Politics and Political Engagement

During ongoing protests in Iraq, Iraqi security forces shot and killed a protestor while injuring at least 13 others during mass protests in Baghdad's Tahrir square. Protestors in Iraq have been gathering in Tahrir Square and near the Green Zone demanding economic and political reform, as well as making calls for the authorities to reveal the perpetrators who have killed and kidnapped protestors and activists since the wave of protests began. Iraqis have been protesting in the Iraqi governorates of Basra and Dhi Qar. After one of the lead activists of the recent protests, Ihab Al-Wazani, was killed earlier this month in the Karbala governorate, sparking more protests demanding his killers be revealed by the government. These recent protests are viewed by many as a continuation of those that began in October of 2019, with many protestors continuing to make the same demands as they have for the past few years. Al-Wazani's assassination sparked a new wave of angry protests all throughout Iraq, resulting in Iraq's Prime Minister Mustafa Al-Kazemi ordering an investigation into the incident. Since the beginning of the protests in 2019, which temporarily died down due to the COVID19 Pandemic, an estimated 565 protestors and security personnel have been killed. The Iraqi government has since formed multiple committees to uncover the killers, but no details have been released thus far.

Large youth-led demonstrations spread throughout the streets of Baghdad on Tuesday, May 25 reiterating that the government needs to address the demands of the November 2019 Revolution and holding those responsible for killing activists accountable. The protests in Baghdad were joined by activists from Anbar, Babel, Thi Qar, and Kurdistan Region, among other provinces. It is worth mentioning that the November 2019 Protests called for strict action against corruption, unemployment, and for Iraq’s sovereignty against outside intervening countries.

Over the past week, Syrians went to the polls to vote in the country's Presidential election. According to Syrian Parliamentary speaker Hmmouda Sabbagh, Syrian President Bashar Al Assad won 95.1% of the vote with a turnout of 78.6%, resulting in him serving in his fourth term in office. Opposition groups in Syria claimed that the vote was a farce, with U.S. and European states stating it was not a free or fair election. The election was held in government controlled regions of Syria, as well as many Syrians in the diaspora participating through Syrian Embassies abroad. Protests against the election were held in the opposition-controlled province of Idlib, with many Syrian exiles also claiming the election was fradulent. Foreign ministers from France, Germany, Italy the United Kingdom and the U.S. released a joint statement before voting commenced claiming the election was "illegitimate" and that it would not be "free nor fair."  This was the first Presidential election in Syria since 2014 at the height of the Syrian Civil War.

For the first time since the beginning of the Syrian Civil War in 2011, a Syrian delegation arrived in Riyadh, Saudi Arabia for a public official visit. The visit comes at a time when Syrian and Saudi intelligence agencies are establishing new and growing relationships. This visit follows the most recent in the growing relationship between the two countries in early May when a Saudi delegation led by the head of Saudi intelligence, Khaled Al-Humaidan, visited Damascus, the first meeting of its kind since the start of the Civil War. There are also rumors that Syrian President Bashar Al-Assad met with the Saudi delegation and that he has decided to reopen the Saudi embassy in Damascus. Saudi Arabia informed Assad that Riyadh would welcome Syria back into the Arab League and their participation in the next Arab Summit conference taking place in Algeria.

On Monday, Oman experienced a wave of rare protests against poor economic conditions in the country. Dozens gathered in the city of Sohar to protest against job losses and the country's poor economic state, reportedly throwing rocks to which the police responded by firing tear gas at them. Oman's economy has been declining for since 2019, although it saw a mild recovery in 2021. After Sultan Haitham bin Tariq took over leadership of the gulf country after the death of longtime leader Sultan Qaboos in January of 2020, he has instituted reforms, including restructuring the government and forcing many long-term ministers who held their seats for decades to retire. Activists believe these reforms have not been extensive enough, however, as unemployment has been an issue in Oman for many years.

Dr. Tariq Lisawi wrote an article for Rai Alyoum newspaper titled “From the scene of the migration of Moroccan youth to the "occupied Ceuta": the hungry bellies will not defend a nation that denies its most basic rights.” In this article, Dr. Lisawi indicates that while he condemns the actions of Moroccan youth migrants who swam to Ceuta, he understands what led them to such drastic and dangerous measures and argues that it is entirely the government’s responsibility to address the concerns of these young Moroccans. He even speculates whether the ease with which Moroccan youth were able to go to Ceuta is in fact a government strategy to use as a bargaining chip in its relations with Spain.

