Politics and Political Engagement

* Sara Al Mulla, an Emirati civil servant, has given several policy proposals to improve the youth's situation in the Middle East. With the MENA region being home to one of the youngest populations in the planet, it is important to "leverage this human capital". She states that the main issues in the region are the low levels of educational attainment, the high rates of youth unemployment and a great gender disparity. She is in favor of robust economic and social policies to combat these issues. She has proposed to start by gaining more in-depth knowledge of the situation of the youth by conducting various surveys, believing that they can offer additional insight to policymakers in the region.

* Iraq is to hold elections on October 10th, following protests dating back to October 2019. However, many young activists, notably in the town of Nasiriyah, choose to boycott these elections, claiming corruption within the country will prevent the elections from being fair. Over the past years, the Iraqi youth has protested against the corruption of the state, its inefficiency and the great influence they believe Iran has been exerting over the country.

* The Tunisian association "Tafkir Thaqafi” has developed an initiative called the "expression platform", and it has gained popularity in the country. This social initiative was launched through social media such as Facebook or YouTube and its main objective is to raise awareness around the issues of youth unemployment in the country. This platform allows the youth from more disadvantaged regions to express their aspirations as well as their apprehensions, which the founders of the initiative will communicate to policymakers. This platform is meant to build a bridge between the people and decision makers. This is especially important considering that the unemployment rate in Tunisia reached 17.9% during the second quarter of 2021 according to the National Institute of Statistics.

* King Mohammed VI of Morocco unveiled his new government on Friday. This administration is composed of the National Rally of Independents (RNI), following their victory in the last elections. The Islamist Justice and Development Party (PJD) has fallen out of favor following decisions such as the normalization of ties with Israel. This cabinet consists of 24 members, with 7 women, a record high, representing a wave of modernization. However, Nasser Bourita, who serves as the Minister of Foreign Affairs, has retained his position. This takes place amid rising tensions with neighboring Algeria, who has recently cut diplomatic ties with the Kingdom over "hostile actions".

* Several demonstrations took place Wednesday in Beirut, with many Lebanese people protesting the visit of Iranian Foreign Minister Hossein Amir Abdollahian. These protests were supported by the Lebanese Forces Party, the National Liberal party as well as the Guardians of the Cedar, who all strongly condemn Iran's influence through Hezbollah. Hezbollah, however, has denied these claims. These protests occur within greater context of tensions and economic decline in the country.

* قدمت سارة الملا، موظفة حكومية إماراتية، عدة مقترحات سياسية لتحسين وضع الشباب في الشرق الأوسط. ولأن منطقة الشرق الأوسط وشمال افريقيا هي احدى المناطق الأكثر شبابية في العالم، فمن المهم "الاستفادة من رأس المال البشري". وتقول إن القضايا الرئيسية في المنطقة هي انخفاض مستويات التحصيل العلمي، وارتفاع معدلات بطالة الشباب، والتفاوت الكبير بين الجنسين. وهي تؤيد سياسات اقتصادية واجتماعية قوية لمكافحة هذه القضايا. وقد اقترحت أن تبدأ باكتساب المزيد من المعرفة المتعمقة عن وضع الشباب من خلال إجراء استطلاعات مختلفة، معتقدة أنها يمكن أن تقدم نظرة ثاقبة إضافية لواضعي السياسات في المنطقة.

* سيجري العراق الانتخابات في 10 تشرين الأول / أكتوبر، بعد احتجاجات تعود إلى تشرين الأول / أكتوبر 2019. ومع ذلك، اختار العديد من النشطاء الشباب، ولا سيما في مدينة الناصرية، مقاطعة هذه الانتخابات، بدعوى أن الفساد داخل البلاد سيمنع الانتخابات من أن تكون نزيهة. على مدى السنوات الماضية، احتج الشباب العراقي على فساد الدولة وعدم كفاءتها والتأثير الكبير الذي يعتقدون أن إيران تمارسه على البلاد.

* كشف العاهل المغربي الملك محمد السادس النقاب عن حكومته الجديدة يوم الجمعة. تتكون هذه الإدارة من التجمع الوطني للأحرار، بعد فوزهم في الانتخابات الأخيرة. وقد فقد حزب العدالة والتنمية الإسلامي مكانته في المقدمة بعد قرارات مثل تطبيع العلاقات مع إسرائيل. وتتكون هذه الحكومة من 24 عضوا، منهم 7 سيدات، وهو رقم قياسي يمثل موجة تحديث. ومع ذلك، احتفظ ناصر بوريطة، الذي يشغل منصب وزير الخارجية، بمنصبه. يأتي ذلك وسط تصاعد التوترات مع الجارة الجزائر، التي قطعت مؤخرا العلاقات الدبلوماسية مع المملكة بسبب "الأعمال العدائية".

Economics and Entrepreneurship

* The Turkish presidency recently published a document called the National Youth Employment Strategy. This document features a program meant to alleviate the youth unemployment problems in the country. Its main objective is to bring down this rate from the 25.3% recorded in 2020 to 17.8% by the end of 2023. This will be done through various trainings and programs in specific fields, such as software development or cybersecurity. 

* An Emirati engineer won the seat for Middle East and Asia in the International Electrotechnical Commission’s (IEC) Young Professional Programme (YPP). The IEC is an international standards organization that sets the standards for all electrical and electronic technologies. This took place during the 85th IEC General Assembly that was held in Dubai on October 7th and is the first time that one of these meetings is held in the Middle East area. The theme of the meeting was "Leading the Fourth Industrial Revolution by Standardization" and was meant to initiate the next generation of experts to "standardization, conformity assessment and its impact on technology". This victory is seen as a great advance for the Emirati youth in the scientific and technical domains, and highly promotes the creation of a new generation of engineers in the country.

* It has been announced that the motto for Tunisia’s pavilion at the Expo 2020 would be “Inspiring Youth, a Promising future.” Imad Hafeez, who oversees the Pavilion, has stated that the pavilion would focus on the importance of “youth and their innovative spirit”. One of the four spaces of the pavilion is dedicated to start-up projects, notably in the fields of technology and innovation.

* It has been revealed that Israel would have its own pavilion in the Expo 2020 held in Dubai. This is seen as a breakthrough in Arab-Israeli relations, which have progressively been changing over the past years. The exhibition of an Israeli pavilion in Dubai falls in line with the Abraham Accords, signed between Israel and the UAE in August 2020. Previously, there had been no known diplomatic ties between the states. Sources state that “before September 2020, it would have been unthinkable that Israel would be able to participate in an event in the UAE.” The pavilion is meant to increase economic exchange between both states, notably through business and tourism. It is said that since the signing of the accords, the overall trade value between the two countries has reached around $675 million, as of August 29th, 2021.

* نشرت الرئاسة التركية مؤخرًا وثيقة تسمى الاستراتيجية الوطنية لتوظيف الشباب. تحتوي هذه الوثيقة على برنامج يهدف إلى التخفيف من مشاكل بطالة الشباب في البلاد. ويتمثل هدفها الرئيسي في خفض هذا المعدل من 25.3٪ المسجل في عام 2020 إلى 17.8٪ بحلول نهاية عام 2023. وسيتم ذلك من خلال التدريبات والبرامج المختلفة في مجالات محددة، مثل تطوير البرمجيات أو الأمن السيبراني.

* أعلن أن شعار جناح تونس في إكسبو 2020 سيكون "الشباب الملهم، مستقبل واعد". وأوضح عماد حفيظ، المشرف على الجناح، أن الجناح سيركز على أهمية "الشباب وروحهم الإبداعية". وتم تخصيص إحدى المساحات الأربعة للجناح للمشاريع المبتدئة، ولا سيما في مجالات التكنولوجيا والابتكار.

Conflict

* Saudi Foreign Minister Prince Faisal bin Farhan al Saud has confirmed that Saudi Arabia and Iran have engaged in “a fourth round of talks on September 21". The goal behind these talks is to ease the tensions that have greatly characterized the relations between both countries over the past decades. He has stated that « these discussions are still in an exploratory phase ». This is very important, as both states have been on opposing parties of various conflicts in the region and talks between the two could potentially have a great effect on these conflicts. 

* Diplomatic relations between France and Algeria have gotten more strained following the ban of French military planes to fly in Algerian airspace. This ban comes amidst a diplomatic row between the two countries, after France has restricted visa access to Algerian nationals and French President Emmanuel Macron made controversial comments concerning France’s colonial past in Algeria. He allegedly asked if "there was an Algerian nation before French colonization". Algeria, on the other hand, has demanded that France "decolonize its history". Moreover, the number of visas that France grants to Algeria has been divided by two since 2020.

* Syrian president Bashar Al Assad has reportedly allowed his uncle to return to Syria after a three-decade long exile, pro-government sources state. These sources claim that Rifaat Al Assad, who was exiled after attempting to stage a coup against his brother Hafez, would not be playing any important political or social role upon his return.

Development

* The 17th Arab Capitals’ Youth meeting started on October 3rd, with 14 Arab countries participating. The meeting, which took place in Amman, was organized by the Jordanian Ministry for Youth, in collaboration with the Arab League. The theme for this meeting would be “Health and Community Environment”, with the participants attempting to promote intercultural exchange through the development of creative youth-led projects in the region. 

* TikTok MENA has launched a series of live events named "Meet the Talent" that will be taking place over the course of several months. Each event focuses on a different topic, during which creators will share their knowledge and expertise with followers. These events allow for many young creators in the region to extend their platform. The first session's focus was on food, featuring several Arab creators and chefs, who saw this event as a great opportunity, with TikTok becoming a full-time job for many of them.

* It was announced on Friday that he Sharjah International Film Festival for Children and Youth will be taking place between October 10th and 15th, during which more than 80 films will be in competition.

التنمية

* بدأ اجتماع شباب العواصم العربية السابع عشر يوم 3 من تشرين أول / أكتوبر بمشاركة 14 دولة عربية. الاجتماع الذي عقد في العاصمة الأردنية عمان نظمته وزارة الشباب الأردنية بالتعاون مع جامعة الدول العربية. سيكون موضوع هذا الاجتماع هو "الصحة والبيئة المجتمعية"، حيث يحاول المشاركون تعزيز التبادل بين الثقافات من خلال تطوير مشاريع إبداعية يقودها الشباب في المنطقة.

* أطلقت منصة "تيك توك" في الشرق الأوسط وشمال افريقيا سلسلة من الفعالية المباشرة المسماة "تعرف على المواهب" والتي ستقام على مدار عدة أشهر. يركز كل حدث على موضوع مختلف، حيث يشارك منشئو المحتوى معرفتهم وخبراتهم مع المتابعين. تسمح هذه الأحداث للعديد من المبدعين الشباب في المنطقة بتوسيع منصتهم. ركزت الجلسة الأولى على الطعام، وشارك فيها العديد من المبدعين والطهاة العرب، الذين رأوا في هذا الحدث فرصة رائعة، حيث أصبحت منصة تيك توك وظيفة بدوام كامل للعديد منهم.

* أُعلن الجمعة عن انطلاق مهرجان الشارقة السينمائي الدولي للأطفال والشباب في الفترة ما بين 10 و15 أكتوبر، حيث يتنافس أكثر من 80 فيلماً ضمن فعاليات المهرجان.

Environment

* During the World Green Economy Summit, which was hosted during the Expo 2020 Dubai, Shamma Al Amzrui, the Emirati Minister for Youth Affairs, stated that youth are the main driving force for global efforts in the field of climate action. She described the youth as being "flexible, creative and possessing the values of sustainability and environmental preservation", which explains the initiative of the Arab Youth Center to launch the Arab Youth Council for Climate Change. She presented a research paper published by the Arab Youth Council on Climate Change, giving important figures. The study was conducted over 22 countries in the MENA region and concluded that 75% of the youth in the region believes that the public and private sectors have a shared responsibility to develop clean energies.

COVID-19

* A new platform called Helpline was recently launched in Saudi Arabia, meant to help the youth with their mental health. It allows for young people who have questions or doubts about various topics, ranging from mental health to more broad things such as social issues with people their age. Founded by a group of teenagers, this represents a great step forward. Mental health can often be considered a taboo topic in the region, and this platform can serve as a support system for many young people, especially in times of COVID. The founders of Helpline spoke of how their own struggles inspired them to take action. Their main objective is to “spread mental health awareness in the Middle East” and “break the stigma” surrounding mental health issues.

Politics and Political Engagement

* Sky News Arabia reported that a number of young people under the age of twenty won seats to lead local groups in Morocco, which sparked a debate in the legal and political circles in the Kingdom. While observers praised the remarkable youthfulness of the elites during the recent elections, others questioned the extent to which they absorb the responsibility entrusted to them and their ability to manage public affairs. This rise of youth amid the recent elections led to protests by rival parties that refused the idea of youth holding positions of power. Political blocs submitted appeals against these results. The administrative judiciary decided on these appeals, including the decision to cancel the election of Najia Seddik (19 years old), a counselor for the Mostakmar community in the eastern district of Laayoune in Taourirt, who was recently elected president of the communal council. On September 23, the Administrative Court decided to accept the appeal and annulled the election result. Article 41 of the elections law stipulates that candidates must be aged 21 or older at the time of elections, which entails that those under 21 who won seats will automatically lose their spots. Activists added that elites did not necessarily want youth engagement despite their colorful slogans for youth engagement in elections. 

* Hundreds of Iraqis demonstrated in Baghdad ahead of the upcoming parliamentary elections and in commemoration of the second anniversary of the 2019 popular protests. They held pictures of youth who were killed in the protests as well as signs that read “when will we see the killers behind bars” and “we want a home, we want change”, among others, as Iraqis continue to demand that the government holds those responsible for the assassinations of activists accountable. It is worth noting that the elections, to be held this month, were initially scheduled for 2022. But current Prime Minister Mustafa Al-Kadhimi promisd to hold it early when he assumed his position following the 2019 demonstrations which saw the death of 600 individuals as well as 30,000 injured. Since the 2019 demonstrations, more than 70 activists fell victims to assassinations or failed attempts.

* Iraq is preparing for early parliamentary elections on Oct 10, amid a series of challenges, most notably the difficult economic crisis, the growing influence of armed factions, and chronic corruption that controls the joints of the state. In a country that has suffered decades of wars and violence, in which 40% of the youth are unemployed, and poverty has been exacerbated by the outbreak of the COVID-19 pandemic, early elections do not raise much interest and enthusiasm among the 25 million voters, while observers expect Low participation rate. The head of the Iraqi Political Thinking Center, Ihsan Al-Shammari, believes that "at a time when Iraqis are heading for elections, the country is still mired in corruption in all of its institutions, which contributes significantly to weakening confidence in the state." Amidst this context of public frustration, several parties and activists who participated in the October 2019 protests announced a boycott of the elections, especially because of the assassinations of activists. Other observers added that the majority of the political blocs participating in the elections are closely linked to armed factions, whether it is the Sadrist or the military factions affiliated with the Popular Mobilization. 

* The Lebanese Minister of Youth and Sports, George Klass, indicated that "the situation in Lebanon is heading in the right direction." Klass reiterated that "the main goal is to gain the confidence of the people and the international community.” He emphasized the importance of restoring the confidence of young people in Lebanon. Regarding the youth policy, he said that he would present it to the Cabinet for approval, and that "young people will be at the center of it, and it will be at the level of the economic policy to support youth and motivate them to stay in Lebanon." Klass also announced his intention to create a youth card that includes obligatory contributions from the state for young people in a way that preserves their dignity.

* Tunisian Prime Minister-designate Najla Boden announced that the new line-up will include women and youth. She revealed that the government will consist of women and youth who are able to make a difference in this difficult period that the country is going through. Boden stressed that the priority is to advance the economy, improve living and health conditions, and reduce unemployment. Last Wednesday, Tunisian President Kais Saied assigned Boden to form the new government.

* The Royal Commission to Modernize the Political System in Jordan delivered its outcomes and recommendations concerning youth in public life, including draft electoral and political party laws as well as constitutional amendments and administrative reforms. Its youth-specific recommendations were divided into four age groups: (1) upbringing stage (ages 12-15), focusing on the quality of education and increasing the number of vocational and technical educational institutions; (2) the preparatory stage (age 16-18), focusing on creating municipal councils of youth, with a school representative in each council, increasing awareness of digital culture and entrepreneurship; (3) youth empowerment (ages 19-22), creating elected student unions or councils within each university with dedicated budgets to enhance their participation in public life; and (4) community, political, and economic participation (ages 23-35), for which the commission recommended enacting a national program to empower youth candidates for elected councils as well as engaging youth in government committees and local government administrations and councils. 

