Politics and Political Engagement
* Political turmoil continues in Tunisia, and on August 10, Alarab reported that youth of Ennahda point the blame toward the party leadership and parliamentary representatives who failed to manage crises and meet the demands of Tunisians over their 10-year reign. About 200 young party members, including 5 MPs, launched a petition in which they said “this is due to the ineffectiveness of the Ennahda’s options (53 seats) and the way it manages alliances and political crises,” as they seek institutional reforms within the party through this petition.
* Sputnik News published a report on August 13 titled “Following the July 25 Events.. What do Youth of the Revolution Expects from the Tunisian President Kais Saied?” The report interviewed a number of young Tunisian men and women who stated that they wanted the parliament to be sacked, the corrupt to be held accountable, the judiciary to be completely free, and the governance system to be changed. While they agreed with the Tunisian President’s decrees, there is a sense that they may have not been enough, as many interviewees wanted the parliament to be dissolved, not frozen. Others highlighted that immediate economic reforms – to address the deteriorating conditions – are desperately needed. It is worth noting that more than 170,000 young Tunisians are currently unemployed and await their opportunities.
* The head of Alliance of Iraqi State Forces, Ammar Al-Hakim, warned of the collapse of the political system in Iraq, calling for the existence of two sides, one of the loyalists and the other of the opposition, stressing on the need for Al-Kazemi’s government for popular and political support to implement its reforms. Al-Hakim proposed seven points to respond to the challenges facing the Iraqi political system and to work on reforming it, and they are: (1) announcing the results of the elections within 24 hours of the end of the general voting process to enhance transparency and limit suspicions; (2) expedite the government forming process and forming an electoral alliance that takes upon itself the responsibility of implementing the government program within clear time periods; (3) ensuring the presence of two sides: the government’s side and its oppositions; (4) formalizing a social and political contract through constitutional reforms; (5) ending the polemic of accusing Iraqi security institutions; (6) implementing service priorities such as health, electricity, education, and employment; and (7) a new international policy in complete accordance with domestic policy to formulate foreign relations based on Iraqi priorities.
* Alghad reported on August 15 that the Politics and Society Institute, in collaboration with Friedrich Ebert, concluded two workshops titled “youth and elections, a roadmap following the royal commission for the modernization of the political system’s recommendations”. The workshop was attended by commission members along with experts and youth activists. The workshop discusses the role of youth in the Jordanian political sphere as well as the importance of youth empowerment and activating their role in political participation and policymaking. Youth participants also highlighted the importance of lowering the candidacy age for parliamentary elections and providing them with assurances for local administration.
* An Egyptian Parliamentarian and member of the Coordination’s Committee of Party’s Youth Leaders and Politicians (CPYP) stated that the current Egyptian Parliament includes the highest number of youth in its history. He added that this is the outcome of Sisi’s policies on youth engagement.

* تواصل الاضطرابات السياسية في تونس، وفي 10 آب / أغسطس، أفاد موقع العرب أن شباب النهضة يوجهون اللوم إلى قيادات الحزب ونواب البرلمان الذين فشلوا في إدارة الأزمات وتلبية مطالب التونسيين على مدى 10 سنوات من حكمهم. وأطلق حوالي 200 من أعضاء الحزب الشباب، من بينهم 5 نواب، عريضة قالوا فيها إن "هذا يرجع إلى عدم فعالية خيارات حزب النهضة (53 مقعدًا) والطريقة التي يدير بها التحالفات والأزمات السياسية"، حيث يسعون إلى إصلاحات مؤسسية داخل الحزب. من خلال هذه العريضة.