The Tunisian Youth Impact organization has released their recommendations and suggestions for Tunisia’s decentralization path under its Councils Program. Of these recommendations, Youth Impact believes that the electoral system needs to be amended and strict financial monitoring has to be implemented on public spending. These recommendations were delivered to the Tunisian Parliament.

Mustafa Qutbi wrote an article for AfriGate News titled “Why Investing in Moroccan Youth?”Qutbi asserts that Moroccan youth and youth in North Africa as a whole are driven, energetic, enthusiastic, and are able to lead their countries’ development plans from start to finish. However, there are many who refer to youth as “lost, demotivated, and incapable of succeeding”, and for Qutbi, he raises an important question of whether this is an accurate assessment? Or are we completely failing to guide youth and their energies? Qutbi adds that decision makers and society often place youth’s needs, priorities, and aspirations on a collision path with society’s needs, aspirations, and sociopolitical and economic challenges. He argues that prioritizing one over the other will lead to failing to deliver on the other demand. Qutbi concludes by stating that Northern African countries need to view youth as strategic partners in their development strategies and truly engage them into their plans rather than providing the illusion of inclusion.

Economics and Entrepreneurship

Iraq and Iran have come to an agreement that would send $125 Million of frozen Iranian funds to a European bank in exchange for 16 million COVID-19 vaccines according to Iranian Energy Minister Reza Ardakanian. With the highest toll of COVID-19 cases in the Middle East, including 2,893,218 cases and 79,741 deaths as of May 29th, the Iranian government has repeatedly complained that sanctions from the U.S. has prevented the country from making payments for vaccines. An Iranian state news agency claims that the payments from Iraq would be used to purchase vaccines from the WHO's global COVAX vaccine-sharing plan. Tehran additionally demanded the release of $20 billion of its oil revenue that it claims has been frozen in countries such as Iraq, South Korea and China because of U.S. sanctions since 2018.

Lebanon's Central Bank said that its system for importing subsidized medical goods could not be sustainedwithout using its mandatory reserves and has asked authorities to find a solution. Lebanon has been subsidizing fuel, wheat, medicine and other goods since last year, and has been dealing with an escalating economic crisis for years which has only been worsened by the COVID-19 pandemic and the beginning of protests in October of 2019. The central bank declined to use the funds in its mandatory reserves to cover the estimated $1.3 billion in subsidized medical supplies. The country's hard currency reserves have dropped from over $30 billion to around $15 million since the beginning of its economic crisis in late 2019, with the subsidy program costing around $6 billion a year. Lebanese Health Minister Hamad Hasan claimed that around half of the required medical supplies are available in warehouses, but importers are waiting for payment. With its ongoing political paralysis, Lebanon's subsidy funds are slated to run out in May.

On Friday, Turkey's lira hit a record low as ongoing concerns over global inflation, early elections and a potential ratings downgrade have impacted the emerging market economy. As the world is emerging from the COVID-19 pandemic, global inflation has increased raising the potential of the U.S. Federal Reserve enacting stricter policies which would reallocate funds from more vulnerable markets such as Turkey. The Turkish currency has fallen 16% since mid-March after Turkish President Tayyip Erdogan replaced Turkey's Central Bank chief. Additionally, many bankers believe the recent currency drop has been partly affected by calls by opposition parties for early elections. Over the last three years, the Turkish lira has lost more than half of its value, with many attributing Erdogan's replacement of three central bank governors in that time, as well as his government's policies that many experts believe have made the country's economy more vulnerable to crises.

Amidst its ongoing economic crisis, the Tunisian government is waiting on the results of its consultations with the International Monetary Fund regarding aid in the form of a reform program. With the fiscal deficit reaching 11.5% and economic regress having reached 8.8%, Tunisia's Central Bank Governor called the country's financial situation the "most difficult ever." One of the major subjects throughout these consultations has been the prospect of the Tunisia government lifting subsidies on many basic goods, leading to growing concerns by Tunisian citizens. Although the advisor to Tunisia's Prime Minister claimed that the government had not requested a specific amount from the IMF yet, it is estimated that it would need around $7 billion in order to finance its budget.

On Wednesday, Lebanon saw widespread strikes by public sector employees to demand an increase in wages and their purchasing power, price rises and the collapse of the Lebanese pound. With the ongoing economic crisis and political instability, the head of the General Labor Union in Lebanon, Bechara Al-Asmar stated that forming a government would "provide some political stability, pave the way for economic stability, and re-establish ties that have been cut with Arab countries, Western communities and donor institutions."

