for parliamentary elections. 

Zeinab Ihsan, the national coordinator for the Movement of Progressive Democratic Youth, reiterated on July 20 the decision to separate from the United Socialist Party and to join the Democratic Left Federation. She added that the decision was powered by a majority vote by the youth in the central committee citing a number of points, most of which were administrative and that the bylaws of the Movement are separate from the political parties’ laws. She added that it is the goal of the Movement to unify the left, as change “cannot be achieved without unity with the honest activists, not with the fraudulent.”

Iran International reported on July 21 that 2 young Iranians died in the ongoing demonstrations over water shortages in Khuzestan to increase the tally to 5 people who lost their lives as the demonstrations continued for the sixth consecutive night. The report highlights that the two individuals were killed by security forces’ gunfire on Tuesday evening. Iran International stated that many of the injured protestors refused to go to hospitals to receive treatment in fears of getting arrested. 

A Moroccan youth activist spoke to Alquds, on July 22, indicating that youth must not continue on being victims to partisan leadership clashes. The young leader of the Youth Organization within the Popular Movement Party highlighted that while youth lists were abolished, youth do not feel that they lack the capacity or the morale to engage, enthusiastically and directly, in the upcoming elections. He called on Moroccan youth to continue with their struggle for leadership positions to fulfill their aspirations. He stated that there are not any official numbers to reveal the extent of political parties’ interest in youth, but “this phase will challenge the Moroccan democracy and the electoral platforms of political parties and their ability to attract youth, especially in marginalized rural areas.”

أفاد موقع المصري اليوم في 18 تموز / يوليو أن الأمانة العامة لحزب حماة الوطن، أحمد العطيفي، أكد على أن تمكين الشباب يمثل أولوية قصوى لحزبهم. وأضاف العطيفي أن انتخابات المجالس المحلية لم تتضح بعد لعدم استكمال قانون الانتخاب. وعلى الرغم من ذلك، يعمل الحزب على تدريب الشباب ليكونوا مستعدين لخوض الانتخابات كجزء من بناء قدراتهم للترشح للانتخابات النيابية في المستقبل. 

شددت زينب إحسان، المنسقة الوطنية لحركة الشباب الديمقراطي التقدمي، في 20 تموز / يوليو، على قرار فك الارتباط عن الحزب الاشتراكي الموحد والانضمام إلى فيدرالية اليسار الديمقراطي. وأضافت أن القرار جاء بأغلبية أصوات الشباب في اللجنة المركزية مستشهدة بعدد من النقاط أغلبها إداري وأن النظام الداخلي للحركة منفصل عن قوانين الأحزاب السياسية. وأضافت أن هدف الحركة هو توحيد اليسار، فالتغيير "لا يمكن تحقيقه بدون الوحدة مع النشطاء الشرفاء وليس مع من يقوم بالتدليس".

أفاد موقع إيران انترناشينال في 21 تموز / يوليو أن شابين إيرانيين لقيا مصرعهما في المظاهرات المستمرة بشأن شح المياه في خوزستان لترتفع الحصيلة إلى 5 أشخاص فقدوا حياتهم مع استمرار التظاهرات لليلة السادسة على التوالي. وأوضح التقرير أن الشخصين قتلا برصاص قوات الأمن مساء الثلاثاء. وذكر المصدر أن العديد من المتظاهرين المصابين رفضوا الذهاب إلى المستشفيات لتلقي العلاج خوفًا من تعرضهم للاعتقال.

تحدث ناشط شاب مغربي إلى صحيفة القدس العربي في 22 من تموز / يوليو مشيرا إلى أنه يجب ألا يستمر الشباب في الوقوع ضحية اشتباكات القيادات الحزبية. أبرز القيادي الشاب في منظمة الشباب داخل حزب الحركة الشعبية أنه في الوقت الذي ألغيت فيه القوائم الشبابية، لا يشعر الشباب بأنهم يفتقرون إلى القدرة أو الروح المعنوية للانخراط بحماس وبشكل مباشر في الانتخابات المقبلة. ودعا الشباب المغربي لمواصلة نضالهم نحو المناصب القيادية لتحقيق تطلعاتهم. وأوضح أنه لا توجد أي أرقام رسمية تكشف مدى اهتمام الأحزاب السياسية بالشباب، لكن “هذه المرحلة توجه تساؤلات نحو الديمقراطية المغربية والبرامج الانتخابية للأحزاب السياسية وقدرتها على استقطاب الشباب، خاصة في المناطق الريفية المهمشة. "

Economics and Entrepreneurship

The Director of the Youth Public Authority in Kuwait, Mashaal Al-Rabi’, indicated on July 24 that the training program for Kuwaiti female engineers serves to build the capacities of women to prepare them to work in the private sector. Al-Rabi’ spoke, amid the conclusion of the fourth edition of the program, that the program worked on refining the leadership and management skills of the participants in the field of engineering in order to help them succeed in their future jobs, noting that the program is one of the fruits of the cooperation of the Youth Public Authority with Limak.