* نشر موقع سبوتنيك نيوز تقريرا يوم 13 آب / أغسطس بعنوان "بعد أحداث 25 يوليو.. ماذا يتوقع شباب الثورة من الرئيس التونسي قيس سعيد؟" أجرى التقرير مقابلات مع عدد من الشبان والشابات التونسيين الذين قالوا إنهم يريدون إقالة مجلس نواب الشعب، ومحاسبة الفاسدين، وتحرير القضاء تماما، وتغيير نظام الحكم السياسي. في حين أنهم وافقوا على قرارات الرئيس التونسي، إلا أن هناك شعور بأنها ربما لم تكن كافية، حيث أراد العديد من الذين تمت مقابلتهم حل مجلس نواب الشعب وليس تجميده. وسلط آخرون الضوء على أن هناك حاجة ماسة إلى إصلاحات اقتصادية فورية لمعالجة الأوضاع المتدهورة. والجدير بالذكر أن أكثر من 170 ألف شاب تونسي عاطلون عن العمل وينتظرون فرصهم.
* حذر رئيس تحالف قوى الدولة العراقية عمار الحكيم من انهيار النظام السياسي في العراق، داعيا إلى وجود جانبين أحدهما من الموالين والآخر للمعارضة، مؤكدا حاجة حكومة الكاظمي الى إسناد ودعم شعبي وسياسي لإكمالها وتنفيذ اصلاحاتها. واقترح الحكيم سبع نقاط للرد على التحديات التي تواجه النظام السياسي العراقي والعمل على اصلاحه وهي: (1) اعلان نتائج الانتخابات خلال 24 ساعة من انتهاء عملية التصويت العام لتعزيز الشفافية والحد من الشبهات، (2) الإسراع في عملية تشكيل الحكومة وتشكيل تحالف انتخابي يأخذ على عاتقه مسؤولية تنفيذ برنامج الحكومة في فترات زمنية واضحة، وذلك لحل مشكلة عدم قدرة رئيس الوزراء من تشكيل حكومته، (3) ضمان وجود جانبين: جانب الحكومة والمعارضين لها، (4) إضفاء الطابع الرسمي على عقد اجتماعي وسياسي من خلال الإصلاحات الدستورية، (5) إنهاء الجدل باتهام المؤسسات الأمنية العراقية، (6) تنفيذ أولويات الخدمة مثل الصحة والكهرباء والتعليم والتوظيف، و (7) سياسة دولية جديدة منسجمة تماما مع السياسة الداخلية لصياغة العلاقات الخارجية على أساس الأولويات العراقية.
* أفادت صحيفة الغد في 15 آب / أغسطس أن معهد السياسة والمجتمع، بالتعاون مع مؤسسة فريدريش إيبرت، اختتم ورشتي عمل بعنوان "الشباب والانتخابات، خارطة طريق بعد توصيات الهيئة الملكية لتحديث النظام السياسي". وحضر الورشة أعضاء الهيئة وخبراء ونشطاء شباب. وتناقش الورشة دور الشباب في المجال السياسي الأردني وأهمية تمكين الشباب وتفعيل دورهم في المشاركة السياسية وصنع السياسات. كما سلط المشاركون الشباب الضوء على أهمية تخفيض سن الترشح للانتخابات النيابية وتزويدهم بالضمانات للإدارة المحلية.
* صرح برلماني مصري وعضو تنسيقية شباب الأحزاب والسياسيين أن البرلمان المصري الحالي يضم أكبر عدد من الشباب في تاريخه. وأضاف أن هذه حصيلة سياسات الرئيس السيسي في إشراك الشباب.
Economics and Entrepreneurship
* Arab News reported on August 14 that many vital state facilities in Lebanon are warning of a full suspension of operations within 48 hours as nationwide diesel fuel crisis is hitting a catastrophic level. The petroleum importing companies are unable to deliver gasoline and diesel to stations given confusion over prices, as the Central Bank stated it will adopt the black market exchange rate (20,000 Lebanese pounds to the dollar) while the Ministry of Energy is still adopting the rate of 3,900 Lebanese pounds to the dollar. Caretaker Minister of Communications denied rumors that the ministry plans to permanently cut off Internet service in the country between 12 a.m. and 7 a.m. The Central Bank announced it will not dip into the mandatory reserve to subsidize fuel unless parliament legislates the matter. The report concluded that Lebanon will benefit from $300 million from the World Bank and $860 million in September coming from the International Monetary Fund to finance the ration cards, expected to be issued by the Central Bank. But the report maintained that it all depends on forming a government.