* Qatar held its first ever legislative elections on October 2, as none of the 26 women candidates were voted in. The elections determine 30 members of the 45-seat advisory Shura Council, as the emir appoints the remaining 15 members. A report by Reuters highlighted the experiences of some of the female candidates who faced some pushback from men. They also highlighted that they sought to reflect positive change onto Qatar’s guardianship and citizenship laws.

* أفاد موقع قناة سكاي نيوز عربية أن عددا من الشباب دون سن العشرين فازوا بمقاعد لقيادة مجموعات محلية في المغرب، الأمر الذي أثار جدلا في الأوساط القانونية والسياسية في المملكة. وفي حين أشاد المراقبون بالشباب اللافت الذي شهدته النخب خلال الانتخابات الأخيرة، تساءل آخرون عن مدى استيعابهم للمسؤولية المنوطة بهم وقدرتهم على إدارة الشؤون العامة. أدى صعود الشباب وسط الانتخابات الأخيرة إلى احتجاجات من قبل الأحزاب المتنافسة والتي رفضت فكرة تولي الشباب مناصب في السلطة. وتقدمت الكتل السياسية بطعون ضد هذه النتائج. وبتت المحكمة الإدارية في هذه الطعون، بما في ذلك قرار إلغاء انتخاب ناجية الصديق (19 عامًا)، مستشارة لمجتمع مستكمار في منطقة العيون الشرقية بمدينة تاوريرت، والتي انتُخبت مؤخرًا رئيسة للمجلس البلدي. وفي 23 من أيلول / سبتمبر، قررت المحكمة الإدارية قبول الاستئناف وألغت نتيجة الانتخابات. والجدير بالذكر أنه تنص المادة 41 من قانون الانتخابات على أن يكون عمر المرشحين 21 عامًا أو أكثر وقت الانتخابات، مما يعني أن من هم دون 21 عامًا فازوا بمقاعد قد يخسرون مقاعدهم تلقائيًا. وأضاف النشطاء أن النخب لا تريد بالضرورة مشاركة الشباب على الرغم من شعاراتهم الرنانة لمشاركة الشباب في الانتخابات.

* تظاهر مئات العراقيين في بغداد قبيل الانتخابات البرلمانية المقبلة وإحياءً للذكرى الثانية للمظاهرات الشعبية 2019. حملوا صورًا لشباب قُتلوا في الاحتجاجات بالإضافة إلى لافتات كُتب عليها "متى سنرى القتلة خلف القضبان" و "نريد وطنا، نريد التغيير"، من بين شعارات أخرى، بينما يواصل العراقيون مطالبة الحكومة يحاسب المسؤولين عن اغتيال النشطاء. والجدير بالذكر أن الانتخابات المقرر إجراؤها هذا الشهر كانت مقررة مبدئيًا في عام 2022. لكن رئيس الوزراء الحالي مصطفى الكاظمي وعد بإجرائها مبكرًا عندما تولى منصبه إثر مظاهرات 2019 التي شهدت مقتل 600 فردا، فضلا عن 30000 جريح. ومنذ مظاهرات 2019، سقط أكثر من 70 ناشطًا ضحايا للاغتيالات أو محاولات الاغتيال الفاشلة وسط عجز الحكومة على محاسبة المسؤولين.

* يستعد العراق لانتخابات نيابية مبكرة في العاشر من تشرين الأول / أكتوبر الجاري، وسط سلسلة من التحديات أبرزها الأزمة الاقتصادية الصعبة وتنامي نفوذ الفصائل المسلحة والفساد المزمن الذي يسيطر على مفاصل الدولة. ففي بلد عانى عقودًا من الحروب والعنف، حيث يعد 40٪ من الشباب عاطلون عن العمل، وتفاقم الفقر بسبب تفشي جائحة فايروس كورونا، لا تثير الانتخابات المبكرة الكثير من الاهتمام والحماس بين 25 مليون ناخبا. بينما يتوقع المراقبون انخفاض نسبة المشاركة. ويرى رئيس مركز التفكير السياسي العراقي، إحسان الشمري، أنه "في الوقت الذي يتجه فيه العراقيون إلى الانتخابات، لا تزال البلاد غارقة في الفساد في جميع مؤسساتها، مما يسهم بشكل كبير في إضعاف الثقة بالدولة. " وسط هذا الإحباط العام، أعلن عدد من الأحزاب والنشطاء الذين شاركوا في احتجاجات أكتوبر 2019، مقاطعة الانتخابات، لا سيما بسبب اغتيال ناشطين. وأضاف مراقبون آخرون أن غالبية الكتل السياسية المشاركة في الانتخابات مرتبطة ارتباطا وثيقا بالفصائل المسلحة سواء كانت من التيار الصدري أو الفصائل العسكرية التابعة للحشد الشعبي.

* أشار وزير الشباب والرياضة اللبناني، جورج كلاس، إلى أن "الوضع في لبنان يسير في الاتجاه الصحيح". وجدد كلاس أن "الهدف الأساسي هو كسب ثقة الشعب والمجتمع الدولي". وشدد على أهمية إعادة ثقة الشباب في لبنان. وفيما يتعلق بسياسة الشباب، قال إنه سيعرضها على مجلس الوزراء لإقرارها".  وأن "الشباب سيكونون محورها، وسيكون على مستوى السياسة الاقتصادية لدعم الشباب وتحفيزهم على البقاء في لبنان". كما أعلن كلاس عن نيته إنشاء بطاقة شبابية تتضمن إلزامية. مساهمات الدولة للشباب بما يحفظ كرامتهم.

* أعلنت رئيسة الوزراء التونسية المكلفة نجلاء بودن أن التشكيلة الجديدة ستشمل النساء والشباب. وكشفت أن الحكومة ستتألف من نساء وشباب قادرين على إحداث فرق في هذه الفترة الصعبة التي تمر بها البلاد. وشدد بودن على أن الأولوية هي النهوض بالاقتصاد وتحسين الظروف المعيشية والصحية وتقليل البطالة. وكان الرئيس التونسي قيس سعيد قد كلف، الأربعاء الماضي، بودن بتشكيل الحكومة الجديدة.

Economics and Entrepreneurship

* Ahmed Aboul Gheit, the Secretary-General of the League of Arab States, recently called for the need to develop tight and practical policies to advance the digital economy in Arab countries. Aboul Gheit said in previous statements that investing in the digital economy will allow achieving high and sustainable growth rates that will absorb large numbers of young people looking for job opportunities in many Arab countries. He added that the digital economy currently represents an important resource in the global economy, and its importance is proven to be constantly increasing, as data indicates an acceleration in the growth of the digital economy at rates that exceed the rest of the traditional sectors of the economy, where the contribution of the digital sector is equivalent to 22% of the total global gross output.

* The Saudi Minister of Human Resources and Social Development asserted that the human capacity development program is an essential pillar of the labor market, as the program looks to prepare youth for the current and future labor markets. The program provides hands-on training for its participants, as part of Saudi Arabia’s goal of localizing 40% of high-skilled jobs and reducing waithood among 80% of university degree holders within 12 months of their graduation.

* The National News reported that NYUAD runs the Strategic Philanthropy Initiative, in partnership with an Emirati businessman and social entrepreneur, as it looks to create a “golden age of philanthropy in the region.” This partnership sets impact as its main target, as it looks to equip youth with tools, resources, and the infrastructure needed to boost impact. The initiative will focus on three areas: research to understand the past, present, and possible future of philanthropy in the UAE and region; education for existing and aspiring philanthropists; and bringing people together to share ideas about the practice.

* Dubai Startups, one of the initiatives of the Dubai Chamber to Support Entrepreneurship, and the Dubai Technology Entrepreneurship Center (Dtec), announced that they have selected 30 young Emirati entrepreneurs to participate in the new cycle of their annual program the Youth Citizen Skills Development Program. The selected cohort will engage in specialized training on entrepreneurship, how to establish and promote the growth of businesses, the importance of sales to emerging entrepreneurs, in addition to how to prepare a presentation for commercial projects in a distinctive and exceptional way.

* The Ministry of Youth Office in Tripoli – Libya held the first meeting of the committee formed to organize the Youth Economic Forum. During this meeting, tasks were distributed among the members of the committee to develop an action plan to implement the forum, which aims to discuss addressing the restrictions on job creation for young people and their ability to compete in the labor market and ways to support small and medium enterprises, and to submit recommendations and outputs from the forum to the competent authorities.

* A meeting of the committee assigned by the Libyan Prime Minister Abdul Hamid Al-Dabaiba headed by the Minister of Youth “Fathallah Al-Zani” was held in the presence of the Undersecretary for Planning and Development Affairs and a representative of the Central Bank with the Director of the Economic Credit Fund. The attendees discussed the preparation of mechanisms for implementing the economic lending initiative and the appropriate ways to transform this initiative into reality.

* The Giza Governorate in Egypt, in cooperation with the October 6 Club, organized an exhibition for youth products and handicrafts, featuring products manufactured by youth from Giza, Menoufia, Al-Wahat, Siwa, and Sinai, which saw a great turnout by residents of these areas.  

* The All Jordan Youth Commission (AJYC) in Irbid governorate announced the start of registration for a free training course on entrepreneurship, which will be held in cooperation with Talal Abu-Ghazaleh Group (TAG). AJYC’s Irbid coordinator stated that this training course targets young men and women from Irbid Governorate, within the age group of 22-35 years, where 20 participants who have pioneering ideas will be selected to attend the course activities in full, and the participants will receive training certificates.

* دعا أحمد أبو الغيط، الأمين العام لجامعة الدول العربية، مؤخرًا إلى ضرورة وضع سياسات صارمة وعملية للنهوض بالاقتصاد الرقمي في الدول العربية. وقال أبو الغيط في تصريحات سابقة إن الاستثمار في الاقتصاد الرقمي سيسمح بتحقيق معدلات نمو عالية ومستدامة من شأنها استيعاب أعداد كبيرة من الشباب الباحثين عن فرص عمل في العديد من الدول العربية. وأضاف أن الاقتصاد الرقمي يمثل حالياً مورداً مهماً في الاقتصاد العالمي، وقد ثبتت أهميته في التزايد المستمر، حيث تشير البيانات إلى تسارع نمو الاقتصاد الرقمي بمعدلات تفوق باقي القطاعات التقليدية في الاقتصاد، حيث تعادل مساهمة القطاع الرقمي 22٪ من إجمالي الناتج العالمي الخام.

* أكد وزير الموارد البشرية والتنمية الاجتماعية السعودي أن برنامج تنمية القدرات البشرية يعد ركيزة أساسية لسوق العمل، حيث يتطلع البرنامج إلى إعداد الشباب لأسواق العمل الحالية والمستقبلية. ويوفر البرنامج تدريبًا عمليًا للمشاركين، كجزء من هدف المملكة العربية السعودية المتمثل في توطين 40٪ من الوظائف التي تتطلب مهارات عالية وتقليل الفترة من بين التخرج والتوظيف لـ80٪ من حاملي الشهادات الجامعية خلال 12 شهرًا من تخرجهم.

 

* ذكرت صحيفة ناشونال نيوز أن جامعة نيويورك أبوظبي تدير مبادرة العمل الخيري الاستراتيجي، بالشراكة مع رجل أعمال إماراتي ورائد أعمال اجتماعي، حيث تتطلع إلى خلق "عصر ذهبي للأعمال الخيرية في المنطقة". تضع هذه الشراكة "التأثير" كهدف رئيسي لها، حيث تتطلع إلى تزويد الشباب بالأدوات والموارد والبنية التحتية اللازمة لتعزيز التأثير. ستركز المبادرة على ثلاث مجالات: البحث لفهم الماضي والحاضر والمستقبل المحتمل للعمل الخيري في دولة الإمارات العربية المتحدة والمنطقة، وتعليم المحسنين الحاليين والطامحين، وجمع الناس معًا لتبادل الأفكار حول هذه الممارسة.

* عقد مكتب الشباب في طرابلس - ليبيا الاجتماع الأول للجنة المشكلة لتنظيم منتدى الشباب الاقتصادي. وتم خلال هذا الاجتماع توزيع المهام على أعضاء اللجنة لوضع خطة عمل لتنفيذ الملتقى، والتي تهدف إلى مناقشة معالجة القيود المفروضة على خلق فرص العمل للشباب وقدرتهم على المنافسة في سوق العمل وسبل دعم المشاريع الصغيرة. والمؤسسات المتوسطة، ورفع التوصيات والمخرجات من المنتدى إلى الجهات المختصة.

* عقد اجتماع اللجنة المكلفة من قبل رئيس الوزراء الليبي عبد الحميد الدبيبة برئاسة وزير الشباب فتح الله الزاني وبحضور وكيل الوزارة لشؤون التخطيط والتنمية وممثل عن البنك المركزي مع مدير صندوق الائتمان الاقتصادي. وناقش الحضور إعداد آليات تنفيذ مبادرة الإقراض الاقتصادي والسبل المناسبة لتحويل هذه المبادرة إلى واقع.

 

* نظمت محافظة الجيزة في مصر، بالتعاون مع نادي 6 أكتوبر، معرضًا لمنتجات الشباب والحرف اليدوية، يضم منتجات يصنعها شباب من الجيزة، والمنوفية، والواحات، وسيوة، وسيناء، والتي شهدت إقبالًا كبيرًا من قبل سكان هذه المناطق.

* أعلنت هيئة شباب كلنا الأردن في محافظة إربد، عن بدء التسجيل في دورة تدريبية مجانية حول ريادة الأعمال، والتي ستعقد بالتعاون مع مجموعة طلال أبو غزالة. صرح منسق الهيئة في أربد أن هذه الدورة التدريبية تستهدف الشباب والشابات من محافظة إربد، ضمن الفئة العمرية من 22 إلى 35 عامًا، حيث سيتم اختيار 20 مشاركًا لديهم أفكار رائدة لحضور أنشطة الدورة بالكامل، وسيحصل المشاركون على شهادات التدريب.

Conflict

* Tahdeeth published a report discussing the ramifications of the war in Yemen on its youth population. Various Yemeni youth interviewees indicated that they lost their dignity, will to live, basic rights, opportunities, and any hope for the future. One young Yemeni, notably, stated “imagine our loss bills during the war, we are almost outside the equation of life, only some organizations look at us with insulting crumbs.” With a war that left thousands dead and millions in severe poverty, Yemeni youth find themselves under siege, in constant fear, without a clear identity, and with no break in sight. 

* Hana Hassan wrote an article for Fair Observer titled “Young Yemenis Lead the Way for Peacebuilding” in which she argues that those in positions of power “should not wait until the conflict is over to integrate young Yemeni leaders into the peacebuilding process.” She highlights that Yemen’s youth population has been engaging in activism and working toward a better future for themselves and their country, with peace being the top priority. She illustrates numerous activities and initiatives carried out by young Yemenis; however, she believes it is time for those in positions of power to lend their hand and cooperate with Yemen’s beacon of hope, its youth.

* The Daily Star reported that Imad Al-Harathi, the head of the Libyan National Youth League was abducted by unidentified gunmen after he called for demonstrations in support of the December elections. According to the United Nations Support Mission in Libya, his whereabouts remain unknown, as it called for his immediate release and stressed the importance of freedom of expression and assembly.

* The Middle East Eye reported that Libyan authorities carried out a major security operation in Tripoli against alleged criminals, drug dealers, and illegal immigrants, and it detained hundreds of migrants. Interim Prime Minister Abdulhamid Dbeibah praised the operation while the Norwegian Refuge Council expressed alarm over the mass arrests. In fact, the country director of the NRC stated that more than 500 migrants, including women and children, have been arbitrarily detained and are at risk of abuse and ill-treatment. He added "torture, sexual violence, and extortion are rampant in Libyan detention centers. We believe this latest wave of arrests is part of a wider crackdown by the Libyan authorities on migrants and refugees in Libya.”

* AP News published a report illustrating the rescue of 6 North African migrants, whose small fiberglass boat had begun to sink in the Mediterranean on their way to Europe. A rescue boat, operated by Doctors Without Boarders. The rescue mission found three Libyans, two Tunisians, and a Moroccan, who had left a day earlier (September 19) from Libya’s Zawyia. This is the latest of tens of attempted dangerous sea voyages occurring regularly from North Africa toward Europe. According to the United Nations, over 1,100 migrants were reported dead or presumed dead off Libya this year, but that number is believed to be higher. Around 25,300 others have been intercepted and returned to Libya’s shore since January. That’s more than double the number from 2020, where about 11,890 migrants were brought back. The spike comes after overall arrivals, but not deaths, declined during the height of the pandemic in 2020.