Al-Tagheer Press reported on July 19 that the “Tamdeen Al-Shabab Organization” held a series of meetings with youth organizations to discuss its initiative for localizing humanitarian work. This initiative stems from its humanitarian, societal and national responsibility, and its belief that efforts to institutionalize humanitarian work and support local civil society institutions will be reflected in the doubling of community service and achieve more development efforts in Yemen. The meetings discussed youth’s roles in demanding the localization of humanitarian work, given that youth organizations often fall victims to small and short-term funding.

الاقتصاد وريادة الأعمال

أشارت مدير الهيئة العامة للشباب في الكويت، مشعل الربيع، في 24 تموز / يوليو، إلى أن البرنامج التدريبي للمهندسات الكويتيات يعمل على بناء قدرات النساء لإعدادهن للعمل في القطاع الخاص. وتحدث الربيع، على هامش ختام النسخة الرابعة للبرنامج، أن البرنامج عمل على صقل المهارات القيادية والإدارية للمشاركين في مجال الهندسة من أجل مساعدتهم على النجاح في وظائفهم المستقبلية، مشيراً إلى أن البرنامج هو إحدى ثمار تعاون الهيئة العامة للشباب مع شركة ليماك.

ذكرت صحيفة التغيير برس في 19 تموز / يوليو أن "منظمة تمدين الشباب" عقدت سلسلة لقاءات مع المنظمات الشبابية لمناقشة مبادرتها لتوطين العمل الإنساني. وتنطلق هذه المبادرة من مسؤوليتها الإنسانية والمجتمعية والوطنية، وإيمانها بأن جهود مأسسة العمل الإنساني ودعم مؤسسات المجتمع المدني المحلية ستنعكس في مضاعفة خدمة المجتمع وتحقيق المزيد من جهود التنمية في اليمن. وناقشت الاجتماعات دور الشباب في المطالبة بتوطين العمل الإنساني، بالنظر إلى أن المنظمات الشبابية غالبًا ما تقع ضحية للتمويل الصغير والقصير الأجل.

Conflict

The Algerian authorities refused a request by France to return 252 illegal immigrants who wanted to return to their families in Algeria, as reported by Le Parisien newspaper who was unsure as to why Algeria refused the request. Some media sources indicated that the Algerian authorities reviewed the request and evaluated the names, and it found that some young immigrants were identified as having conspired with intelligence bodies that Algeria considers as enemies. Le Parisien added that the 252 immigrants, aged 36 on average, are attempting to return to Algeria as part of the voluntary return processes, and they are waiting to be allowed to return. 

Mohammad Ereikat, the General Secretary for the Youth of Palestine Coalition, stated on July 19 that the Oslo Accords have unfair provisions against Palestine and give Israelis far more space than the Palestinians. Ereikat added that the provisions include controlling the final status negotiations, a provision on hot pursuit, a provision on transferring lands from “C” to “A”, a provision on economic and commercial control, and a provision on the movement between the West Bank and Gaza and the safe passage, all of which favor Israel, but Israel did not uphold these provisions either. 

Ayatollah Ali Khamenei spoke on July 19 that “Iran’s calls for the Islamic nation to pursue resistance is what the arrogant people worry about.” He added that the United States is trying to distort the efforts of the zealous youth in the axis of resistance in Iraq, Syria, Lebanon and other countries, by attributing their efforts and movements to Iran, adding that this is “an insult to the brave youth”.

TRT World indicated on July 19 that Israeli police assaulted young Palestinians at the Damascus Gate, one of the occupied East Jerusalem’s Old City gates. The report adds that young Palestinians gathered at the gate after more than a thousand Israeli settlers forced their way into the Al-Aqsa Mosque complex on Sunday. Israeli police attacked Palestinians with sound bombs and rubber bullets, and they beat some Palestinians and detained a few others.