* Arab Reform Initiative published a report of the main findings of a policy dialogue it held on Syria. The report is titled “Youth Employment and Livelihood in Syria: Assessing the Impact of Conflict and Preparing for Recovery,” and it discusses the main talking points from two panel discussions: the first one was “Youth Programming Across Syria: How are International Organizations and NGOs Responding?” and the second panel discussion was titled “What Alternatives Exist? Insights from Comparative Cases and Existing Projects.”
* McKinsey published a report discussing five steps that could resolve the issue of youth unemployment in the MENA region. These steps include: (1) the region must increase its share of home-grown global companies; (2) expanding education to prepare youth for the realities of the ever-changing job market; (3) providing an environment that enables research and entrepreneurship for youth and for government employees; (4) closing the gender gap in the economy; and (5) rebuilding conflict zones.
* The Ministry of Social Solidarity in Egypt launched a caravan for its opportunity program for economic empowerment under the slogan “Start and we are with you” in Assuit Governorate. The caravan looks to support women, youth, and families with limited income in engaging them in the job market and financial and economic independence through a set of support and training programs toward employment as well as supporting their productive entrepreneurial projects.
* The “Egypt is more beautiful with you” initiative continued in Almanoufia to provide job opportunities for persons with disabilities, according to a report by Sabah Alarabi. The report added that 320 young Egyptians signed up for the program with different disabilities. The program aims to empower them, train them, and provide them with adequate job opportunities.
* Market Screener published a report on August 12 discussing what the MENA region can learn from the United States in responding to rising poverty rates. The report asserts that “neither the fiscal space nor the safety nets were in place to soften the blow felt by the people in the region” when the pandemic hit. The report highlights rising poverty rates in the region, including in Tunisia (increased by 15% since 2015); in Palestine when stands at 35% in the West Bank and 59% in Gaza; in Iran (35%); and in Lebanon (an increase by 38% and 52% for vulnerable groups like refugees). It added that while the pandemic hit the United States as bad as it did in the rest of the world, it managed to reduce the number of people living in poverty by nearly 20 million people since 2018, thanks to its stimulus checks, increased food stamps, and expanded unemployment insurance.
الاقتصاد وريادة الأعمال
* أفادت صحيفة عرب نيوز في 14 آب / أغسطس أن العديد من مرافق الدولة المهمة في لبنان تحذر من تعليق كامل للعمليات في غضون 48 ساعة حيث وصلت أزمة وقود الديزل على مستوى البلاد إلى مستوى كارثي. وتعد الشركات المستوردة للبترول غير قادرة على إيصال البنزين والديزل إلى المحطات بسبب الغموض في الأسعار، حيث أعلن البنك المركزي أنه سيتبنى سعر الصرف في السوق السوداء (20 ألف ليرة للدولار) فيما لا تزال وزارة الطاقة تتبنى سعر الصرف 3900 ليرة للدولار. ونفى وزير الاتصالات شائعات بأن الوزارة تخطط لقطع خدمة الإنترنت بشكل دائم في البلاد بين الساعة 12 في منتصف الليل والساعة 7 صباحًا. وأعلن البنك المركزي أنه لن يتراجع في استخدام الاحتياطي الإلزامي لدعم الوقود ما لم يشرع البرلمان في الأمر. وخلص التقرير إلى أن لبنان سيستفيد من 300 مليون دولار من البنك الدولي و860 مليون دولار في أيلول / سبتمبر القادم من صندوق النقد الدولي لتمويل البطاقات التموينية المتوقع إصدارها من البنك المركزي، لكن التقرير أكد أن الأمر كله يتوقف على تشكيل الحكومة.