* نشر موقع "تحديث" تقريراً يناقش تداعيات الحرب في اليمن على الشباب. أشار العديد من الشباب اليمنيين الذين تمت مقابلتهم إلى أنهم فقدوا كرامتهم وإرادتهم في العيش وحقوقهم الأساسية وفرصهم وأي أمل في المستقبل. فقد قال أحد الشباب اليمني، على وجه الخصوص، "تخيلوا فواتير الحرب علينا الشباب، فنحن تقريبًا أصبحنا خارج معادلة الحياة، فقط بعض المنظمات تنظر إلينا بفتات مهينة". مع الحرب التي خلفت آلاف القتلى والملايين في فقر مدقع، يجد الشباب اليمني أنفسهم تحت الحصار، في خوف دائم، من دون هوية واضحة، ومن دون أي بواد انفراج في الأفق.

* The Carnegie Endowment for International Peace published a working paper titled “Civil Society and the Global Pandemic: Building Back Different?” The report highlights the specific challenges civil society organizations and civil society activists had to encounter during the pandemic, including challenges related to government crackdowns on their voices under the cover of emergency laws passed to help manage the crisis. The pandemic is expected to leave a lasting impact on the nature of civil society in the region, as they have been engaging thinking about measures to reshape policy and the economy. The report highlights numerous efforts carried out by MENA CSOs. For instance, CSOs in Libya are focused on advancing a fragile peace accord; in Lebanon, protests against lockdowns became part of a wider campaign against the costs of elite corruption made even more evident by the pandemic; in Tunisia, CSOs organized in 2020 around the country’s ongoing financial and political crises before intensifying efforts in mid-2021 due to soaring COVID-19 death rates and the government’s botched vaccine rollout; and in Algeria, the Hirak movement resumed its opposition to the incumbent regime, buoyed by pandemic-related frustrations.

* Ammon News reported on September 27 that various youth centers in Jordan implemented activities over the past week as part of the Hussein Camps for Work and Construction. These activities included seminars on healthy lifestyle, media training, peer-to-peer communication, enhancing ties between youth and decision-makers, social cohesion, and community violence, among others with the participation of tens of young Jordanian men and women.

* Talal Abu-Ghazaleh Knowledge Forum (TAG-KF), in cooperation with Jordan Media Institute (JMI) organized a digital panel session titled “Digital Media and Youth on Social Media” which was attended by several young Jordanian content creators. It provided an opportunity for Jordanian digital content creators and producers of digital programs on social media platforms to share their positive content, as well as to talk about the digital media challenges and to come up with youth developed recommendations.

* Emirates News Agency signed an MOU with the Arab Youth Center to empower young Arab media talents and competencies at Expo 2020 Dubai within the youth pavilion in the global event. This MOU looks to highlight the Emirati model and experience in empowering youth, through Arab media talents of competent youth, many of whom established their own media and creative projects, while a number of them joined prestigious Arab media institutions and distinguished communication and media sites in many of institutions. Under the MOU, 15 young men and women will be delegated from the fourth edition of the Young Arab Media Leaders Program to create creative media stories from “Expo 2020 Dubai” that inspire visitors from the region and the world to create better solutions for humanity in different areas of life.

* Two Emirati young women have launched an internal training program called "Tamkeen", which aims to leverage the energies of young people and help them acquire professional experiences that qualify them to enter the labor market. Tamkeen’s founders are also working to develop many future cultural projects and programs with the aim of exchanging science and knowledge in an innovative way in line with the aspirations and needs of future generations, in partnership with experts and specialists in various fields of science.

* The General Secretariat of the Egyptian Republican People's Party held an awareness workshop titled “No to Addiction” in Qana governorate. The workshop discussed the mental, psychological, and physical dangers of addiction in addition to the importance of the role played by families in raising resilient young people as well as providing alternatives for recreational activities in public spaces. The workshop was attended by 140 individuals, most of whom were young men and women.

* The Media College at Cairo University is organizing the “Arab Media Youth Forum” between October 3-5. The forum includes various training workshops presented by a group of young media professionals, open meetings, and panel discussions, along with competition between in the areas of documentaries, print and electronic press, and advertisements. The forum aims to advance youth, build future media professionals, raise youth awareness of Arab media issues, and qualify them for the needs of the labor market and international participation.

* A report by Ahram on September 30 illustrates that a delegation from the UN Office on Drugs and Crime (UNODC) visited Egypt’s Fund for Drug Control and Treatment of Addiction (FDCTA) to study Egypt’s efforts in treating ad rehabilitating drug addicts and to look to simulate the model in Iraq. The report indicates that the emphasis will be on awareness campaigns to try to reduce the demand on narcotics. UNODC is said to be working on an Iraqi national strategy to combat and prevent drug abuse.

* وقعت وكالة أنباء الإمارات مذكرة تفاهم مع مركز الشباب العربي لتمكين المواهب والكفاءات الإعلامية العربية الشابة في إكسبو 2020 دبي ضمن جناح الشباب في الحدث العالمي. وتتطلع مذكرة التفاهم هذه إلى إبراز النموذج والخبرة الإماراتية في تمكين الشباب، وذلك من خلال المواهب الإعلامية العربية من الشباب الأكفاء، الذين أسس العديد منهم مشاريعهم الإعلامية والإبداعية الخاصة، بينما انضم عدد منهم إلى مؤسسات إعلامية عربية مرموقة ومواقع تواصلية وإعلامية متميزة في العديد من المؤسسات. وبموجب مذكرة التفاهم، سيتم تفويض 15 شابًا وشابة من الإصدار الرابع من برنامج القيادات الإعلامية العربية الشابة لإنشاء قصص إعلامية إبداعية من "إكسبو 2020 دبي" تلهم الزوار من المنطقة والعالم لإيجاد حلول أفضل للإنسانية في مجالات مختلفة من الحياة.

* أطلقت شابتان إماراتيتان برنامجا تدريبيا محليا بعنوان "تمكين" يهدف إلى الاستفادة من طاقات الشباب ومساعدتهم على اكتساب الخبرات المهنية التي تؤهلهم لدخول سوق العمل. كما يعمل مؤسسو تمكين على تطوير العديد من المشاريع والبرامج الثقافية المستقبلية بهدف تبادل العلم والمعرفة بطريقة مبتكرة تتماشى مع تطلعات واحتياجات الأجيال القادمة، وذلك بالشراكة مع الخبراء والمتخصصين في مختلف مجالات العلوم.

* عقدت الأمانة العامة لحزب الشعب الجمهوري المصري ورشة توعوية بعنوان "لا للإدمان" في محافظة قانا. وناقشت الورشة المخاطر العقلية والنفسية والجسدية للإدمان بالإضافة إلى أهمية الدور الذي تلعبه الأسر في تربية الشباب الصامد وتوفير بدائل للأنشطة الترفيهية في الأماكن العامة. وكان قد حضر الورشة 140 شخصاً معظمهم من الشباب والشابات.

* تنظم كلية الإعلام بجامعة القاهرة "منتدى شباب الإعلام العربي" في الفترة ما بين 3-5 تشرين أول / أكتوبر. ويتضمن الملتقى ورش عمل تدريبية متنوعة يقدمها مجموعة من الإعلاميين الشباب ولقاءات مفتوحة وحلقات نقاشية، إلى جانب منافسة في الأفلام الوثائقية، والصحافة المطبوعة والإلكترونية، والإعلانات. ويهدف المنتدى إلى النهوض بالشباب وبناء الإعلاميين المستقبليين وتوعية الشباب بقضايا الإعلام العربي وتأهيلهم لاحتياجات سوق العمل والمشاركة الدولية.

* يوضح تقرير لصحيفة الأهرام في 30 أيلول / سبتمبر أن وفدًا من مكتب الأمم المتحدة المعني بالمخدرات والجريمة قد زار الصندوق المصري لمكافحة المخدرات وعلاج الإدمان لدراسة جهود مصر في علاج وإعادة تأهيل مدمني المخدرات والبحث عن سبل محاكاة النموذج في العراق. ويشير التقرير إلى أن التركيز سيكون على حملات التوعية لمحاولة تقليل الطلب على المخدرات. يقال إن مكتب الأمم المتحدة المعني بالمخدرات والجريمة يعمل على استراتيجية وطنية للعراق لمكافحة ومنع تعاطي المخدرات.

Education

* Arab News reported on September 28 that Mawhiba, a Saudi Foundation, granted 3,000 scholarships for youth, covering various scientific fields. The grantees underwent training sessions, which reached 7,000 hours for some students. Mawhiba organized an exhibition to showcase youth talents whereby the first part was a photo exhibition for students who won local and international competitions; the second was an interactive theatre with general compeitions, various questions, and scientific scholarships; and the third included the “I am a talent” event for children, featuring activities on creative thinking skills. 

* The Minister of Immigration and Egyptians Abroad Affairs said that the Ministry established the Immigration Youth Center to train students abroad to deal with all the questions they face about their country, noting that Egyptian youth studying abroad have a strong influence in the universities in which they study. She added “Egypt’s youth studying abroad must have information to respond to any news told to them about their country, especially since the Muslim Brotherhood works in universities. It attracts students to extremist and anti-state ideas."

* TSME (Technology Strategies Middle East) in collaboration with Automation Anywhere announced an initiative to launch Robotic Process Automation training to five universities in Jordan: Yarmouk University, Mutah University, Tafila Technical University, Princess Sumaya University for Technology, and Jordan University of Science and Technology. The initiative is part of Jordan’s 2021-2025 National Strategy for digital transformation to promote the development of a digitally savvy economy and workforce. In addition to training faculty members, the initiative will extend to students, who will be trained and certified internationally to secure specialized skills needed for employment throughout the country.

* أفادت صحيفة عرب نيوز في 28 من أيلول / سبتمبر أن مؤسسة موهبة السعودية منحت 3000 منحة دراسية للشباب تغطي مختلف المجالات العلمية. وخضع المستفيدون لدورات تدريبية بلغت 7000 ساعة لبعض الطلاب. نظمت موهبة معرضا لعرض المواهب الشابة، حيث كان الجزء الأول عبارة عن معرض للصور للطلاب الذين فازوا في مسابقات محلية ودولية. والثاني مسرح تفاعلي مع مؤلفات عامة وأسئلة متنوعة ومنح علمية. والثالث احتوى على فعالية "أنا موهبة" للأطفال، حيث تضمنت أنشطة حول مهارات التفكير الإبداعي.

* قالت وزيرة الهجرة وشؤون المصريين بالخارج، إن الوزارة أنشأت مركز شباب الهجرة لتدريب الطلاب بالخارج على التعامل مع جميع الأسئلة التي يواجهونها حول بلدهم، مشيرة إلى أن الشباب المصري الذي يدرس بالخارج له تأثير قوي في الجامعات التي يدرسون فيها. وأضافت الوزيرة: "لابد أن يكون لدى شباب مصر الذين يدرسون في الخارج معلومات للرد على أي أخبار يتم إخبارهم بها عن بلادهم، خاصة وأن جماعة الإخوان المسلمين تعمل في الجامعات ويجذبون الطلاب إلى الأفكار المتطرفة والمناهضة للدولة".

* أعلنت "استراتيجيات التكنولوجيا في الشرق الأوسط بالتعاون مع شركة "اتوميشن ايفيريوير" عن مبادرة لإطلاق تدريب على أتمتة العمليات الروبوتية في خمس جامعات في الأردن هي: جامعة اليرموك، وجامعة مؤتة، وجامعة الطفيلة التقنية، وجامعة الأميرة سمية للتكنولوجيا، وجامعة العلوم والتكنولوجيا الأردنية. وتعد هذه المبادرة جزءًا من الاستراتيجية الوطنية للأردن 2021-2025 للتحول الرقمي لتعزيز تنمية الاقتصاد والقوى العاملة الذكية رقميًا. وبالإضافة إلى تدريب أعضاء هيئة التدريس، ستمتد المبادرة لتشمل الطلاب، الذين سيتم تدريبهم واعتمادهم دوليًا لتأمين المهارات المتخصصة اللازمة للتوظيف في جميع أنحاء البلاد.

Environment

* The Modern Diplomacy published an article by Ferid Belhaj discussing food insecurity in the MENA region. Prior to the pandemic, 12% of the region’s population was undernourished, as per UN agencies, yet the pandemic along with the protracted conflicts have exacerbated these numbers. In fact, Belhaj adds that in 2020, MENA’s share of the world’s acutely food insecure people was 20%, disproportionately high compared to its 6% share of the population. Belhaj illustrates three key challenges: (1) climate change – an increase in the frequency of extreme weather and high temperatures is affecting local agriculture; (2) population growth rates in the region – the highest worldwide, especially in urban areas; and (3) diet and nutrition – the region is massively dependent on food imports. Belhaj believes that reducing the MENA’s dependence on food imports is one intervention to consider, coupled with improving the efficiency of importing and storing food. He also adds that it is important to reinvigorate the agricultural sector in the region as well as investing in practices and technologies that could respond to climate change, such as hydroponics, conservation agriculture, and the safe use of treated water. 

* The Global Summit for Green Economy will be held in Dubai between October 6-7, with a major emphasis on youth active participation in high level discussions related to climate change and green economy. The interactive environment of the Summit contributes to helping young people develop a deeper understanding of current and future challenges, enhance their knowledge and experiences, and present innovative and sustainable economic visions that contribute effectively to creating the future and achieving sustainable development. The summit will include youth seminars to encourage them to engage in sustainable development and the green economy before they enter the labor market. An elite group of pioneers, officials, specialists, speakers, experts, and global and local investors will participate in the discussions, with the aim of encouraging the contribution of the younger generation to efforts to achieve sustainability.

* Alroeya reported that Abu Dhabi Energy signed a partnership with the Youth for Sustainability Platform, with the aim of investing in young people, working to develop their skills, and providing them with a basic culture to become leaders of sustainability. This partnership contributes to the Department’s goals of consolidating sustainable environmental concepts and rationalizing energy consumption. It also looks to empower youth to advance the sustainability agenda, particularly when it comes to renewable and clean energy. 4,500 young people were reached and benefited from all activities carried out within the scope of the program. The department also provided intellectual leadership workshops through which it inspired 100 young members to become effective ambassadors in the field of energy and water efficiency.

* The European Union Mission to Libya said that there are initiatives with youth leaders in several Libyan cities on the occasion of the International Day for Cleaning Earth in September. The mission, in a statement, added: "we are very proud of these young leaders who volunteered to clean the streets and beaches of their cities in Tripoli, Benghazi, and Zuwara in an important gesture to encourage positive behavioral change towards the environment in their communities. The EU stresses the importance of supporting and empowering them to create a safer and more prosperous world for all.”

COVID-19

* Sputnik reported on September 27 that a member of the Moroccan scientific committee to combat the Coronavirus confirmed that the lack of young people's demand for vaccination was caused by their lack of conviction of the efficacy of the vaccines. Sources confirmed that the Morocco had obtained nearly 54 million doses of different vaccines since the beginning of the crisis, including the Chinese Sinopharma, Pfizer, and Johnson and Johnson. The member explained that about 8 million of the target groups did not receive the vaccination and that 54% of students received the Pfizer vaccine while the rest received Sinopharma.

* The Egyptian Ministry of Health and Population presented a map of youth centers designated as places to receive the Coronavirus vaccine for students of universities and higher institutes. The Ministry of Health and Population had announced that students may begin receiving their vaccines at youth centers, among 270 centers that were equipped to register and vaccinate university students, without pre-registration, before the start of the new academic year. * The Middle East Monitor reported on September 20 that a poll conducted by the Center of Strategic Studies at the University of Jordan found that 68% of Jordanians do not trust the recently formed Royal Committee to Modernize the Political System and its expected outcomes. The poll adds that 32% of Jordanians believe that the committee will be able to formulate a fair electoral law that represents all segments of society. 

* Turkish President Recep Tayyip Erdogan has again attacked social networking sites, describing them as "the most dangerous means of provocation and incitement." During a meeting with university students on Saturday, Erdogan called on his country's youth not to use social media, accusing various social media channels of "manipulating the minds of young people and relying on lies." Erdogan said the government's steps against social media were aimed at "making our youth more peaceful and protecting them from distorted currents".