France 24 reported on July 19 that Daesh (ISIS) claimed responsibility for a suicide bombing in a busy market in Sadr City in Baghdad ahead of Eid holiday celebrations, killing about 30 people and wounding 50 others. 8 women and 7 children were killed in the attack. Iraqi youth activists spoke loudly on social media against the attack, with many activists saying that “terrorism and the government’s failures keep on stealing our lives” and that “every Eid, there is a tragedy in Baghdad. It is impossible to celebrate like the rest of humanity. “

رفضت السلطات الجزائرية طلبا من فرنسا بإعادة 252 مهاجرا غير شرعي أرادوا العودة إلى عائلاتهم في الجزائر، وفق ما نقلته صحيفة لو باريزيان التي لم تكن متأكدة من سبب رفض الجزائر الطلب. وأشارت بعض المصادر الإعلامية الأخرى إلى أن السلطات الجزائرية راجعت الطلب وقامت بتقييم الأسماء، ووجدت أن بعض المهاجرين الشباب تم التعرف عليهم على أنهم تآمروا مع أجهزة استخباراتية تصنفها الجزائر ضمن خانة الأعداء. وأضافت لو باريزيان أن 252 مهاجرا، يبلغ متوسط أعمارهم 36 عاما، يحاولون العودة إلى الجزائر كجزء من عمليات العودة الطوعية، وينتظرون السماح لهم بالعودة.

صرح محمد عريقات، الأمين العام لائتلاف شباب فلسطين، في 19 تموز / يوليو، أن اتفاقية أوسلو تتضمن بنودا مجحفة بحق فلسطين وتعطي الإسرائيليين مساحة أكبر بكثير من الفلسطينيين. وأضاف عريقات أن البنود تشمل ضبط مفاوضات الوضع النهائي، وبندًا بشأن المطاردة الساخنة، وبندًا بشأن تحويل الأراضي من "ج" إلى "أ"، وبندًا بشأن السيطرة الاقتصادية والتجارية، وبندًا بشأن التنقل بين الضفة الغربية وغزة والممر الآمن، وكلها لصالح إسرائيل، لكن إسرائيل لم تلتزم بهذه الأحكام أيضًا.

أشار موقع قناة تي آر تي وورلد في 19 تموز / يوليو إلى أن الشرطة الإسرائيلية اعتدت على شبان فلسطينيين عند باب العامود، أحد بوابات البلدة القديمة في القدس الشرقية المحتلة. ويضيف التقرير أن الشبان الفلسطينيين تجمعوا عند البوابة بعد أن اقتحم أكثر من ألف مستوطن إسرائيلي مجمع المسجد الأقصى يوم الأحد. وهاجمت شرطة الاحتلال الفلسطينيين بالقنابل الصوتية والأعيرة المطاطية، وضربت بعض الفلسطينيين واعتقلت بضعة آخرين.

أفاد موقع قناة فرانس 24 في 19 تموز / يوليو أن تنظيم داعش الإرهابي أعلن مسؤوليته عن تفجير انتحاري في سوق مزدحم في مدينة الصدر ببغداد قبيل احتفالات العيد، أسفر عن مقتل نحو 30 شخصًا وإصابة 50 آخرين. وأسفر الهجوم عن مقتل 8 نساء و7 أطفال. وتحدث نشطاء شباب عراقيون بصوت عالٍ على وسائل التواصل الاجتماعي ضد الهجوم، حيث قال العديد من النشطاء إن "الإرهاب وإخفاقات الحكومة لا تزال تسرق حياتنا" وأن "كل عيد توجد مأساة في بغداد. من المستحيل الاحتفال مثل باقي البشر. "

Addustour reported on July 18 that the Sakhra Youth Center in Ajloun organized a workshop titled “creativity and excellence is a right for everyone.” This workshop is part of the Hussein Camps for Work and Building, and it was attended by 20 young Jordanians over Zoom. 

Last week, MENARY Monitor reported that Iran launched an official dating application called Hamdan”. This week, The Times reported that Iranian youth are “swiping left” on the application, stating their disagreement with the questions that ask youth about their “ideal match”, including height, weight, and whether a woman should wear a chador. Further, observers predict that the application will not succeed amid the restrictions that Iranian youth face in terms of personal freedoms. While Iran may become more conservative, Iranians are becoming more liberal and secular, as a recent poll shows that only 40% of Iranians identify as Muslims.

ذكرت صحيفة الدستور في 18 تموز / يوليو أن مركز شباب الصخرة في عجلون نظم ورشة عمل بعنوان "الإبداع والتميز حق للجميع". وتعد هذه الورشة جزءا من مخيم الحسين للعمل والبناء، وقد حضرها 20 شاب أردني من خلال منصة زووم

ذكر مرصد شباب الشرق الأوسط وشمال افريقيا (ميناري مونيتور) الأسبوع الماضي أن إيران أطلقت تطبيق مواعدة رسمي يسمى حمدان. وذكرت صحيفة ذا تاميز هذا الأسبوع أن الشباب الإيرانيين "يسحبون الشاشة إلى اليسار" في التطبيق، مشيرين إلى عدم موافقتهم على الأسئلة التي تطرح على الشباب حول "تطابقهم المثالي"، بما في ذلك الطول والوزن وما إذا كان يجب على المرأة ارتداء الشادور. علاوة على ذلك، يتوقع المراقبون أن التطبيق لن ينجح وسط القيود التي يواجهها الشباب الإيراني على صعيد الحريات الشخصية. بينما قد تصبح إيران أكثر محافظة، أصبح الإيرانيون أكثر ليبرالية وعلمانية، حيث أظهر استطلاع حديث أن 40٪ فقط من الإيرانيين عرفوا عن أنفسهم أنهم مسلمون.