* نشر منظمة "مبادرة الإصلاح العربي" تقريراً عن النتائج الرئيسية لحوار سياسي أدارته حول سوريا. ويحمل التقرير عنوان "تشغيل الشباب وسبل عيشهم في سوريا: تقييم تأثير الصراع والاستعداد للتعافي،" ويناقش نقاط الحوار الرئيسية من حلقتي نقاش: الأولى كانت "برمجة الشباب في سوريا: كيف هي المنظمات الدولية والمنظمات غير الحكومية المستجيبة؟" وكانت حلقة النقاش الثانية بعنوان "ما هي البدائل الموجودة؟ رؤى من الحالات المقارنة والمشروعات القائمة ".

* أطلقت وزارة التضامن الاجتماعي في مصر قافلة لبرنامجها للفرص للتمكين الاقتصادي تحت شعار "ابدأ واحنا معاك" في محافظة أسيوط. وتتطلع القافلة إلى دعم النساء والشباب والأسر ذات الدخل المحدود في إشراكهم في سوق العمل وتمكينهم من الاستقلال المالي والاقتصادي من خلال مجموعة من برامج الدعم والتدريب نحو التوظيف بالإضافة إلى دعم مشاريع ريادة الأعمال الإنتاجية.
* تواصلت مبادرة "مصر أجمل بكم" بالمنوفية لتوفير فرص عمل للأشخاص ذوي الاحتياجات الخاصة، بحسب تقريرلموقع الصباح العربي. وأضاف التقرير أن 320 شابًا مصريًا اشتركوا في البرنامج من ذوي الاحتياجات الخاصة المختلفة. ويهدف البرنامج إلى تمكينهم وتدريبهم وتوفير فرص عمل مناسبة لهم.

Conflict
* Middle East Eye published a report on August 11 discussing the conditions of residents of Daraa (south of Syria) who continue to live under a government siege for over 50 days now. This siege is leaving residents cut off from basic necessities, such as fuel and electricity. The report highlights the daily challenges residents of Daraa face including lack of food and resources, absence of services, unemployment and job losses, checkpoints and blocked exit points, with young people are forced to join the Syrian military or leave the country altogether (yet the government denies them official identification documentations) and families are unable to afford rent outside of Daraa. The report adds that residents are suffering from lack of water and bread as well as medical care.
* Alarab published a report on August 10 discussing the realities of Iraqi youth. It asserts that Iraqi youth continue to live in disarray and in fear of the future along with a sense of depression, inflected by years of armed conflicts and corruption and exacerbated by the ongoing global pandemic. The report interviewed a number of young Iraqis who complained from the absence of public spaces available for youth. They also highlighted the slow and weak vaccination process thus far, as 95% of Iraq is yet to receive vaccination while infection numbers continue to increase.
* The United Nations celebrated the International Youth Day on Thursday August 12, as it organized an innovation festival that celebrates innovative solutions provided by young people to achieve sustainable development goals and recover from the Coronavirus pandemic. For the International Youth Day, BBC published a report discussing whether Arab youth see their future in Iraq or in emigration. Many interviewees highlighted that conditions in Iraq have become unbearable, and that they do not see a future in their country. Others countered that Iraq needs its young generation, and they, as young people, comprehend that they have a major role to play in the development of their country.
* Dr. Ghada Wali, Executive Director of the United Nations Office on Drugs and Crime, said that youth in the MENA region are targeted by drugs, and that there are gangs and major companies working to increase drug production around the world, at a time when there is a decrease in the degree of awareness regarding the harms of cannabis. On human health, she continued, "there is wrong information among users that these drugs do not harm their health," noting that the prices of cannabis have gone down. She also confirmed that there is direct and indirect drug promotion and through the social media.