* The organization of the Ennahda Youth Movement at the university called on all students and youth, to prepare to defend the values and principles of the Republic of Tunisia by all legitimate and peaceful civil means. This came in a statement issued following the new exceptional measures announced by the President Kais Saied. * Atheer Alshara’ wrote an article discussing the reasons behind Iraqi youth’s reluctance to participate in the elections. The author stresses on the role partisan media plays in trying to undermine the democratic process in Iraq and implant concepts and convictions that the elections in their entirety are politicized and that quotas are settled before the elections. The author adds that parliamentary blocs failed to implement the tasks entrusted to them to encourage young people to adhere to the system followed in Iraq, especially that Iraq witnessed serious security and economic challenges. The article concludes by saying that it is integral to convince young people of the importance of the upcoming elections to change Iraq’s conditions.

* Dilan Sirwan wrote an article for Rudaw questioning whether Iraq can run a fair, free, and safe elections, 3 weeks ahead of Iraq’s upcoming elections. This comes in an environment where armed militias operate with impunity outside of government control, Daesh militants carry out frequent attacks, and fears of electoral fraud coupled with disillusionment over the political system is threatening to keep many voters away. The government is trying to tackle the large task of securing the vote. It has put strict security measures in place, enlisted a record-large international monitoring mission, and is promising a fair and clean electoral process. Despite that, public skepticism remains high, especially when it comes to vote buying, electronic voting, influence of militias, and bad memories from the 2018 elections. Head of the United Nations mission in Iraq (UNAMI) Jeanine Hennis-Plasschaert earlier this month told media that additional measures have been taken to avoid fraud in the elections, among them confiscating all voter cards after use and disabling them for 72 hours. There are a total of 3,249 candidates, including 951 women, competing for 329 seats in the parliament. Nine seats are reserved by minorities and there are 67 candidates vying for these spots. At least 25 million Iraqis are eligible to vote, but polls predict a record low turnout. The electoral system has changed, but the mindset driving Iraqi politics has not.

* The Director General of Abyan Governorate Media (Yemen), Dr. Yasser Baazeb, discussed with the Youth Alliance of Abyan Governorate the involvement of youth and women in decision-making and working to rehabilitate youth and women and empower them in decision-making at the level of Abyan Governorate. Baazeb stressed the importance of building the skills and capabilities of youth and women in various fields and working to integrate them into society as active and influential elements and to benefit from their creativity and energies in society. * The Ministry of Youth of the Government of National Unity, Libya, launched an appeal to young people to go out on Friday in Martyrs Square in Tripoli to support the government. The organization renewed its "demand to lower the voting age to include those who are 18 years old." * دعا تنظيم حركة شباب النهضة في الجامعة جميع الطلاب والشباب إلى الاستعداد للدفاع عن قيم ومبادئ الجمهورية التونسية بكل الوسائل المدنية المشروعة والسلمية. وجاء ذلك في بيان صدر عقب الإجراءات الاستثنائية الجديدة التي أعلنها الرئيس قيس سعيد. واعتبر شباب النهضة في الجامعة أن رئيس الدولة "علق دستور 27 يناير 2014 كسابقة خطيرة في تونس الديمقراطية مع نتائج غير محسوبة"، وأن ذلك يمثل "ضربة واضحة لإرادة الشعب التونسي المتمثل في إجماع ممثليها في المجلس الوطني التأسيسي". وأكد شباب النهضة في الجامعة "رفضهم الأساسي لهذا المسار" ووصفوه بـ "الانقلاب"، معتبرين أنه "يؤسس للحكم المطلق للفرد تحت مسمى الإجراءات الاستثنائية".

* كتب أثير الشرع مقالاً يناقش فيه أسباب عزوف الشباب العراقي عن المشاركة في الانتخابات. ويشدد الكاتب على الدور الذي تلعبه وسائل الإعلام الحزبية في محاولة تقويض العملية الديمقراطية في العراق وغرس المفاهيم والقناعات بأن الانتخابات برمتها مسيسة وأن المحاصصة يتم حسمها قبل الانتخابات. ويضيف الكاتب أن الكتل النيابية فشلت في تنفيذ المهام الموكلة إليها لتشجيع الشباب على التقيد بالنظام المتبع في العراق، خاصة أن العراق شهد تحديات أمنية واقتصادية خطيرة. ويختتم المقال بالقول إنه جزء لا يتجزأ من إقناع الشباب بأهمية الانتخابات المقبلة لتغيير أوضاع العراق.

* Middle East Monitor reported on September 21 that young Lebanese are driving a crypto revolution after banks go bust. Lebanese are forced to withdraw money in pounds at a massive loss or take out US dollar-denominated cheques which are then sold for a fraction of their price – currently about 20 per cent. A recovery plan proposed by the government to the International Monetary Fund in 2020 estimated the losses in Lebanon's financial system at about $83 billion. The bankrupt country's tech-savvy youth are increasingly turning to cryptocurrency to shield themselves from currency depreciation, get money in and out of the country, and try to make up for the losses they have suffered.

* Arab News indicated that the Sovereign Fund of Egypt is exploring investment opportunities in the fintech sector with a focus on small and medium projects. The fund aims to attract private investments in Egypt’s underutilized assets and create wealth for future generations and boost the country’s economic growth.

* Middle East Monitor indicated on September 24 that Denmark provided Palestine with a $72 million grant to support its efforts to reach independence. The funds will be spent on local governance, agriculture, and civil society, among other fields. Danish support focuses on human rights, promoting accountability along with democracy and creating job opportunities with a particular focus on women and the youth.

* IBM established a training academy in Saudi, aimed at improving the digital skills of 100,000 young Saudis, as reported by Bol News on September 24. This is expected to be delivered in partnership with the Saudi Data and Artificial Intelligence Authority, the Saudi Federation for Cybersecurity, Programming and Drones, and the Ministry of Communications and Information Technology.

* The Libyan Prime Minister revealed that the government is preparing to dedicate near $3.3 million to support youth and development projects. He added that the government will release all idle salaries as of next October, stressing that the Savings Bank will be tasked with granting housing loans to young people. This decision comes after the House of Representatives decided to withdraw confidence from the government and task it with running affairs despite its reliance in managing its previous expenses on the state’s financial law 1/12 after the House of Representatives failed to approve the general budget, which the government estimated at about $24.5 billion, while the statements of the Finance Committee in the House of Representatives showed the total government expenditures since its adoption amounted to $10.14 billion.

* The Iraqi Ministry of Labor and Social Affairs announced that the number of registered unemployed persons in its database reached one million and 700 thousand individuals, with other unregistered numbers, while it launched a program to train them during the last quarter of this year. The director of the Department of Labor and Vocational Training said that "this program targets the disabled energies of the youth category of various disciplines, educational levels and ages by providing courses to develop their skills and push them into the labor market." He added, "the ministry aspires to maximize the role of the Department of Labor and Vocational Training for youth employment and the eradication of unemployment. * كشف رئيس الوزراء الليبي أن الحكومة تستعد لتخصيص ما يقرب من 3.3 مليون دولار لدعم مشاريع الشباب والتنمية. وأضاف أن الحكومة ستفرج عن جميع الرواتب المتعثرة اعتباراً من تشرين أول / أكتوبر المقبل، مؤكداً أن بنك التوفير سيكلف بمنح قروض سكنية للشباب. يأتي هذا القرار بعد أن قرر مجلس النواب سحب الثقة من الحكومة وتكليفها بإدارة شؤونها رغم اعتمادها في إدارة نفقاتها السابقة على قانون مالية الدولة 1/12 بعد فشل مجلس النواب في المصادقة على الموازنة العامة. وقدرت الحكومة الموارنة بنحو 24.5 مليار دولار، فيما أظهرت بيانات اللجنة المالية في مجلس النواب أن إجمالي الإنفاق الحكومي منذ اعتمادها بلغ 10.14 مليار دولار.

* أعلنت وزارة العمل والشؤون الاجتماعية العراقية، أن عدد العاطلين المسجلين في قاعدة بياناتها بلغ مليون و700 ألف فرد عاطل عن العمل، مع أرقام أخرى غير مسجلة، فيما أطلقت برنامجًا لتدريبهم خلال الربع الأخير من العام الجاري. وقال مدير إدارة العمل والتدريب المهني إن "هذا البرنامج يستهدف طاقات المعاقين من فئة الشباب بمختلف تخصصاتهم ومستوياتهم التعليمية وأعمارهم من خلال تقديم دورات لتنمية مهاراتهم ودفعهم إلى سوق العمل". واضاف ان "الوزارة تطمح الى تعظيم دور ادارة العمل والتدريب المهني لتشغيل الشباب والقضاء على البطالة. وفي المرحلة القادمة، سيتم التركيز على تنفيذ خطوات ثابتة لسياسة عمل حديثة يمكن تطبيقها على أرض الواقع لتوظيف العاطلين عن العمل وجعلها متنفسًا للشباب للاعتماد عليها بدلاً من الاعتماد على دعم الحماية الاجتماعية ".

Conflict

* Aljazeera reported on September 19 that Israeli forces detained dozens of Palestinians in a campaign of mass arrests over the past few days in response to the high-security prison escape. More than 100 Palestinians have been arrested since six high-profile Palestinian prisoners escaped from Gilboa prisoner early on this month. Amid the manhunt for the missing men, Israeli forces carried out retaliatory raids against family members of the escapees in the Jenin area, and a number of Palestinian children were also arrested, including a 13-year-old from the town of Nilin near Ramallah. 

* The Southern Youth Union issued a statement on the military developments in Shabwa governorate, represented by the Houthi group's control of the Bayhan district. The Union called on the people of Shabwa and the south in general to close ranks to confront any attack on the southern lands. The Union also warned against any inaction or identification with what Shabwa is exposed to, noting that the consequences of this would be catastrophic not only for Shabwa or the south, but for the security and stability of the region in general because of its strategic importance.

* أفاد موقع قناة الجزيرة في 19 أيلول / سبتمبر أن القوات الإسرائيلية اعتقلت عشرات الفلسطينيين في حملة اعتقالات جماعية على مدى الأيام القليلة الماضية رداً على هروب 6 مساجين فلسطينيين من سجن شديد الحراسة. وتم اعتقال أكثر من 100 فلسطيني منذ فرار ستة سجناء فلسطينيين بارزين من سجن جلبوع في وقت مبكر من هذا الشهر. ووسط عمليات البحث عن المفقودين، نفذت القوات الإسرائيلية غارات انتقامية على أفراد عائلات الفارين في منطقة جنين، كما اعتقلت عددًا من الأطفال الفلسطينيين، بينهم فتى يبلغ من العمر 13 عامًا من بلدة نعلين قرب رام الله.

* أصدر اتحاد شباب الجنوب بيانا بشأن التطورات العسكرية في محافظة شبوة ممثلة بسيطرة جماعة الحوثي على مديرية بيحان. ودعا الاتحاد أهالي شبوة والجنوب بشكل عام إلى توحيد الصفوف لمواجهة أي هجوم على الأراضي الجنوبية. كما حذر الاتحاد من أي تهاون أو تماهي مع ما تتعرض له شبوة، مشيرًا إلى أن عواقب ذلك ستكون كارثية ليس فقط على شبوة أو الجنوب، بل على أمن واستقرار المنطقة بشكل عام لما لها من أهمية استراتيجية.

Development

* Rum Online reported on September 19 that Jordan ranked 7th among Arab states and 79th globally in the Youth Progress Index report 2021, produced by Social Progress Imperative. Jordan accumulated 65.39 points calculated from 58 social and environmental indicators. Notably, Jordan scored 85.16 in basic human needs, 62.09 in the basis of luxury, and 48.91 in providing opportunities for young people. It is worth noting that Kuwait ranked first in the region, followed by the UAE, then Bahrain, then Saudi Arabia, and Tunisia. The Youth Progress Index measures important factors that can affect the daily lives of young people in terms of: availability of food and housing, their access to the labor market and quality jobs, literacy rates, the ability to exercise their social, economic and political rights, and the extent of their social, economic, and political rights, the extent of their inclusion and protection from discrimination, the extent to which means of protection are available from the dangers of environmental destruction, the extent of their representation in parliament, their influence in politics and the accountability of their political representatives, and the extent to which they have opportunities to upgrade their capabilities, contribute to the prosperity of societies and shape their future.

* The Egyptian Ministry of Youth and Sports continues to implement the first community innovation camps with the participation of 50 young men and women from the border governorates. This comes within the Youth Leadership Program in Egypt, which is implemented by the ministry in cooperation with the United Nations Development Program in Egypt (UNDP), and in partnership with the Soriana Foundation and the Dandara Cultural Center, in light of achieving the sustainable development goals and Egypt’s Vision 2030. The activities of the first day of the training program included introducing the importance of the sustainable development goals and the role of innovation in solving societal problems and achieving sustainable development goals, by implementing the design atonement steps. The activities of the second day included discussing the challenges facing the Egyptian society and coming up with many effective innovative ideas to meet these challenges.

* Rafaa Organization for Development and Child Rights concluded a panel discussion for 70 participants in Al-Ma’afer district, west of Taiz in Yemen, to raise the level of community awareness about the importance of involving youth and women in conflict resolution and peacebuilding. The project is part of the “Stronger Together” Yemeni Communities Program funded by the US Agency for International Development and implemented by Global Communities and the Rafaa Organization, in a program that will continue until the first quarter of next year. It aims to create a coexistence environment free of conflicts, domestic violence, gender-based violence, hate speech and sectarianism, as well as creating community initiatives of youth and women that work to resolve conflicts, conduct negotiation and mediation, and establish peace building programs.

* Zawya reported on September 25 that Zain Bahrain partnered with the Rotary Club of Adliya (RCA) to virtually host the ‘7ewar 3.0 Forum’ youth initiative to be held on the 7th of October, as it aims to generate awareness amongst Bahraini youth to understand and manage generational differences at the workplace in order to create a more productive work environment. The ‘7ewar 3.0 Forum’ initiative comprises of a series of discussions and presentations with the purpose of facilitating meaningful dialogue between young professionals and senior management. The 3-hour virtual forum will be divided into two sessions and will consist of a panel of three millennials and three Executives and an audience from both generations who will play a key role in the discussion process, becoming heavily involved in contributing to ideas and solutions to the problem at hand. 

* The Bahraini Minister of Youth and Sports highlighted that the Nasser Bin Hamad International Award for Youth Creativity achieved a clear increase in the number of youth initiatives participating in its 6th edition. The minister indicated that 8,003 youth initiatives participated this time compared to 7,012 last time.

* أفاد موقع رم أونلاين في 19 أيلول / سبتمبر أن الأردن احتل المرتبة السابعة بين الدول العربية والمرتبة 79 على مستوى العالم في تقرير مؤشر تقدم الشباب 2021 الصادر عن منظمة "سوشال بروغريس امباراتيف". وحصلت الأردن على 65.39 نقطة محسوبة من ضمن 58 مؤشرا اجتماعيا وبيئيا. والجدير بالذكر أن الأردن سجل 85.16 ضمن احتياجات الإنسان الأساسية، و62.09 ضمن أسس الرفاهية، و48.91 فيما يتعلق بتوفير الفرص للشباب. والجدير بالذكر أن الكويت احتلت المرتبة الأولى في المنطقة، تليها الإمارات، ثم البحرين، ثم السعودية، ثم تونس. ويقيس مؤشر تقدم الشباب العوامل المهمة التي يمكن أن تؤثر على الحياة اليومية للشباب من حيث: توافر الغذاء والسكن، ووصولهم إلى سوق العمل والوظائف الجيدة، ومعدلات الإلمام بالقراءة والكتابة، والقدرة على ممارسة حقوقهم الاجتماعية والاقتصادية والسياسية، ومستوى حقوقهم الاجتماعية والاقتصادية والسياسية، ومدى شمولهم وحمايتهم من التمييز، ومدى توفر وسائل الحماية من مخاطر التدمير البيئي، ومدى تمثيلهم في البرلمان، وتأثيرهم في السياسة ومساءلة ممثليهم السياسيين، ومدى إتاحة الفرص لهم للارتقاء بقدراتهم والمساهمة في ازدهار المجتمعات وتشكيل مستقبلها.