Borgen Magazine published a report on July 23 by Madeleine Youngblood discussing the challenges people with autism spectrum disorder (ASD) face in Turkey, especially when it comes to educational resources, tools, and support. She highlights the role played by local NGOs who are calling on the government to pass more extensive and protective legislation. Currently, Turkey has one legislation that encompasses people with ASD, the 2005 Turkish Disability Act, which offers basic protections, but it “lacks the cultural responsiveness of other standardized policies around the world,” according to a 2016 study. Youngblood adds that when it comes to education, people with ASD in Turkey face clear disadvantages. First, special education teachers were not properly prepared with courses in autism. Second, preschool teachers, primary school teachers, and school counselors only receive a one-to-two-week course on autism in preparatory courses. Third, 80% of children with ASD in Turkey drop out of primary school and rely on their families for support, as many schools see children and youth with ASD as a burden. 

The President of the Youth Movement Lebanon, Elie Saliba, highlighted that the decision of the Minister of Education to commit to holding the official exams despite all the demands from students and families that rejected them and despite the ongoing health conditions in the country can only be described as stubborn and that the Ministry committed “the worst act in its history, morally and organizationally.” Saliba added that the additional incentives (35%-60% increase) for supervisors, center directors, and correctors was only to gain their support despite the fact that this increase will not even be sufficient to cover their transportation costs to the examination centers. Saliba also highlighted that the money spent on holding the exams in person could have been better spent on medications, medical supplies, and fuel rather than spending it so that “the minister does not go back on word.”

Environment

A report by Sayidati, on July 18, highlighted that a UN report warned of the implications of climate change on the environment, adding that millions of people are displaced annually due to climate change. The report highlights that many youth activists in the MENA region have been utilizing social media and their online communication savviness to advocate for serious efforts to tackle this critical challenge. Many youth activists have also established related campaigns such as “Be Positive and Support Your Climate”; “Supportives”; “Say No to Climate Change”; and “Climate Health”, among others. 

Addiyar reported on July 19 that following the widespread spread of fires in Lebanon and their expansion and destruction of large areas of forests and agricultural lands, the East Youth Movement, supported by volunteers from the Civil Defense and the Municipality of Zahle, enacted an awareness campaign to reduce the dangers of fires and to support the Civil Defense in serving the area. The campaign looks to raise awareness of the residents on the importance of stopping activities that could cause fire such as lighting fireworks.

أفاد موقع الديار في 19 تموز / يوليو أنه عقب انتشار الحرائق في لبنان وتوسعها وتدمير مساحات واسعة من الغابات والأراضي الزراعية، شنت حركة شباب الشرق، بدعم من متطوعين من الدفاع المدني وبلدية زحلة، حملةتوعية للحد من مخاطر الحرائق ودعم الدفاع المدني في خدمة المنطقة. تهدف الحملة إلى توعية السكان بأهمية وقف الأنشطة التي يمكن أن تتسبب في نشوب حريق مثل إضاءة الألعاب النارية.

COVID-19

Rudaw reported on July 21 that 15 Iraqis died due to the coronavirus in Al-Karkh, Baghdad, most of whom were youth. The director of the Al-Karkh Health Directorate highlighted that, in Al-Karkh alone, there are more than 500 patients in critical situations fighting for their lives along with 15,000 others who are receiving treatments in their homes. The director added that the situation is complication since preventive measures are not followed properly by Iraqis. 

Agadir 24 stated that on Wednesday July 21, hundreds of youth gathered for Bujlood demonstrations, with the report indicating that such gatherings have turned the area into a hotbed for the spread of the coronavirus. The report added that the demonstrations were vastly chaotic, crowded, and were filled with irresponsible behavior. Many residents demanded that the authorities intervene to stop the gatherings, which were unlicensed, according to the report. 