* The Emirates Human Rights Organization (EHRO) announced, on August 14, that it is collaborating with a number of international human rights organizations to sue the state security advisor, Sheikh Tahnoun bin Zayed, and a number of companies and managers affiliated with him, on charges of supporting and financing mercenary militias to fight in Libya. Sheikh Tahnoun runs the International Holding Company, which is supported by the Abu Dhabi governing family and has investments from Space X. The International Holding Company is reported, according to the statement by EHRO, to have contracted Black Shield company to recruit hundreds of mercenaries and militias to fight in Libya.

* نشر موقع ميدل ايست آي تقريراً في 11 آب / أغسطس يناقش أوضاع سكان درعا (جنوب سوريا) الذين ما زالوا يعيشون تحت حصار حكومي لأكثر من 50 يومًا حتى الآن. أدى هذا الحصار إلى انقطاع السكان عن الضروريات الأساسية مثل الوقود والكهرباء. يسلط التقرير الضوء على التحديات اليومية التي يواجهها سكان درعا، بما في ذلك نقص الغذاء والموارد وغياب الخدمات والبطالة وفقدان الوظائف والتواجد المكثف لنقاط التفتيش وسد نقاط الخروج، مع إجبار الشباب على الانضمام إلى الجيش السوري أو مغادرة البلاد كليًا (رغم أن الحكومة تحرمهم من وثائق الهوية الرسمية) كما تبقى العائلات غير قادرة على دفع الإيجار خارج درعا. ويضيف التقرير أن السكان يعانون من نقص المياه والخبز وكذلك الرعاية الطبية.
* نشر موقع العرب تقريرا في 10 آب / أغسطس يناقش واقع الشباب العراقي. ويؤكد أن الشباب العراقي لا يزال يعيش في حالة من الفوضى والخوف من المستقبل إلى جانب الشعور بالاكتئاب، المتأثر بسنوات من النزاعات المسلحة والفساد وتفاقمه بسبب الوباء العالمي المستمر. وأجرى التقرير مقابلات مع عدد من الشبان العراقيين الذين اشتكوا من عدم توفر الأماكن العامة المتاحة للشباب. كما سلطوا الضوء على عملية التطعيم بطيئة وضعيفة حتى الآن، حيث أن 95٪ من سكان العراق لم يتلقوا جرعاتهم بعد، بينما تستمر أعداد العدوى في الازدياد.
* احتفلت الأمم المتحدة باليوم العالمي للشباب، الخميس 12 آب / أغسطس، حيث نظمت مهرجانًا للابتكار يحتفي بالحلول المبتكرة التي يقدمها الشباب لتحقيق أهداف التنمية المستدامة والتعافي من جائحة فيروس كورونا. ففي يوم الشباب العالمي، نشرت بي بي سي تقريراً يناقش ما إذا كان الشباب العربي يرون مستقبلهم في العراق أو في الهجرة. أكد العديد من الذين تمت مقابلتهم أن الأوضاع في العراق أصبحت لا تطاق، وأنهم لا يرون مستقبلاً في بلدهم. ورد آخرون بأن العراق يحتاج إلى جيل الشباب، وهم، كشباب، يدركون أن لديهم دورًا رئيسيًا يلعبونه في تنمية بلدهم.
* قالت الدكتورة غادة والي، المديرة التنفيذية لمكتب الأمم المتحدة المعني بالمخدرات والجريمة، إن الشباب في منطقة الشرق الأوسط وشمال إفريقيا مستهدفون بالمخدرات، وأن هناك عصابات وشركات كبرى تعمل على زيادة إنتاج المخدرات حول العالم، في الوقت الذي هناك انخفاض في درجة الوعي بأضرار المواد المخدرة. وبشأن صحة الإنسان، تابعت "هناك معلومات خاطئة بين المتعاطين بأن هذه المخدرات لا تضر بصحتهم"، مشيرة إلى انخفاض أسعار الحشيش. وأكدت أن هناك ترويجا مباشرا وغير مباشر للمخدرات ومن خلال وسائل التواصل الاجتماعي.