 

* تواصل وزارة الشباب والرياضة المصرية تنفيذ أولى معسكرات الابتكار المجتمعية بمشاركة 50 شاب وشابة من المحافظات الحدودية. يأتي ذلك ضمن برنامج القيادات الشابة في مصر، الذي تنفذه الوزارة بالتعاون مع برنامج الأمم المتحدة الإنمائي في مصر، وبالشراكة مع مؤسسة سوريانا ومركز دندرة الثقافي، في ضوء تحقيق أهداف التنمية المستدامة ورؤية مصر 2030. تضمنت أنشطة اليوم الأول من البرنامج التدريبي التعريف بأهمية أهداف التنمية المستدامة ودور الابتكار في حل المشكلات المجتمعية وتحقيق أهداف التنمية المستدامة، من خلال تنفيذ خطوات تكافؤ التصميم. تضمنت فعاليات اليوم الثاني مناقشة التحديات التي تواجه المجتمع المصري والخروج بالعديد من الأفكار المبتكرة الفعالة لمواجهة هذه التحديات.

 

* اختتمت منظمة رفاع للتنمية وحقوق الطفل حلقة نقاش ضمت 70 مشاركا في مديرية المعفر غربي تعز في اليمن لرفع مستوى الوعي المجتمعي بأهمية إشراك الشباب والنساء في حل النزاعات وبناء السلام. جاء المشروع كجزء من برنامج المجتمعات اليمنية "أقوى معا" الذي تموله الوكالة الأمريكية للتنمية الدولية وتنفذه منظمة مجتمعات عالمية ومنظمة رفاع، في برنامج سيستمر حتى الربع الأول من العام المقبل. ويهدف هذا البرنامج إلى خلق بيئة تعايش خالية من النزاعات والعنف الأسري والعنف القائم على النوع الاجتماعي وخطاب الكراهية والطائفية، بالإضافة إلى إنشاء مبادرات مجتمعية للشباب والنساء تعمل على حل النزاعات وإجراء المفاوضات والوساطة وإنشاء برامج بناء السلام.

 

* ذكر موقع صحيفة زاوية في 25 أيلول / سبتمبر أن زين البحرين دخلت في شراكة مع نادي روتاري العدلية لاستضافة مبادرة شبابية "منتدى حوار 3.0" المقرر عقدها في السابع من تشرين أول / أكتوبر المقبل، حيث تهدف إلى زيادة الوعي بين الشباب البحريني لفهم وإدارة الاختلافات بين الأجيال في مكان العمل من أجل خلق بيئة عمل أكثر إنتاجية. تتألف مبادرة "منتدى حوار 3.0" من سلسلة من المناقشات والعروض التقديمية بهدف تسهيل الحوار الهادف بين المهنيين الشباب والإدارة العليا. وسيتم تقسيم المنتدى الافتراضي لمدة 3 ساعات إلى جلستين وسيتألف من لجنة من ثلاثة من جيل الألفية وثلاثة مديرين تنفيذيين وجمهور من كلا الجيلين سيلعبون دورًا رئيسيًا في عملية المناقشة، ويشاركون بشكل كبير في المساهمة في الأفكار والحلول للمشكلة المطروحة.

* أكد وزير الشباب والرياضة البحريني أن جائزة ناصر بن حمد الدولية للإبداع الشبابي حققت زيادة واضحة في عدد المبادرات الشبابية المشاركة في نسختها السادسة. وأشار الوزير إلى أن 8003 مبادرة شبابية شاركت هذه المرة مقابل 7012 في المرة الماضية.

Education

* Al Ain Book Fair 2021 brings many opportunities and initiatives that support young writers, publishers, and innovators, and attract them to work in one of the prominent sectors that support the transition to a knowledge economy, as reported by Alroeya on September 21. The projects, initiatives, and opportunities include the presentation of 50 initiatives to support young writers and local publishing houses within the initiative at the exhibition, which comes to celebrate the fiftieth year of the UAE. The exhibition will witness the launch of projects to support the digital book industry and give young people the opportunity to participate in it through the initiatives of the Department of Culture and Tourism in Abu Dhabi, as well as the launch of 27,000 books through the exhibition’s online store, which facilitates the buying and selling process, enhances the knowledge economy, and provides young literary works with the opportunity to reach readers on local and global level.

* يجلب معرض العين للكتاب 2021 العديد من الفرص والمبادرات التي تدعم الكتاب والناشرين والمبدعين الشباب، وتجذبهم للعمل في أحد القطاعات البارزة التي تدعم التحول إلى اقتصاد المعرفة، كما أوردت صحيفة الرؤية في 21 من أيلول / سبتمبر. وتشمل المبادرات والفرص عرض 50 مبادرة لدعم الكتاب الشباب ودور النشر المحلية ضمن المبادرة في المعرض الذي يأتي احتفالاً بمرور خمسين عاماً على دولة الإمارات. وسيشهد المعرض إطلاق مشاريع لدعم صناعة الكتاب الرقمي وإعطاء الشباب فرصة المشاركة فيه من خلال مبادرات دائرة الثقافة والسياحة في أبو ظبي، إلى جانب إطلاق 27000 كتاب من خلال المتجر الإلكتروني للمعرض، مما يسهل عملية البيع والشراء، ويعزز اقتصاد المعرفة، ويتيح للأعمال الأدبية الشابة فرصة الوصول إلى القراء على المستويين المحلي والعالمي.

Environment

* Electrolux published a report detailing the results of a study, which found that young people across Asia Pacific, Middle East and Africa region trust in themselves to lead the change towards a sustainable future. Youth now see themselves as sustainable advocates and leaders towards a more sustainable future, as the study from Electrolux revealed the thoughts of almost 14,000 young people around the world including Asia Pacific, Middle East and Africa (APAC & MEA) region. Youth respondents also indicated their trust in scientists and influences to lead the change toward a sustainable future. The study also found that young people want to produce their own food (30%), compost or recycle all food waste (34%), and cook tasty plant-based food (29%). As for future sustainable clothing habits, young people most commonly pointed to investing in high-quality clothes (65%). 29% believe they will be wearing virtual clothes by 2030 and 28% sees renting their clothes would be a sustainable behavior practiced in 2030. When it comes to young people's view well-being at their future home, they see smart systems mainly as a tool to provide advice and support in their daily lives. They want it to give health advice (35%), dietary advice (34%), exercise routines (33%), as well as guidelines and recommendations for a sustainable life (32%). They also see its role in protecting from outside toxins (36%).

* Entrepreneur published a report on September 22 discussing a UAE-based enterprise, FortyGuard, which looks to make use of cutting-edge technology to tackle some of the MENA region’s most pressing climate-related challenges. Launched in 2020 with the aim to reduce the risk of extreme heat waves caused by the UHI effect, this cleantech startup has built an urban cooling system that uses state-of-the-art proprietary sensing services, software platforms, and advanced industrial materials to mitigate expanding heat emergencies at local levels in a cost-effective manner. With a mission thus to essentially cool cities, FortyGuard’s founder, Sadiq, says that its urban cooling system operates as a “turn-key solution with a heat reduction capability” that’s able to mitigate expanding heat emergencies at local levels. “We utilize a two-layer sensing service to collect data from areas and roadways made of interlock or asphalt.”

* Emirates Environmental Group hosted a virtual panel discussion titled “Effective & Sustainable Partnerships: A Door for the Next Decade”, which is its fourth and last session of the year. It highlighted the need to revitalize partnerships. Strengthening multidimensional and global partnerships are more important than ever before if we are to solve the world’s problems. The 2030 Agenda, with its 17 goals, is universal and calls for actions by all countries to ensure that we all move forward together sustainably. With 9 years left to achieve all the targets set for Agenda 2030, it is the need of the hour to discuss the role and impact partnerships, and probe into the implications of leading a sustainable recovery from the pandemic, and in stimulating a decade of action.

COVID-19

* Mona Abdou wrote an article titled “Egypt’s Vaccination Program: Failing?” on September 21. In this article, Abdou reiterates that Egypt did not create a clear and cohesive national strategy for vaccine rollouts, and she highlights that an Elsvier research journal indicates that many of Egypt’s COVID-19 cases were largely unreported in 2020. She states that despite upwards of 11.9 million vaccine doses administered, and around 4.2% of Egypt’s population vaccinated, many have criticized the number as indicative of slow progress, a lack of public awareness, and a redolent distrust of health officials. This includes a number of Egyptian health professionals who have voiced their hesitation to get vaccinated. 

* The governor of Aswan, Egypt instructed to provide all facilities, coinciding with the arrival of the awareness bus to launch of the “Together We Reassure... Register Now” initiative on Friday and Saturday to encourage citizens to register on the website to receive the COVID-19 vaccine and help them in the registration process and to receive the vaccine on the same day. The bus includes a team of community outreach in the directorate, who wear customized uniforms, and are equipped with “tablet” devices to record citizens’ data on the website to receive the vaccine and respond to all their inquiries and questions about vaccines.

* كتبت منى عبده مقالاً بعنوان "برنامج التطعيم المصري.. راسب؟" في 21 من أيلول / سبتمبر. في هذا المقال، كررت عبده أن مصر لم تضع استراتيجية وطنية واضحة ومتماسكة لنشر اللقاحات، وأوضحت أن مجلة "إلزيفيير" البحثية تشير إلى أن العديد من حالات الإصابة بفايروس كورونا في مصر لم يتم الإبلاغ عنها إلى حد كبير في عام 2020. وعلى الرغم من أنه تم إعطاء أكثر من 11.9 مليون جرعة لقاح، وحوالي 4.2٪ من سكان مصر تم تلقيحهم، فقد انتقد الكثيرون الرقم باعتباره مؤشرًا على التقدم البطيء، ونقص الوعي العام، وانعدام الثقة في المسؤولين الصحيين. ويشمل ذلك عددًا من المهنيين الصحيين المصريين الذين أعربوا عن ترددهم في التطعيم.

Politics and Political Engagement

* Israel’s foreign minister said Friday that he will visit Bahrain later this month, the first such visit by an Israeli minister to the Gulf country following a diplomatic agreement reached last year. Yair Lapid announced the visit in a conference call with U.S. Secretary of State Antony Blinken and officials from Bahrain, the United Arab Emirates and Morocco, which signed U.S.-brokered agreements to normalize relations with Israel last year.

* In a last-minute deal before Iran was likely to be censured for violating its agreements with the International Atomic Energy Agency, the new government in Tehran agreed on Sunday to let the organization reset monitoring devices that help measure the progress of the country’s nuclear program.

* Syria's defense minister visited Jordan on Sunday to discuss stability on their mutual border, the first such meeting since the Syrian conflict erupted a decade ago when the two neighbors supported opposing factions, officials said. Jordanian army head Lieutenant General Yousef Hunaiti met Syrian Defense Minister and Chief of Staff Ali Ayyoub over the Deraa situation and to discuss issues such as the fight against terrorism and drug smuggling in the area, Jordan's army said.

* Russian President Vladimir Putin met Syrian President Bashar al-Assad in Moscow on Monday, the Kremlin said. During the meeting, Putin congratulated Assad on his win in Syria's presidential election. He also said that foreign forces, which are being deployed in Syria without the United Nation's decision, are a hindrance for the country's consolidation, according to the readout of the meeting.

* Iran joined a rapidly expanding central Asian security body led by Russia and China on Friday, calling on the countries in the Shanghai Cooperation Organization to help it form a mechanism to avert sanctions imposed by the West. The Shanghai Cooperation Organization was formed in 2001 for Russia, China, and ex-Soviet states in Central Asia to function as a counterweight to Western influence in the region.

* Algeria’s longest-serving president, Abdelaziz Bouteflika, who resigned in 2019 amid pro-democracy protests after two decades in power, has died aged 84. The state television announcement on Friday, citing a statement from the office of the current president, Abdelmadjid Tebboune, did not provide the cause of death. A three-day period of mourning starting on Saturday has been declared for the former president. Flags were to fly at half-mast during the mourning period, the president’s office said.

* Several hundred demonstrators gathered in Tunis to protest against Tunisian President Kais Saied’s seizure of governing powers in July, which triggered a constitutional crisis and prompted accusations of a coup. The protest, accompanied by a heavy police presence, was the first since Saied declared on July 25 he was sacking the prime minister, suspending parliament, and assuming executive authority.

* في صفقة في اللحظة الأخيرة قبل أن يتم توجيه اللوم لإيران على الأرجح لانتهاكها اتفاقياتها مع الوكالة الدولية للطاقة الذرية، وافقت الحكومة الجديدة في طهران يوم الأحد على السماح للمنظمة بإعادة ضبط أجهزة المراقبة التي تساعد في قياس التقدم في البرنامج النووي للبلاد.

* قال مسؤولون إن وزير الدفاع السوري زار الأردن يوم الأحد لبحث الاستقرار على حدودهما المشتركة، وهو أول اجتماع من نوعه منذ اندلاع الصراع السوري قبل عقد من الزمن عندما دعم الجيران فصائل متناحرة. وقال الجيش الأردني إن قائد الجيش الأردني الفريق يوسف الحنيطي التقى وزير الدفاع السوري ورئيس الأركان علي أيوب لبحث الأوضاع في درعا وبحث قضايا مثل مكافحة الإرهاب وتهريب المخدرات في المنطقة.

* قال الكرملين إن الرئيس الروسي فلاديمير بوتين التقى بالرئيس السوري بشار الأسد في موسكو يوم الاثنين. وهنأ بوتين خلال الاجتماع الأسد بفوزه في الانتخابات الرئاسية السورية. كما قال إن القوات الأجنبية، التي يتم نشرها في سوريا دون قرار من الأمم المتحدة، تشكل عائقًا أمام توحيد البلاد، بحسب قراءات الاجتماع.

* انضمت إيران إلى هيئة أمنية في وسط آسيا تتوسع بسرعة بقيادة روسيا والصين يوم الجمعة، ودعت الدول الأعضاء في منظمة شنغهاي للتعاون إلى مساعدتها في تشكيل آلية لتجنب العقوبات التي يفرضها الغرب. تأسست منظمة شنغهاي للتعاون في عام 2001 لروسيا والصين والدول السوفيتية السابقة في آسيا الوسطى لتعمل كثقل موازن للنفوذ الغربي في المنطقة.

* توفي الرئيس الجزائري الأطول خدمة عبد العزيز بوتفليقة، الذي استقال في عام 2019 وسط احتجاجات مؤيدة للديمقراطية بعد عقدين في السلطة، عن 84 عامًا، بحسب إعلان التلفزيون الرسمي، الجمعة، نقلاً عن بيان من مكتب الرئيس الحالي عبد المجيد تبون. لم تقدم سبب الوفاة، وأعلنت فترة حداد لمدة ثلاثة أيام تبدأ يوم السبت للرئيس السابق. وقال مكتب الرئيس إن الأعلام كانت ترفع نصف الصاري خلال فترة الحداد.

* تجمع عدة مئات من المتظاهرين في تونس العاصمة للاحتجاج على استيلاء الرئيس التونسي قيس سعيد على سلطات الحكم في يوليو، الأمر الذي أثار أزمة دستورية وأثار اتهامات بانقلاب. الاحتجاج، المصحوب بحضور مكثف للشرطة، هو الأول منذ أن أعلن سعيد في 25 تموز / يوليو أنه يقيل رئيس الوزراء ويعلق البرلمان ويتولى السلطة التنفيذية.

Economics and Entrepreneurship

* The United Arab Emirates' economy minister will lead a high-level delegation to Britain this week, the ministry said on Sunday, as the Gulf state seeks to deepen trade ties. Abdulla Bin Touq Al Marri and the delegation will meet British ministers, officials, and representatives from the private sector to discuss recently announced UAE economic policies.

* Yemenis staged a protest in the southern city of Taiz on Saturday to express their frustration after a plunge in the local currency which led to a surge in prices and shops close. The angry protesters chanted slogans calling for urgent government intervention to stop the currency's collapse and to provide oil derivatives and basic materials.

* Hezbollah began bringing Iranian fuel into Lebanon via Syria on Thursday, a move the Shi'ite Muslim group says should ease a crippling energy crisis, but which opponents say risks provoking U.S. sanctions.

* The Statistical Center of Iran (SCI) said Sunday that 65% of Iranians over the age of 15 have accounts on the main social media platforms, crossing 55 million out of the country's 85 million population. Iranian authorities blocked the use of Facebook and Twitter during the protests that erupted in the northwestern Mashhad province in December 2017 over the country's poor economic conditions.