On July 22, Alquds reported that over 160,000 Iraqis contracted COVID-19 in its third wave in the country. The Iraqi government sent a distress call to civil organizations to educate citizens about adhering to the measures to prevent the spread of the virus, after the increasing numbers, warning of a “dangerous epidemiological juncture” that threatens everyone, while a specialized parliamentary committee revealed that more than 160,000 critical cases have been registered in the country's hospitals, caused by the third wave of the virus.

A number of youth volunteers in Sidi Hcine, Tunisia, were successful in gathering 23 oxygen concentrators, as part of their campaign “Support your Brother to Breathe, Support your Brother to Live.” The campaign sourced 13 concentrators while the government of Tunis supported the initiative by providing 10 concentrators to address the severe shortage of oxygen for patients in intensive care units in local hospitals. 

Sot Aliraq reported on July 24 that there has been an increase in the number of COVID-19 cases in Khanaqin, one of the disputed areas between Baghdad and Erbil – administratively affiliated with the Diyala governorate, along with a severe shortage in oxygen in the hospitals. Families have been working on securing oxygen themselves rather than the federal government. One of the youth volunteers in Khanaqin highlighted that due to the increasing number of COVID-19 patients in the city and its surroundings, there is a severe shortage in oxygen bottles. He added that the federal government has not done its job to secure oxygen bottles; instead, locals are doing so themselves. 

It was reported on July 24 that Moroccan youth, aged 25-29, are now eligible to receive their COVID-19 vaccination. The report by Lomazoma stated that there has not been any official statement on the matter, but many young Moroccans within this age group received short messages (SMS) with their appointment dates, generally between July 28 and 31, at their nearest vaccination stations.

فايروس كورونا

ذكر موقع روداو في 21 تموز / يوليو أن 15 عراقيا توفوا بسبب فيروس كورونا في الكرخ ببغداد، معظمهم من الشباب. وأشار مدير مديرية صحة الكرخ إلى أن في الكرخ وحده يوجد أكثر من 500 مريض في حالات حرجة يقاتلون من أجل حياتهم إلى جانب 15 ألف آخرين يتلقون العلاج في منازلهم. وأضاف المدير أن الوضع معقد لأن الإجراءات الوقائية لا تتبع بشكل صحيح من قبل العراقيين.

وذكر موقع أكادير 24 أن مئات الشباب تجمعوا يوم الأربعاء 21 تموز / يوليو في مظاهرات بوجلود، فيما أشار التقرير إلى أن مثل هذه التجمعات حولت المنطقة إلى بؤرة لانتشار فيروس كورونا. وأضاف التقرير أن التظاهرات كانت فوضوية ومزدحمة ومليئة بالسلوك غير المسؤول. وطالب العديد من السكان السلطات بالتدخل لوقف التجمعات غير المرخصة، بحسب التقرير.

في 22 من تموز / يوليو، أفادت صحيفة القدس العربي أن أكثر من 160 ألف عراقي أصيبوا بفايروس كورونا في موجته الثالثة في البلاد. ووجهت الحكومة العراقية نداء استغاثة للمنظمات الأهلية لتوعية المواطنين بالالتزام بإجراءات منع انتشار الفيروس، بعد تزايد الأعداد، محذرة من "منعطف وبائي خطير" يهدد الجميع، فيما كشفت لجنة برلمانية متخصصة أنه تم تسجيل أكثر من 160 ألف حالة حرجة في مستشفيات الدولة، بسبب الموجة الثالثة من الفيروس.

نجح عدد من المتطوعين الشباب في سيدي حسين في تونس في جمع 23 مكثفًا للأكسجين، كجزء من حملتهم "عاون خوك يتنفس.. عاون خوك يعيش". تم توفير 13 مركزًا للحملة بينما دعمت حكومة تونس المبادرة من خلال توفير 10 مكثفات لمعالجة النقص الحاد في الأكسجين للمرضى في وحدات العناية المركزة في المستشفيات المحلية.

أفاد موقع صوت العراق في 24 تموز / يوليو عن زيادة في عدد حالات الإصابة بفيروس كورونا في خانقين، إحدى المناطق المتنازع عليها بين بغداد وأربيل والتابعة إدارياً لمحافظة ديالى، إلى جانب نقص حاد في الأوكسجين في المستشفيات. وتعمل العائلات على تأمين الأكسجين بأنفسهم بدلاً من الحكومة الفيدرالية. وسلط أحد المتطوعين الشباب في خانقين الضوء على أنه بسبب زيادة عدد مرضى فايروس كورونا في المدينة ومحيطها، هناك نقص حاد في زجاجات الأكسجين. وأضاف أن الحكومة الفيدرالية لم تقم بعملها لتأمين عبوات الأكسجين. بدلاً من ذلك، يقوم السكان المحليون بذلك بأنفسهم.