* أعلنت منظمة الإمارات لحقوق الإنسان، في 14 آب / أغسطس، أنها تتعاون مع عدد من المنظمات الحقوقية الدولية لمقاضاة مستشار أمن الدولة الشيخ طحنون بن زايد، وعدد من الشركات والمديرين التابعين له، بتهمة دعم وتمويل مليشيات مرتزقة للقتال في ليبيا. ويدير الشيخ طحنون الشركة الدولية القابضة، التي تدعمها العائلة الحاكمة في أبو ظبي ولديها استثمارات من سبيس إكس المملوكة من قبل ايلون ماسك. وتفيد التقارير أن الشركة القابضة الدولية، وفقًا لبيان منظمة الامارات لحقوق الانسان، أنها تعاقدت مع شركة بلاك شيلد لتجنيد المئات من المرتزقة ومليشيات للقتال في ليبيا.
Development
* Jafra News reported on August 10 that Directorate of Information and Community Policing and the Public Security Directorate in Jordan launched the second phase of the Conscious Youth Program in partnership with a local CSO supported by the Dutch government. This program aims to build youth capacities and raise their security and social awareness to respond to societal issues. The most prominent priorities of the initiative are to create security-conscious youth through training on security concepts, community police, community peace, drug control, cybercrime, and others.
* Alwatan Voice reported on August 10 that the Ummah Youth Center in Palestine launched its specialized summer camp “Leaders of Jerusalem” The camp aims to provide the participants with new and qualitative skills and experiences in various fields and works on refining the personality of the participants and enhancing their national values regarding the issue of Jerusalem. The camp started on August 9 with a lecture on youth initiatives in terms of their importance, objectives, how to write and market them, and choose the appropriate place and time for their implementation.
* Raya aired a report on August 11 discussing the conditions of Palestinian youth. The report covered a conference titled “the State of Palestinian Youth and their Demands” organized by the Palestinian Youth Coalition. The report added that there are 1.16 million Palestinian youth (aged 18-29), constituting 22% of the Palestinian population. Youth interviewees in the report highlighted the importance of activating the role of youth and employing their capacities and energies in public life and ensuring their political participation. One interviewee, notably, stated that the conference did not delve deeply into the challenges facing youth.
* Zayed Higher Organization for People of Determination in the UAE organized with the Abu Dhabi Youth Council an event titled Youth Determination in celebration of the International Youth Day. The event highlighted the skills of young people and promoted awareness of the importance of investing in youth development skills, to empower them in society, highlight their abilities, focus on the most important challenges facing them, and discuss important issues and future opportunities. A youth seminar was also held, under the title “Between Reality and Ambition, Employment Laws for People of Determination.”
* A number of young Iraqis from Wasset governorate in iraq launched an initiative to establish housing complexes for the poor who do not have homes to accommodate them, by collecting donations, as reported by the Iraqi News Agency (INA). The young Iraqis spoke to INA that this initiative is a translation of Iraqi values who stand next to each other to support one another in difficult times.
* The Yemen Youth Assembly held a wide meeting in Ma’rib in celebration of the International Youth Day. The event was organized under the theme of “the role of youth in change”, and it looked to listen to youth and support their aspirations.

* أفاد موقع جفرا نيوز في 10 آب / أغسطس أن مديرية الإعلام والشرطة المجتمعية ومديرية الأمن العام في الأردن أطلقتا المرحلة الثانية من برنامج الشباب الواعي بالشراكة مع إحدى منظمات المجتمع المدني المحلية بدعم من الحكومة الهولندية. ويهدف هذا البرنامج إلى بناء قدرات الشباب ورفع وعيهم الأمني والاجتماعي للاستجابة لقضايا المجتمع. تتمثل أبرز أولويات المبادرة في تكوين شباب واعٍ للأمن من خلال التدريب على المفاهيم الأمنية، والشرطة المجتمعية، والسلام المجتمعي، ومكافحة المخدرات، والجرائم الإلكترونية، وغيرها.