* Facebook's Oversight board has recommended an independent review into alleged bias in moderating posts related to Israel and Palestinians. It comes after the board said the tech giant failed to answer all its questions around alleged censorship of Palestinian activists. The case centered around a user who shared an Arabic-language post from a news outlet about a militant group. As part of its investigation, the Oversight board asked Facebook if it had received official or unofficial requests from the Israeli government to remove content related to Israel-Palestinian violence in April and May, which escalated into a conflict between Israel and Gaza.

الاقتصاد وريادة الأعمال

* قالت الوزارة يوم الأحد إن وزير الاقتصاد الإماراتي سيرأس وفدا رفيع المستوى إلى بريطانيا هذا الأسبوع، في الوقت الذي تسعى فيه الدولة الخليجية إلى تعميق العلاقات التجارية. وسيلتقي عبد الله بن طوق المري والوفد مع وزراء بريطانيين ومسؤولين وممثلين عن القطاع الخاص لمناقشة السياسات الاقتصادية الإماراتية التي تم الإعلان عنها مؤخرًا.

* نظم يمنيون احتجاجا في مدينة تعز الجنوبية يوم السبت للتعبير عن إحباطهم بعد هبوط العملة المحلية مما أدى إلى ارتفاع الأسعار وإغلاق المتاجر. وردد المحتجون الغاضبون شعارات تطالب بتدخل حكومي عاجل لوقف انهيار العملة وتوفير المشتقات النفطية والمواد الأساسية.

* بدأ حزب الله إدخال الوقود الإيراني إلى لبنان عبر سوريا يوم الخميس، في خطوة تقول الجماعة الشيعية إنها يجب أن تخفف أزمة طاقة خانقة، لكن معارضين يقولون إنها تخاطر بإثارة عقوبات أمريكية.

* قال المركز الإحصائي الإيراني، الأحد، إن 65٪ من الإيرانيين الذين تزيد أعمارهم عن 15 عامًا لديهم حسابات على منصات التواصل الاجتماعي الرئيسية، متجاوزين 55 مليونًا من سكان البلاد البالغ عددهم 85 مليونًا. منعت السلطات الإيرانية استخدام فيسبوك وتويتر خلال الاحتجاجات التي اندلعت في محافظة مشهد شمال غرب البلاد في ديسمبر / كانون الأول 2017، بسبب الأوضاع الاقتصادية السيئة في البلاد.

Conflict

* The future for Syria’s people is “increasingly bleak”, UN-appointed rights experts said on Tuesday, highlighting escalating conflict in several areas of the war-ravaged country, a return to siege tactics and popular demonstrations linked to the plummeting economy.

* A Palestinian military court began the trial of 14 members of its security forces who are accused of beating to death a critic of Palestinian Authority President Mahmoud Abbas, in a case that has highlighted what activists say is the growing reach of paramilitary troops in the West Bank and a creeping culture of authoritarianism. Nizar Banat’s death in June sparked widespread protests in Ramallah and Hebron, where he lived. The 42-year-old was well known for his videos on Facebook and YouTube, where he frequently berated Mr. Abbas and a government that had increasingly become unaccountable in the eyes of many Palestinians.

* Six Palestinian prisoners in Israel continued their hunger strike in protest of the Israeli policy of administrative detention, according to a Palestinian NGO on Sunday, reports Anadolu Agency. The Palestinian Prisoners Society (PPS) said in a statement that the longest striking prisoner, Kayed al-Fasfous, began his hunger strike 67 days ago.

* قال خبراء حقوقيون عينتهم الأمم المتحدة، الثلاثاء، إن مستقبل الشعب السوري "قاتم بشكل متزايد"، وسلطوا الضوء على الصراع المتصاعد في عدة مناطق من البلد الذي مزقته الحرب، والعودة إلى تكتيكات الحصار والتظاهرات الشعبية المرتبطة بالاقتصاد المنهار.

Development

* An Egyptian engineering delegation arrived in the occupied Gaza Strip yesterday to follow up on the enclave's reconstruction process. The visit comes following a recent announcement by the Egyptian public works and housing minister, who had said that the engineers would "aid in rebuilding what Israel had destroyed in its latest aggression on the enclave."

* On September 15th, Germany signed a joint cooperation agreement with the Palestinian Authority (PA), pledging support €100 million ($117.8 million) in support for the government over the next two years, Wafa news agency reported. The German donation aims to finance vital projects in the Gaza Strip and the West Bank, including Jerusalem.

* Speaking from the capital, Beirut, at the end of a two-day visit to the beleaguered Mediterranean country, Tedros Adhanom Ghebreyesus the UN-WHO Chief described finding shortages of “basic and essential medicines”.

التنمية

* وصل وفد هندسي مصري، أمس، إلى قطاع غزة المحتل لمتابعة عملية إعادة إعمار القطاع. وتأتي الزيارة بعد إعلان وزير الأشغال العامة والإسكان المصري مؤخرا، أن المهندسين "سيساعدون في إعادة إعمار ما دمرته إسرائيل في عدوانها الأخير على الجيب".

* ذكرت وكالة وفا للأنباء أن ألمانيا وقعت في 15 أيلول / سبتمبر اتفاقية تعاون مشترك مع السلطة الفلسطينية تعهدت بتقديم 100 مليون يورو (117.8 مليون دولار) لدعم الحكومة على مدى العامين المقبلين. يهدف التبرع الألماني إلى تمويل مشاريع حيوية في قطاع غزة والضفة الغربية بما فيها القدس.

* A resolution condemning Israel's brutal military regime and "apartheid" has been passed by a local branch of America's second largest teaching union, the American Federation of Teachers. Teachers, staff members and instructors voted to adopt a resolution by AFT Guild Local 1931, which serves colleges and education faculties in San Diego, and a statement in support of Palestine that was approved earlier this month. Commenting on the recent forced eviction of Palestinians from their homes in occupied East Jerusalem they said that it "follows a 73-year pattern of disenfranchising Palestinians of their rights, property and the opportunity to live with dignity."

Environment

* Unprecedented drought — driven by climate change and exacerbated by upstream irrigation — is wreaking havoc on some of the world’s oldest river-fed farmlands in Iraq and Syria. A dry winter has pushed water levels on the Tigris and Euphrates to record lows, disrupting hydroelectric power facilities and concentrating pollution in the river to undrinkable levels. Aid groups estimate that 12 million people are affected, in a crisis they warn could tip the balance of the food system and livelihoods for the entire region.

COVID-19

* Weeks after a spike in coronavirus cases overwhelmed intensive care units across North Africa (Tunisia, Morocco, Libya, Algeria) with severe oxygen shortages sparking public anger, case numbers are sharply declining.

* The Syrian province of Idlib, one of the last remaining rebel strongholds in the country's north, is experiencing a new wave of Covid-19 infections, driven by the more contagious Delta variant. This comes as the regime intensifies bombings in the region, putting local hospitals under even greater pressure.

فايروس كورونا

* بعد أسابيع من الارتفاع الحاد في حالات الإصابة بفيروس كورونا الذي طغى على وحدات العناية المركزة في جميع أنحاء شمال إفريقيا (تونس والمغرب وليبيا والجزائر) مع نقص حاد في الأكسجين مما أثار غضبًا عامًا، فإن أعداد الحالات آخذة في الانخفاض بشكل حاد.

Politics and Political Engagement

* Tunisian youth have formed the Youth Alliance for Democracy in attempt to resolve the ongoing political crisis in the country since the President froze the parliament in July, dismissed the prime minister, and assumed full executive power. While most parties oppose this move, supporters believe this is the correct course of action to resolve the ongoing issues in Tunisia. Yassine Fathali of the Sidi Hussein Youth Association, which helped form the new alliance, expressed concerns of the oppression of protestors and attacks on expression and freedom of press, and warned that the actions of the president threatens democracy. He also expressed that all the parties that have participated in the government since the revolution in 2011 should step down and let new, younger parties attempt to change the political situation.

* The youth government in Morocco records a clear inability of some parties to rejuvenate their candidates and keep pace with the general trends in Morocco, perpetuating the phenomenon of nomadism by competing to attract traditional name. Political observers recorded a noticeable increase in the number of young people nominated for benefits, in connection with some partisan trends that opened the way for this age group with the aim of political marketing, and the link between public support laws for political parties with the size of youth representation in local regulations. Multiple youth in Morocco are running in their elections this round, seeing several Moroccans 30 and under running for positions.

* شكل الشباب التونسي تحالف الشباب من أجل الديمقراطية في محاولة لحل الأزمة السياسية المستمرة في البلاد منذ أن قام الرئيس بتجميد مجلس الشعب في يوليو، وإقالة رئيس الوزراء، وتوليه السلطة التنفيذية الكاملة. بينما تعارض معظم الأطراف هذه الخطوة، يعتقد المؤيدون أن هذا هو المسار الصحيح للعمل لحل القضايا المستمرة في تونس. وعبر ياسين فتحالي من جمعية شباب سيدي حسين التي ساهمت في تشكيل التحالف الجديد، عن مخاوفه من قمع المحتجين والاعتداء على حرية التعبير وحرية الصحافة، وحذر من أن تصرفات الرئيس تهدد الديمقراطية. كما أعرب عن أن جميع الأحزاب التي شاركت في الحكومة منذ ثورة 2011 يجب أن تتنحى وأن تدع أحزابًا جديدة وشابة تحاول تغيير الوضع السياسي.

* تسجل حكومة الشباب في المغرب عجزا واضحا لدى بعض الأحزاب عن تجديد شباب مرشحيها ومواكبة الاتجاهات العامة في المغرب، مما يديم ظاهرة البدو بالتنافس على استقطاب الاسم التقليدي. سجل مراقبون سياسيون زيادةملحوظة في عدد الشباب المرشحين للاستحقاقات، على صلة ببعض الاتجاهات الحزبية التي فتحت المجال لهذه الفئة العمرية بهدف التسويق السياسي، وربط قوانين الدعم العام للأحزاب السياسية ذات الحجم. تمثيل الشباب في اللوائح المحلية. يخوض العديد من الشباب في المغرب انتخاباتهم في هذه الجولة، ويشاهدون عددا من المغاربة 30 وهم تحت الترشح للمناصب.

Economics and Entrepreneurship

* Since July, the unemployment rate in Turkey has risen from 10.6% to 12%. Additionally, youth unemployment in the country stayed at 23.1% over the past few months. The heightened unemployment rate comes as a ban on layoffs and government wage support ended at the end of July after having been in place since the COVID19 pandemic began. 

* The Qatar based show Stars of Science began airing its new season on September 10th, with the show continuing to empower Arab innovators to develop technological solutions for their communities.  Dr. Walid Albanna, a jury member on the show, stated, “For more than a decade, Stars of Science has demonstrated how we in the Arab region can encourage our young talent to pursue scientific excellence and invest in their ideas. The show made innovation and entrepreneurship fun and engaging, offering aspiring researchers, engineers, and inventors a space where their ideas are not bound by practical restrictions." Professor Fouad Mrad, the longest running jury member of the show, pointed out that Stars of Science’s impact on the Arab youth and their families is significant, highlighting that many innovators who have appeared on the show, like Dr. Albanna, were young viewers who gathered the courage to apply.

* Egypt has plans to connect more than 60 million people living in rural areas with high-speed internet, according to the country's communications and information technology minister. They plan to allocate $360 million to connect one million households with fibre-optic cables that will ensure youth can access the internet and thus the knowledge, training, and career opportunities offered by the digital world. Rania Al Mashat, Egypt's minister of international cooperation, said, "Creating a framework to support the young is vital; Africa’s future depends on it."

* Jordan will host the “Toyota Gazoo Cup for Digital Racing in the Middle East and North Africa” in its first session, on Saturday 11 September.  The championship will simulate the real world of motor racing with unprecedented accuracy thanks to the partnership with “Gran Turismo Sport”, one of the most advanced driving simulation games online, using the latest hardware and advanced software represented by racing simulation platforms and tools. Two of the youth racers will be coming from Kuwait, with others coming from Lebanon, UAE, Qatar, Bahrain, Saudi Arabia, Tunisia, Cyprus, Mauritania, Oman, and Jordan.  

* Dubai Startup Ventures, one of Dubai Chamber of Commerce and Industry's innovative initiatives to support entrepreneurship, has launched the "Dubai Smart Entrepreneurs" competition. The competition will focus on sustainability, opportunity and commerce as startups and entrepreneurs are required to submit applications for the competition no later than September 30th. The director General of Dubai Chamber Hamad Mubarak Buamim said: The annual “Dubai Smart Entrepreneurs” competition aims to empower young entrepreneurs and entrepreneurs and provide them with the knowledge and tools they need to promote the growth of their businesses and to be part of the strategy of smart transformation and thinking outside the traditional pattern of business projects. The course provides specialized training on the “bootcamp” program for a period of 4 days for the 30 finalists in the competition, giving the 10 finalists the opportunity to participate and showcase their solutions and commercial projects at Expo 2020 Dubai and meet with potential investors, while the three winners will receive financial prizes. With a total value of 150,000 dirhams.

الاقتصاد وريادة الأعمال

* منذ يوليو، ارتفع معدل البطالة في تركيا من 10.6٪ إلى 12٪. بالإضافة إلى ذلك، ظلت بطالة الشباب في البلاد عند 23.1٪ خلال الأشهر القليلة الماضية. يأتي معدل البطالة المرتفع مع انتهاء الحظر المفروض على تسريح العمال ودعم الأجور الحكومي في نهاية يوليو بعد أن كان ساري المفعول منذ أن بدأ جائحة فايروس كورونا.

* بدأ برنامج نجوم العلوم الذي يتخذ من قطر مقراً له، بث موسمه الجديد في العاشر من سبتمبر، مع استمرار البرنامج في تمكين المبتكرين العرب من تطوير حلول تكنولوجية لمجتمعاتهم. صرح الدكتور وليد البنا، عضو لجنة التحكيم في البرنامج، "لأكثر من عقد من الزمان، أثبت برنامج نجوم العلوم كيف يمكننا في المنطقة العربية تشجيع مواهبنا الشابة على السعي وراء التميز العلمي والاستثمار في أفكارهم. جعل العرض الابتكار وريادة الأعمال ممتعًا وجذابًا، حيث قدم للباحثين والمهندسين والمخترعين الطموحين مساحة لا تكون فيها أفكارهم مقيدة بقيود عملية". وأشار البروفيسور فؤاد مراد، العضو الأطول في لجنة التحكيم في البرنامج، إلى أن برنامج نجوم العلوم إن التأثير على الشباب العربي وعائلاتهم كبير، مما يبرز أن العديد من المبتكرين الذين ظهروا في البرنامج، مثل د. البنا، كانوا من المشاهدين الشباب الذين استجمعوا الشجاعة لتقديم الطلبات.

* تخطط مصر لربط أكثر من 60 مليون شخص يعيشون في المناطق الريفية بالإنترنت عالي السرعة، وفقًا لوزير الاتصالات وتكنولوجيا المعلومات في البلاد. يخططون لتخصيص 360 مليون دولار لتوصيل مليون أسرة بكابلات الألياف الضوئية التي ستضمن للشباب إمكانية الوصول إلى الإنترنت وبالتالي المعرفة والتدريب وفرص العمل التي يوفرها العالم الرقمي. وقالت رانيا المشاط، وزيرة التعاون الدولي المصرية، إن "إيجاد إطار لدعم الشباب أمر حيوي، ومستقبل إفريقيا يعتمد عليه".

Conflict

* A 30-year-old Algerian Olympic athlete, named Fethi Nourine, has been suspended for 10 years by the International Judo Federation (IJF) after he refused to face an Israeli competitor at the 2020 Olympics in Tokyo. Both he and his coach have been banned from participating in any competitions or activities organized by the IJF for 10 years. The IJF accused them of using the event as a platform for propaganda and doing so with malicious intent. While the suspension has gone into immediate effect but can be appealed to the Court of Arbitration of the sport. Nourine told Algerian media at the time of his withdrawal that the "Palestinian cause is bigger than us all" and that his position "is consistent on the Palestinian issue, and I reject normalization, and if it cost me that absence from the Olympic Games, God will compensate." Algeria's minister of youth and sports described the suspension as "very unfair" and promised to appeal the decision.

* Two weeks after 15-year-old Tareq Zubeidi was abducted and beaten by Israeli settlers, Tareq recounted what happened to him during this tragedy. Tareq claims they beat him with clubs, tied him to a tree, and burned the soles of his feet. B’Tselem, an Israeli human rights group that monitors settler violence, said it was not able to verify all the details of Tareq’s account but that “it is clear that the boy was physically and mentally abused.”