Roya News reported that Jordan’s youth unemployment rate is now at 50%, according to a recent World Bank report. Youth unemployment rate (for those aged 15-24) stood at 40.6% by the end of 2019, only to increase by about 10 more percentage points by the end of 2020. The report highlights that women’s unemployment in Jordan increased to 32.8% in the last quarter of 2020, from 27% in 2019.

In light of recent social media censorship when it comes to the Palestinian cause, a group of young Algerian programmers created a new social media platform in solidarity with Palestine. The new platform, named Palgeria (for the three first letters of Palestine and Algeria), looks to provide users with free space to advocate for the rights of Palestinians away from the strict censorship implemented by Facebook. It is expected that Palgeria will launch its mobile application over the next two months.

Conflict

The U.N. Human Rights Council agreed to launch an international investigation into the recent conflict between Israel and Hamas in Gaza. The investigation will also look into alleged violations that occurred not only in Gaza, but also in the occupied West Bank and throughout Israeli territories which led to a ceasefire on May 21st. The U.N. High Commissioner for human rights, Michelle Bachelet, stated that Israeli strikes in Gaza may constitute war crimes, as well as that Hamas violated international humanitarian law by firing rockets into Israel. Israel rejected the resolution and stated it would not cooperate. Israeli Prime Minister Benjamin Netanyahu called it a "shameful decision" and that it was another example of the "U.N. Human Right's Council's blatant anti-Israel obsession." Israel's foreign ministry claims its forces acted in accordance with international law in retaliation to Hamas' rockets. A Hamas spokesman claimed their actions were "legitimate resistance", with the U.S. stating that they deeply regret the decision made by the forum. European countries were split on the decision. The UNHRC office verified that 270 Palestinians had been killed in Gaza, the West Bank and East Jerusalem during the violence, and 10 Israeli deaths.

The transitional government of Sudan met with Sudan's main rebel group, the Sudan Popular Liberation Movement-North (SPLM-n), in Juba, South Sudan, beginning a new round of peace talks. The meeting, hosted by South Sudan President Salva Kiir, was attended by Sudanese Prime Minister Abdalla Hamdok, the head of Sudan's ruling sovereign council General Abdel-Fattah Burhan and the leader of the SPLM-N Abdel-Aziz al-Hilu. President Kiir urged both sides to "embrace the spirit of dialogue” and stated that "war will never save us." al-Burhan stated that he and his delegation came to these negotiations determined to achieve peace for Sudan that complements what has started in the previous agreements”. These talks have begun two months after both sides signed a declaration of principles detailing a road map for these talks. The SPLM-N is calling for a secular state with no religion in lawmaking, the disbanding of former Sudanese President Omar al-Bashir's militias and a revamping of Sudan's military. If their demands are not met, the SPLM-N claims it will call for self-determination in the areas it controls.

The Saudi-led coalition in Yemen stated that it has established a presence on an island in the entrance of the Red Sea in order to ward off potential attacks from the Houthis in Yemen. The Saudi News Agency stated that the presence of the coalition on the island of Mayyun was established in order to enable "legitimate forces and coalition forces to confront Houthi militia, secure maritime navigation and support forces on the west coast."In response to claims of the UAE's presence on the island, the news agency denied the presence of Emirati forces.

U.S. Secretary of State Anthony Blinken continued his Middle East tour on Wednesday as he landed in Cairo to meet with Egyptian President Abdel Fattah Al-Sisi after holding talks with Israeli and Palestinian leaders. Blinken stated that the U.S. aims to "rally international support" to rebuild Gaza after its large-scale destruction at the hands of the Israeli military over the past few weeks. After meeting with the Egyptian President and other top officials, Secretary Blinken then travelled to Jordan to meet with King Abdullah II. In his first trip to the Middle East since assuming office, Blinked stated that his main goals during his trip to the region were to help rebuild Gaza and calm tensions in Jerusalem which set off the most recent conflicts between Israel and Palestine.

Aljazeera published a report on May 25 discussing the life of Palestinian refugees in Lebanese refugee camps. The report illustrates the various celebratory marches and events implemented by young Palestinian refugees in Lebanon following the ceasefire in Palestine.

On May 30, Enab Baladi published a report illustrating how forced conscription in Raqqa, Syria is preventing youth in this city from acquiring jobs and achieving their dreams. Many young Syrians in Raqqa had to give up their jobs to complete mandatory conscription in the Syrian Democratic Forces (SDF). The report highlights that the jobs they are forced to leave behind, which are often lucrative local jobs, are being filled by former Syrian Regime officials.