Development

* The World Youth Orchestra Foundation brought their WYO4CHILDREN project to Morocco with the support of the Culture and Art Foundation based in Rome. The intercultural and interreligious project is aimed at girls from the Childhood Protection Center for Girls in Fez, Morocco, brings these youth together to create music. The 27 girls will be followed from March 2021 to March 2022 in a long journey that includes 160 hours of singing and musical preparatory lessons and 240 hours of guitar. The project aims to mix Italian and Moroccan culture. 

* Khalida Bouzar, director of UNDP’s Regional Bureau for Arab States, discussed with President of the Egyptian National Council for Women (NCW) Maya Morsy Egypt’s steps to enshrine women as indispensable partners. Bouzar participated in the first edition of Egypt’s International Cooperation Forum (ICF) that started on Wednesday. The forum's work this past week included a multitude of workshops, the fifth workshop revolving around “Innovation and Entrepreneurship: Youth the locomotive of development in Africa and the Middle East.” The participants in the sixth workshop will discuss “Tripartite Cooperation with the Continent of Africa.”

* Forbes magazine ranked the 30 most successful youth in the MENA Region, with 8 Egyptians making the list seeing Egypt as the country with most members on the list.

* The Arab Atelier for Culture and Arts in Cairo opened the “Forsan Day” exhibition, which includes about 100 works by the winners of the Third Arab Youth Festival in the fields of photography, drawing, sculpture, graphics, photography, and conceptual work. The festival, which is held every 2 years, is not bound by a specific theme.

* The Dubai Sports Council announced that many of the world's leaders in sports will be attending its Expo 2020 in Dubai to promote their countries on the global stage. The event will have several sporting activities side by side to the first World Expo to be held in the Middle East. The Senegal Pavilion will host events to promote the Dakar 2026 Summer Youth Olympic Games – the first International Olympic Committee event to be held in Africa and the first in a Muslim-majority country.

* A member of Yemen's youth, Yusra Ishaq, has been creating short films to tell the stories of her country. She aims to address humanitarian issues in her films, while implementing inspiring messages that talk about the story of human beings as individuals and their circumstances. Yusra said, "The exercises that we did in the past serve as laying the foundation stone for this project and motivating young people to document everything that is worth documenting in order to build the current memory of Yemen, which will be a visual reference for future generations."

* جلبت مؤسسة أوركسترا شباب العالم مشروعها WYO4CHILDREN إلى المغرب بدعم من مؤسسة الثقافة والفنون ومقرها في روما. يستهدف المشروع المشترك بين الثقافات والأديان الفتيات من مركز حماية الطفولة للفتيات في فاس في المغرب، ويجمع هؤلاء الشباب معًا لتأليف الموسيقى. ستتم متابعة الفتيات الـ27 من آذار 2021 إلى آذار 2022 في رحلة طويلة تشمل 160 ساعة من دروس الغناء والموسيقى التحضيرية و 240 ساعة من الجيتار. يهدف المشروع إلى مزج الثقافة الإيطالية والمغربية.

Education

* The Carnegie Mellon University in Qatar offered a new program this summer for pre-college students where they learned how to code. During the month-long course, nearly 200 students aged 13 to 18 learned basic programming skills using CMU's Alice educational software. The online program brought together volunteer teachers and students from a total of 25 countries on five continents. Over 3/4ths of the students from this summer's program lived in Qatar, but participants from over 25 countries and 5 continents participated as volunteer teachers and students. They plan to offer the program next summer as well.

* The Qatar Education Above All Foundation held a conference entitled "How education contributes to building sustainable peace. he conference, which was held remotely, comes on the International Day for the Protection of Education from Attacks, which falls on September 9th every year. The UN Secretary-General pointed out that between 2015 and 2020, the Global Alliance to Protect Schools submitted 13,000 reports on attacks and attacks against children and educational institutions in various regions of the world. * Dubai Electricity and Water Authority (DEWA) and the Arab Youth Center (AYC) have signed a Memorandum of Understanding to prepare youth leaders specialized in clean technology innovation. The MOU was signed by HE Saeed Mohammed Al Tayer, MD & CEO of DEWA and HE Shamma bint Suhail Faris Al Mazrui, Minister of State for Youth Affairs and Vice Chair of the Arab Youth Center. Al Mazrui stated that, "Youth are the powerhouse of the future and the core of the human capital our Arab societies need to accelerate socioeconomic development. That is why empowering youth with advanced skills, that link qualifications with the current and rising dynamics of the labor market as well as foster competitiveness of Arab countries, is fundamental in our mandate." The MoU aims to provide a platform for training Arab youth in clean and renewable energy technology, especially solar energy. Young people affiliated with AYC will have internship opportunities at DEWA’s Innovation Centre to develop their skills to lead the future of clean technology in the region and promote innovation in this significant sector. The MoU will also support youth entrepreneurship and start-ups in clean technology.

COVID-19

* The IGCF 2021 which will take place in Sharjah in late September will see journalists, young Arabs and social media influencers discussing the public’s perception of influencers and the rise of misinformation during the Covid-19 pandemic. The forum will feature a range of interactive sessions, including ‘The Fifth Generation of Ideas’; a debate on influencers’ role in society titled ‘Infodemic’; ‘Misleading news in the time of coronavirus’; and a session for journalists titled ‘Journalism’s prospects. The discussions seek to promote critical thinking as a key factor of effective communication, both generally and in the government sector, and focus on several key areas of concern, including the young generation’s perception of societies of the future and their role in strengthening them, among others.

Politics and Political Engagement

* Morocco's elections are set to take place next week, Wednesday September 8th. And while hope and belief for effective governance change is lacking among citizens, Moroccan youth still aimed to increase their participation in the election cycle. Morocco's legislative and municipal elections play a determining factor in how committed politicians are to open governance. 24-year-old Farouk Mahdawi aims to shift the political dynamics by running for his local elections. Under the Federal Left Alliance, Farouk aims to encourage youth to participate in all capacities in the elections. Farouk highlighted that, because of the current political environment in Morocco, it has been very difficult to encourage youth participation. However, his campaigning efforts have unified local youth to work along with his campaign and help encourage citizens to participate. Another candidate, Maryam Benkhouia, previously also ran for elections but was pushed out due to the political environment. During this round of elections, Maryam continued to emphasize the importance of the role of youth in government. She stressed that youth do not only represent tomorrow, but are today, saying that "giving the youth the opportunity today will create a better tomorrow."

* As the elections in Morocco approach, many politicians and members of civil society prepare and hope for new changes in government. Despite efforts conducted by the government and civil society members, youth in the country still lack hope and have continued to leave the country. On August 30, the dire state of the country in the eyes of the youth was reflected, as a boat that carried nearly 20 youth capsized. “The death of these young people in this tragic way is a cry in the face of these rusty and calcified faces, a death that exposes their false and misleading slogans and promises,” said Mohamed El-Glousi, President of the Moroccan Association for the Protection of Public Funds.

* Election monitoring groups in Morocco have kept an eye on the level of youth involvement. Whether it is through volunteering or registering to vote, the role that Moroccan youth play in the upcoming elections plays a determining factor on the legitimacy of the elections. According to Al Youm 24, there has been significant activity, however the reasons lack promise. One participant, who was handing out leaflets, shared that he was only working because of the pay rather than truly believing in the politicians. It is becoming slowly evident that youth have lost confidence in the political scene in Morocco. Campaigning participants have highlighted that politicians have continued to make empty promises rather than create effective change.

* On August 31, the mayor of Gaza met with members of the municipal council and local youth activists to discuss methods of improving youth engagement in the municipality's decision-making process. During the discussion session, youth participants discussed several issues, including municipal council elections, women's representation in the municipal council, establishment of youth centers and ways to support youth initiatives in the community. By promising an open-door policy, the municipal council aims to show youth engagement with government bodies. 

* The Coordination’s Committee of Party’s Youth Leaders and Politicians (CPYP) in Egypt presented to parliament on August 30 a new proposal aimed at improving the role that youth play nationally. The paper reviewed several activities run by the CPYP, which included nearly 4,000 service requests across the country. 

* Members of the Coordination’s Committee of Party’s Youth Leaders and Politicians (CPYP) also submitted a total of 52 proposals, including 16 pressing statements and 15 questions directed at the House of Representatives ministries. 

* A number of youth in the city of Bani Walid in Libya gathered in front of the municipal council, protesting against what they described as rampant corruption in the state political and economic sectors and called for the dismissal of city officials. Protesters highlighted issues within the service and banking sectors, stating that there are no bodies of power that hold them accountable.

* في 31 من آب / أغسطس، اجتمع عمدة غزة مع أعضاء المجلس البلدي والناشطين الشباب المحليين لمناقشة أساليب تحسين مشاركة الشباب في عملية صنع القرار في البلدية. وخلال جلسة المناقشة، ناقش المشاركون الشباب عدة قضايا، بما في ذلك انتخابات المجالس البلدية، وتمثيل المرأة في المجالس البلدية، وإنشاء مراكز للشباب، وسبل دعم مبادرات الشباب في المجتمع المحلي. ويهدف المجلس البلدي، بوعده بسياسة الباب المفتوح، إلى إظهار مشاركة الشباب مع الهيئات الحكومية.

* قدمت تنسيقية شباب الأحزاب الشبابية في مصر إلى البرلمان في الثلاثين من آب / أغسطس مقترحاً جديداً يهدف إلى تحسين الدور الذي يلعبه الشباب على المستوى الوطني. واستعرضت الورقة عددا من الأنشطة التي تديرها لجنة التنسيق، والتي شملت ما يقرب من 4 آلاف طلب خدمة في جميع أنحاء البلاد.

* وقدم أعضاء تنسيقية شباب الأحزاب أيضا ما مجموعه 52 اقتراحا، بما في ذلك 16 بيانا ملحا و15 سؤالا موجهات إلى وزارات مجلس النواب.

* تجمع عدد من الشباب في مدينة بني وليد في ليبيا أمام المجلس البلدي احتجاجا على ما وصفوه بالفساد المستشري في القطاعين السياسي والاقتصادي للدولة وطالبوا بإقالة المسؤولين في المدينة. سلط المتظاهرون الضوء على القضايا داخل قطاعي الخدمات والبنوك، مشيرين إلى أنه لا توجد هيئات سلطة تحملهم المسؤولية.

Economics and Entrepreneurship

* The UAE's Minister of Foreign Trade also emphasized the role of youth in the development of the country's economy. More than 120 youth attended the forum organized by the Federal Youth Authority and the Ministry of Culture and Youth and addressed the country's economic development through means outside of oil exports. The minister addressed that it is critical for the country to invest in the youth through social development programs and planning. By aiming to focus on the development of youth's access to educational and professional opportunities, the minister aims to increase youth's access to private sector activities. The ministry also aims to use such initiatives to build bridges between the government and youth.

* أكد وزير التجارة الخارجية الإماراتي على دور الشباب في تنمية اقتصاد البلاد. حضر أكثر من 120 شابا المنتدى الذي نظمته الهيئة الاتحادية للشباب ووزارة الثقافة والشباب وتناولوا التنمية الاقتصادية للبلاد من خلال وسائل خارج صادرات النفط. وخاطب الوزير أنه من الأهمية بمكان أن تستثمر البلاد في الشباب من خلال برامج التنمية الاجتماعية والتخطيط. وبهدف التركيز على تنمية إمكانية حصول الشباب على الفرص التعليمية والمهنية، يهدف الوزير إلى زيادة إمكانية حصول الشباب على أنشطة القطاع الخاص. كما تهدف الوزارة إلى استخدام مثل هذه المبادرات لبناء الجسور بين الحكومة والشباب.

Conflict

* To address the continued rise of attacks against youth activists and journalists, the Tunisian Forum for Economic and Social Rights released a statement, which blamed the Ministry of Interior for its inability to protect its citizens. These comments came following the assassinations of Chkir Belaid and Mohammed Brahmi, who were one of many protesters that have been targeted and subjected to beatings and violence.

* للتصدي للزيادة المستمرة في الاعتداءات على النشطاء الشباب والصحفيين، أصدر المنتدى التونسي للحقوق الاقتصادية والاجتماعية بياناً وجه فيه اللوم إلى وزارة الداخلية لعجزها عن حماية مواطنيها. جاءت هذه التصريحات عقب الاغتيالات الأخيرة لكل من شكير بلعيد ومحمد براهمي، اللذين كانا من بين العديد من المتظاهرين الذين تم استهدافهم وتعرضوا للضرب والعنف.

Development

* The UAE’s Ministry of Interior met with the Possible Youth Forum on August 31 to discuss the continued development of youth opportunities in the country. The forum, which was organized by the Youth Council of the Ministry of Interior, was attended by various government officials to discuss the role of the Youth Council of the Ministry of Interior and its efforts to increase youth political engagement.

* Meanwhile, youth in Egypt's Assiut governorate worked on fulfilling the Dignified Life initiative, which aims to develop projects in Egypt’s urban areas. The initiative, which falls under Egypt’s sustainable development 2030 vision, aims to rehabilitate, establish, and develop youth centers across the province to provide equal access for youth development. The meeting that took place on August 30 brought together the Governor of Assiut and other directors to discuss cooperation efforts and improve accessibility and urge participation of youth in their communities. The governor aims to continue holding meetings in different villages with youth to improve engagement between government bodies and their young constituencies. This initiative will continue in targeting seven youth centers during its first phase and will expand on their development efforts to other villages.  

* In Egypt, the Ministry of Youth and Sports hosted on August 31 more than 100 youth across different governorates for the country's first ever Mediterranean Youth Academy program in Maadi. The program, directed by the Central Administration of Parliament and Civic Education in the Ministry, in partnership with the Mediterranean Youth Foundation for Development, addressed the importance of developing Egypt's youth population in the academic and social sphere. The program also provided a list of recommendations, titled the Mediterranean Youth Union, which aims to support youth in developing innovative solutions and contribute to the improvement of the youth's access to programs.

* اجتمعت وزارة الداخلية الإماراتية مع منتدى شباب اللا مستحيل في 31 من آب / أغسطس لبحث التطور المستمر لفرص الشباب في البلاد. حضر المنتدى، الذي نظمه مجلس الشباب التابع لوزارة الداخلية، مختلف المسؤولين الحكوميين لمناقشة دور مجلس الشباب التابع لوزارة الداخلية وجهوده لزيادة المشاركة السياسية للشباب.

* في الوقت نفسه، عمل الشباب في محافظة أسيوط على تحقيق مبادرة الحياة الكريمة، التي تهدف إلى تطوير مشاريع في المناطق الحضرية في مصر. تهدف المبادرة، التي تندرج ضمن رؤية مصر للتنمية المستدامة 2030، إلى إعادة تأهيل وإنشاء وتطوير مراكز للشباب في جميع أنحاء المحافظة لتوفير فرص متساوية لتنمية الشباب. جمع الاجتماع الذي عقد في 30 من آب / أغسطس حاكم أسيوط ومديرين آخرين لمناقشة جهود التعاون وتحسين إمكانية الوصول والحث على مشاركة الشباب في مجتمعاتهم. ويهدف الحاكم إلى مواصلة عقد اجتماعات في مختلف القرى مع الشباب لتحسين المشاركة بين الهيئات الحكومية ودوائرهم الانتخابية الشابة. وستستمر هذه المبادرة في استهداف سبعة مراكز شبابية في مرحلتها الأولى وستوسع نطاق جهودها الإنمائية لتشمل قرى أخرى.

* في مصر، استضافت وزارة الشباب والرياضة في 31 من آب / أغسطس أكثر من 100 شاب من مختلف المحافظات في أول برنامج أكاديمية شباب متوسطي في البلاد في المعادي. تناول البرنامج، الذي تديره الإدارة المركزية للبرلمان والتربية المدنية بالوزارة، بالشراكة مع مؤسسة شباب البحر الأبيض المتوسط للتنمية، أهمية تنمية الشباب المصري في المجال الأكاديمي والاجتماعي. كما قدم البرنامج قائمة من التوصيات، بعنوان اتحاد شباب البحر الأبيض المتوسط، والتي تهدف إلى دعم الشباب في تطوير حلول مبتكرة والمساهمة في تحسين وصول الشباب إلى البرامج.

Education

* The Ummah Youth Center in Ramallah, Palestine launched a new training program called Technical Security at the Nation Youth Center headquarter to help youth develop new technical security skills and secure users' safety and protection of their personal information. Youth that participated learned about different aspects of digital security, including ways to secure personal devices, methods of protecting political communication platforms, and ways to avoid programs that could infiltrate digital security. 

* University students at the Beni Suef University in Egypt, in cooperation with the Waste Management Regulatory Agency of the Ministry of Environment, have begun preparing for a new campaign that aims to implement a safe disposal program for electronic waste. Organized by the Egypt Youth Association for Development and Environment, program participants aim to effectively train students across ten universities on the dangers of electronic waste and methods to effectively dispose of devices. University youth aim to increase awareness on the environmental issues that electronic waste creates, as it increases pollution rates.  

* University students from the College of Technology in Al Jouf, Saudi Arabia, collaborated with the Sakaka Solar Energy Station to launch a project where employees teach and guide youth on the importance of the renewable energy sector. By providing them hands-on training, Saudi youth were able to develop their skills and eventually work on supporting their regions' projects.

* The Genetic Engineering Research Institute (GERI) is conducting an educational training course at the national level for university students in efforts to prepare cadres of young Egyptian universities in the use of modern biotechnology applications to find non-traditional solutions to some of the problems facing Egyptian agriculture. The institute trained 479 students from the biotechnology programs of the Egyptian universities in the fields of plant tissue culture, molecular markers, genetic transfer of plants, bioinformatics, and microbial genetics. The courses held at the institute are specialized scientific courses in the field of biotechnology, which aim to contribute effectively to developing the skills of Egyptian university graduates and raise their efficiency and practical ability, which will help them in applying for jobs in the private sector.

* أطلق مركز الأمة للشباب في رام الله، فلسطين، برنامجا تدريبيا جديدا يسمى الأمن التقني في مقر مركز الأمة للشباب لمساعدة الشباب على تطوير مهارات أمنية تقنية جديدة وتأمين سلامة المستخدمين وحماية معلوماتهم الشخصية. وقد تعلم الشباب المشاركون عن جوانب مختلفة للأمن الرقمي، بما في ذلك سبل تأمين الأجهزة الشخصية، وأساليب حماية منصات الاتصالات السياسية، وسبل تجنب البرامج التي يمكن أن تتسلل إلى الأمن الرقمي.

* بدأ طلاب الجامعة في جامعة بني سويف في مصر بالتعاون مع وكالة تنظيم إدارة النفايات بوزارة البيئة التحضير لحملة جديدة تهدف إلى تنفيذ برنامج التخلص الآمن من النفايات الإلكترونية. بتنظيم من جمعية شباب مصر للتنمية والبيئة، يهدف المشاركون في البرنامج إلى تدريب الطلاب بشكل فعال في عشر جامعات على أخطار النفايات الإلكترونية وطرق التخلص من الأجهزة بشكل فعال. ويهدف شباب الجامعات إلى زيادة الوعي بالقضايا البيئية التي تخلقها النفايات الإلكترونية، لأنها تزيد من معدلات التلوث.

* تعاون طلاب جامعيون من كلية التكنولوجيا في الجوف بالمملكة العربية السعودية مع محطة السكة للطاقة الشمسية لإطلاق مشروع يقوم فيه الموظفون بتعليم الشباب وإرشادهم بشأن أهمية قطاع الطاقة المتجددة. ومن خلال توفير التدريب العملي لهم، تمكن الشباب السعودي من تطوير مهاراتهم والعمل في نهاية المطاف على دعم مشاريع مناطقهم.

يجري معهد بحوث الهندسة الوراثية دورة تدريبية تعليمية على المستوى الوطني لطلاب الجامعات في إطار جهود إعداد كوادر الجامعات المصرية الشابة في مجال استخدام تطبيقات التكنولوجيا الحيوية الحديثة لإيجاد حلول غير تقليدية لبعض المشكلات التي تواجه الزراعة المصرية. درب المعهد 479 طالبا من برامج التكنولوجيا الحيوية بالجامعات المصرية في مجالات زراعة الأنسجة النباتية والعلامات الجزيئية والنقل الوراثي للنباتات والمعلوماتية الحيوية وعلم الوراثة الميكروبية. إن الدورات التي تعقد بالمعهد هي دورات علمية متخصصة في مجال التكنولوجيا الحيوية، تهدف إلى المساهمة الفعالة في تطوير مهارات خريجي الجامعات المصرية ورفع كفاءتهم وقدراتهم العملية، مما يساعدهم على التقدم لشغل وظائف في القطاع الخاص.

Environment

* In Hurghada, Egypt, local youth gathered near the red sea and launched an initiative to clean their beaches from plastic that has washed up on shore. In collaboration with the General Administration of Environmental Affairs in the Red Sea as well as several NGOs, the youth from the governorate worked to raise awareness of the negative effects that plastic has on the oceans. Several youth centered organizations attended the clean-up, including the Drinking Water Company, Basmat Youth Associations, Hurghada Al-Khair, and Rotary. Such campaigns play a critical role in teaching youth to take initiatives to create change within their communities and increase youth involvement in community building efforts.

* في الغردقة، مصر، تجمع الشباب المحليين بالقرب من البحر الأحمر وأطلقوا مبادرة لتنظيف شواطئهم من البلاستيك الذي جرفته المياه إلى الشاطئ. وبالتعاون مع الإدارة العامة لشؤون البيئة في البحر الأحمر وعدد من الجمعيات الأهلية، عمل شباب المحافظة على التوعية بالآثار السلبية للبلاستيك على المحيطات. حضرت العديد من المنظمات الشبابية عملية التنظيف، بما في ذلك شركة مياه الشرب وجمعيات بسمات الشبابية والغربية الخير والروتاري. وتؤدي هذه الحملات دورا حاسما في تعليم الشباب اتخاذ مبادرات لإحداث تغيير داخل مجتمعاتهم المحلية وزيادة مشاركتهم في جهود بناء المجتمعات المحلية.

COVID-19

* In continued efforts to contain and reduce COVID-19 infections, youth from the "Will of the People" initiative conducted field visits in the governorate of Ash Sharqia, Egypt to educate citizens on the importance of complying with precautions such as social distancing, constant sanitation, and wearing of face masks to limit the spread of COVID-19. These awareness campaigns were initially launched during Ramadan, where youth camped in a large parking lot and discussed with passersby the importance of wearing masks and taking precautionary measures to prevent the spread of the virus.

* في إطار الجهود المتواصلة لاحتواء حالات العدوى بفيروس كورونا والحد منها، أجرى شباب من مبادرة "إرادة الشعب" زيارات ميدانية في محافظة الشرقية بمصر لتوعية المواطنين بأهمية الامتثال للاحتياطات مثل المباعدة الاجتماعية، والصرف الصحي المستمر، وارتداء أقنعة وجه للحد من انتشار المرض. انطلقت هذه الحملات التوعوية في البداية خلال شهر رمضان، حيث خيم الشباب في موقف كبير للسيارات وناقشوا مع المارة أهمية ارتداء الكمامات واتخاذ الإجراءات الاحترازية لمنع انتشار الفيروس.

MENARY Monitor Semiannual Report 2021:
The State of Youth in the MENA Region

Executive Summary

Politics and Political Engagement 

This section delves into developments related to youth and politics, broken down into Elections, Political Initiatives, Protests, Repression and Exclusion, and Youth Apathy and Mistrust. Syria, Algeria, and Iran all held elections in the second quarter of 2021, which saw varying degrees of voter turnout and apathy among youth. 

Alongside elections, countries across the region saw a number of promising initiatives aimed at politically mobilizing youth, organized by governments, political parties, and civil society organizations. Meanwhile, youth-led protest movements continued in Lebanon, Iraq, Algeria, and Tunisia, continuing a two-year trend of increasing protests over political and socioeconomic concerns. 

Many young protesters were subject to repressive crackdowns, including Palestinians who faced both online and physical repression during the uprising in May and June. Despite the emergence of promising initiatives, the report highlights lingering apathy and mistrust towards politics among youth, a trend that continues ten years after the Arab Spring uprisings. 

The Politics and Political Engagement section features a spotlight on youth engagement and the state of legislative elections across the MENA region, a report previously published by MENAACTION. The section concludes with recommendations advising stakeholders in the region to strengthen initiatives aimed at youth inclusion in the political space; to prioritize and include youth in economic development strategies; to actively encourage youth and prepare them to participate in upcoming elections; and to encourage region-wide connections among youth facing similar challenges.

Economics and Entrepreneurship 

This section is divided into several categories that analyze sources pertaining to youth and economic conditions and entrepreneurship. Looking at the main findings, in terms of economic policy, governments and educational organizations in the MENA region have been unable to address the changing job market and realigning the educational and technical sectors to the market. 

When it comes to financial inclusion, the sources observed underline that there is a low rate of inclusion in the region, which has affected people's ability to store, send and receive money. 

The third category examines the financial struggles in Lebanon, Syria, Turkey, Palestine, and North Africa which are manifested in increased poverty and unemployment rates. Various sources discussed demonstrated that youth are increasingly thinking about emigration for better opportunities. 

The fourth category explores unemployment in the MENA region and how it was exacerbated by COVID-19. Following that, the report delves into employment efforts, including government initiatives to tackle unemployment. The seventh category discusses entrepreneurship and how youth have turned to it in light of growing unemployment. The eighth category examines youth training and capacity building by different public and private sector entities that implemented different programs across the MENA region to help youth with unemployment. Finally, the ninth category explores the digital economy and how COVID-19 has emphasized the need for it, and the opportunities and challenges that it presents for the MENA region.

 

Conflict 

In terms of Conflict, the 2021 Semiannual Report examines five main trends across the region: drug use and trafficking; forced displacement, ethnic cleansing, and migration; rising armed conflict; wrongful imprisonment and human rights violations; and violent extremism. 

Drug availability and consumption among youth are rising in several countries, including Iraq, Yemen, Lebanon, and Syria, which are suffering from instability and insecurity. Instability is also driving forced displacement and migration in multiple countries, including Syria, Palestine, Yemen, Sudan, and Iraq, which have the highest number of conflict-induced displaced persons. Ethnic cleansing also leads to displacement in Palestine, alongside armed conflict, which escalated in Gaza in May, killing 66 children. 

Elsewhere, youth in the MENA region have been caught up in armed conflict in Yemen, Syria, and Iraq. The report also notes multiple human rights violations, including wrongful imprisonment, of youth across the region. Lastly, violent extremism and efforts to recruit youth remain a prominent threat. 

The conflict section also features a spotlight article from MENAACTION President Mohammed Abu Dalhoum calling for an integrated approach to combat the prevalence of drugs in the region. 

This section concludes with a series of recommendations advising stakeholders to address both the supply and demand of drugs to combat their prevalence among youth; to increase involvement from the international community to pressure governments causing displacement and support humanitarian work for those displaced; to create independent and transparent legal systems with more international oversight to address human rights violations; and to step up online monitoring of extremist content and adopt preventive programming to stop youth from being recruited.

 

Development

Due to COVID-19, the main development of initiatives in the region focused on addressing the ongoing health crisis. Countries across the Middle East continue to develop programs that address the most vulnerable segments of the healthcare system including, providing life-saving treatments, distribution of vaccines, and developing various societal sectors. The economy, especially, in the region has persistently declined, as key drivers of the country’s economy such as employment, tourism, and trade have continued to decline. According to a MENAACTION 2020 report, 35.7 percent of youth agree that unemployment and lack of job opportunities continue to be the main challenge that they face in the region. 

To address these issues several programs across the region have developed to ensure that engagement among youth continues. Agencies such as the World Bank have endorsed assistance strategies in the Palestinian Territories to ensure that the airy continue to have access to economic developments. Jordanian youth have also launched several initiatives to provide a networking platform for youth in the region. It is evident that the region’s main concern in regard to the youth is the lack of access to professional development opportunities. MENAACTION strongly recommends the continued development of access to job opportunities for youth in order to assist the overall economic development in the region. By providing a space for youth in the region to develop professionally and academically, MENA governments bodies, international organizations, NGOs, and research institutions will be able to help the region flourish economically and socially.

 

Education

In reviewing sources discussing education in the MENA region over the second quarter of 2021, the main themes observed were seminars and meetings, initiatives, and Financial Assistance. Looking at the main trends, the UAE hosted the seventh seminar on Education Interference to discuss the importance of programs. Moreover, there were several education-related initiatives, many of which focused on training youth on research skills. Another initiative, in Egypt, resulted in establishing centers at universities to enhance digital literacy. Similarly in Jordan, the Ministry of Digital Economy and Entrepreneurship partnered with the Ministry of Education to launch a curriculum for digital skills development. Moreover, there were two notable efforts in Qatar and in Jordan to provide underprivileged students with scholarships and financial aid. 

This section features a spotlight article, contributed by Farah Naber, in which she outlines important steps needed to steer education onto the right path in the region. Her recommendations include addressing financial access and the curricula, particularly to ensure that students are taught transferrable skills that are relevant to the ever-changing job market. The section concludes with a set of recommendations for governments and international organizations to address the challenges facing youth when it comes to education. These recommendations include investing in online learning – ensuring their inclusivity for young women and underprivileged students. Other recommendations emphasize what needs to be done to revitalize the relevance of education to the changing job market.

 

Environment

Environmental action is on the rise among youth in the MENA region, yet its coverage in news sources was minimal compared to other themes. These sources discussed climate change; youth stakeholdership; food security and agriculture; pollution and waste management; and sustainable environmental entrepreneurship. Perhaps the main takeaways from this section were (1) there is an increasing consensus that youth should be given a central role in addressing climate change and environmental challenges, (2) initiatives and efforts on the ground remain rather minimal, yet, (3) such efforts tend to be focused on the local level, which is key for raising awareness and changing behavior, and (4) droughts, wildfires, pollution, and food insecurity were some of the main challenges discussed in these sources, however, government and nongovernment action remains subpar. 

This section features a spotlight article by Saumaun Heiat, Director of Development, at MENAACTION, who explores the implications of environmental challenges on Hamun, Iran. MENAACTION illustrates several recommendations at the end of this section, with an outlook for immediate action. Of these recommendations, we highlight the importance of enhancing the use of renewable energy for both businesses and residences; implementing more recycling initiatives; widening the space and scope for youth when it comes to climate action – transcending meetings and conferences and focusing on support campaigns, lobbying efforts, and petitions; and extending transnational cooperative agreements to address water scarcity and food security. Ultimately, challenges associated with the environment were brought about collectively, and collective action is the only way to counter them. 

 

COVID-19

The ongoing struggle to contain and tackle the COVID-19 virus in the MENA region has deeply impacted the already fragile healthcare system in the region. Sources observed over the past few months, Government and social institutions have worked on addressing four main themes, including awareness and mitigation efforts, economic effects, implications on daily life, and vaccination. In the region, misinformation among society have led to a fear driven response to the vaccination efforts conducted by the government and international organizations. To address this issue, youth in the region have launched numerous campaigns where they demonstrated to the public the dire need for precautionary measures such as vaccination, personal hygiene, and social distancing. In Jordan, more than 500 youth volunteers worked closely with the Ministry of Youth in efforts to spread awareness messages on adhering to precautionary measures and the importance of vaccination. Similar initiatives in Egypt and Iraq were launched by youth-led programs to educate the public of the dangers of the virus. 

Economically, due to numerous lockdowns across the region, employment efforts were halted, causing a dramatic increase in unemployment rates among youth. The education sector was also dramatically hit, as schools shifted from in person to online education. And, due to financial instability among families, exacerbated by the pandemic, young kids - especially girls - were forced to drop out of school, as they were not able to participate in online education due to the lack of resources. Students who do participate in online education also face some challenges. A Report by Statemagazine asserts that more than 70% of youth aged 24-34 suffered from irregularities in their sleep such as insomnia in addition to loneliness and concerns over asking for psychological support. 

As the economic and educational infrastructures continue to collapse in parallel to the healthcare systems across the MENA region, it is critical now more than ever for international organizations to provide vaccination efforts to countries in the region. Despite numerous campaign efforts, launched by youth and governments in the region, vaccination rates are still at an all-time low in middle income countries such as Syria and Iraq. The pandemic has disrupted an already struggling MENA region, therefore it is critical now more than ever for governments and local organizations to unify their efforts in urging citizens to follow social distancing and personal sanitation measures to prevent the spread of the virus. Governments should also increase budget allocations to the education sector, as the pandemic has taken a major toll on the sector in the region.
